Public Safety Minutes 1995 08-29-95 T City of Yorkville Public Safety Committee Meeting 8/29/95 - 6:30PM Minutes prepared by: Chief Tony Graff Meeting called to order by Chairman Burt Callmer at 6:30pm. Attendees: Burt Callmer, Chairman Bob Johnson, Mayor Art Prochaska, Alderman Jeff Spang, Alderman Jerry Lynch, Alderman Kathy Jones, Alderman Richard Scheffran, Treasurer Tony Graff, Chief of Police Guests: Brian Ethington, WSPY/TV30 Agenda Items: OLD BUSINESS: 1. Liquor license fees/ordinance update: A. Mayor Johnson discussed the license structure and has Attorney Kramer contacting the IL Liquor Commission attorneys to address the question on the number of licenses issued and/or caps on number of licenses eligible to be issued. B. Mayor Johnson would like to add another classification titled Restaurant License and we discussed the downtown area in reference to the acceptable number of licenses for this area in specific. Chairman Callmer would like to have Attorney Kramer address the legal issues presented and to have the Attorney review the City of Aurora's ordinance. Chairman Callmer would like to have a draft which addresses all the issues presented in this meeting and previous meetings and to have the draft available for the next public safety meeting. 2. Glen Palmer Dam update: A. Chief Graff distributed a letter in regards to the update on the safety issues concerning the dam area. The Dept. of Natural Resources and Ameritech and both organizations are willing to assist in providing prevention measures in the riverfront park area. More to follow within the next 30-90 days. Alderman Spang presented an idea to personalize the preventive signs for better effective. Chief Graff stated the Dept. of Natural Resources has the authority on the language for the signs and they have made a decision for the signs but I will present the idea at the next meeting to discuss further plans. 13. Signs for the Parks: A. The committee decided to discuss signs for the parks to be posted in regards to rules. Alderman Prochaska stated the Recreation Department states the signs for the parks should be posted and they requested to have the police patrol the areas for compliance/enforcement. The Park Ordinance needs to be amended to address other problems such as glass containers and regulations for festivals. The discussion involved overnight parking at the parks and in the municipal lot area. Chief Graff needs to research the agreement with IDOT in regards to posting the municipal lot to limit parking. Also, camping on the islands was a concern presented by Alderman Spang, Chief Graff will review this request. Otherwise the sample presented to the committee for the rules to be posted on the signs was satisfactory and to have Scott Slezzer move forward in obtaining the signs for posting as soon as possible. 3. School Liaison Agreement. A. Chief Graff presented an updated agreement with the school district for the school liaison position. The agreement is requesting a $1,000 increase from $15,000 to $16,000 for the school's participation in this program. Chief Graff has discussed this with Dr. Engler and is recommending to the committee to enter in the agreement which includes the revision. There was discussion by the committee on the cities costs for Officer Groesch's salary and his time he allocates to the program vs his street time. Chairman Callmer states if the Chief believes Officer Groesch's time dedicated towards other activities instead of street patrol during the summer is necessary then this is okay but we need to monitor this closely. The committee recommended to present the agreement to the C.O.W. meeting on 9/7/95. 4. N/E Quadrant Traffic Study update: A. The committee discussed the implementation plan as presented and Alderman Jones requested the plan to be on the agenda for the Town Meeting on October 16, 1995. The committee recommended to adopt the traffic study and to present the recommendation to the C.O.W. on 8/7/95. 5. CPAT position update: A. Chief Graff stated the selection process has been completed and Officer Jerry Ikemire has been seledted for the position and he will not start this position until Officer Terry Klingel has completed his Field Training program this will save on overtime during this transition. Officer Klingel will return to patrol on October 2, 1995. 6. Courthouse area traffic flow request by the county - review/update: A. Chief Graff presented a memo for discussion. The committee reviewed to memo and will wait to see the recommendations by Adm. Nanninga and J.T. Johnson after their review of the area. The study will be conducted in-house. Chief Graff will contact County Commissioner Cote to provide him with an update on his request. 7. Grant Updates: A. Chief Graff provided updates on the grants which have been approved and still pending in regards to their status. 8. Police Department monthly reports: No report 9. After school cooperative update: A. Chief Graff gave an overview on the after school programs being provided by the Recreation Department, Campus Club, and YMCA. 10. Budget review A. Chief Graff presented an overtime projection report. There was discussion by the committee on the overtime costs and Chairman Callmer requested that the overtime be monitored closely by the supervisors. Mayor Johnson wanted to see what other police departments in the area spend on overtime. Chief Graff stated he would contact other departments and have a report prepared for the committee. 11. Parking control at public buildings: A. Chief Graff stated Attorney Kramer advise we have the authority to control parking at public buildings and the Library already has signs displayed Parking for Library Patrons Only. The request for the Beecher Center is to use the parking lot for Beecher Center purpose and recreational activates in the area and not for student parking during normal school hours. The Beecher Center parking was discussed by the committee and at this time Chief Graff will monitor the activity and report back to the committee. 12. Neighborhood Watch update: A. Chief Graff stated the neighborhood watch program has increased during the summer to approx. 500 households and we have an interest in 2-3 more areas who want to join. The neighborhood watch will be promoted during Hometown Days at the Police Department booth. Our goal is 1,000 household in 1996 which would be +60% of the community. Chief Graff announced that October is Crime Prevention Month and a proclamation will be presented to the Mayor at the C.O.W. meeting 9/21/95 asking for support to promote Crime Prevention in October. The committee approved this request. 13. Signs for the Parks. This was discussed in agenda item # 2. 14. Other old Business: A. Chief Graff presented a written report in regards to the DARE/Crime Prevention checking account. The committee reviewed the report. B. Chief Graff gave an update on RT47 & Walnut. IDOT has received the letter which requested a safety study to be conducted. IDOT will notify the City when they will proceed. NEW BUSINESS: 1. Recognition letter received from citizens and the Kendall County Sheriff's office were distributed to the committee. 2. Chief Graff requested payment for tuition for two classes at Lewis University for a total of $2,064. The committee authorized Chairman Callmer to sign the Purchase Order. 3. Chief Graff presented the man hours for Hometown Days with a projection of 140 hrs of overtime which is less than the previous years a complete report will be presented at the next meeting. 4. Chief Graff requested to purchase a radar unit for the new squad M8 at a costs of $1,450. The committee authorized Chairman Callmer to sign the purchase order. 5. Chief Graff requested the committee to approve the appointments of 3 Communtiy Service Officers at $6.50 per hour. The committee approved the S request to be presented at the C.O.W. meeting 9/7/95. 6. Chief Graff presented to the committee a Community Policing Plan of implementation. The committee would review the report and Chief Graff will advised the committee on the updates and when a special meeting needs to be called to review the plan to be presented to the City Council. Chief on Graff /1 August 28, 1995 TO: Mayor & Public Safety Committee FM: Chief Tony Graff RE: Glen Palmer Dam - Update On August 24, 1995, I received a telephone call from the Department of Natural Resources, Tony Muzeribus, Schaumburg office 708=705-4331. He stated there are going to be two signs erected on wooden posts on the south bank area and two signs on the embankment near the dam. Kay Hatcher from Ameritech stated they will install the telephone cable for the call box at no charge to the city. There will be further discussion in regards to the monthly service fee for the telephone line ($12 per month, approx).
