JULY 10, 1995 - 6:30PM

MEETING CALLED TO ORDER BY CHAIRMAN CALLMER AT 6:35PM.
1. Chief Graff gave a presentation in regards to his FBI National Academy experience and a
video tape was played for the committee. Chief Graff distributed his course outlines and a
press release provided by the National Academy. Chief Graff stated he successfully passed all
courses and received his diploma. Chief Graff expressed his gratitude to the Mayor, City
Council, his Staff and Police Officers, and the Citizens of Yorkville for the opportunity to
attend this prestigious institution.
2. Chief Graff proposed to purchase a computer network and computer equipment for the
police department not to exceed $ 11,000. Mayor Johnson had a legal question on the
process of accepting the one quote from our current computer/software vendor only. Chief
Graff was instructed to discuss this with Attorney Kramer. This proposal is a budgeted line
item. This proposal was recommended to the Committee of Whole Meeting on July 20,
1995,with Attorney Kramer's legal opinion on accepting one quote.
3. Glen Palmer Dam update was provided by Chief Graff. the IL. Dept. of Water Resources is
going to schedule a meeting within the next two weeks to discuss concerns by the City of
Yorkville in regards to safety in the area of the dam. Mayor Johnson suggested installing
warning devices in the water below the dam area, such as a cable with a warning sign or
buoys. Chairman Callmer address the need for an emergency telephone located near the dam
area since the police department moved. Chairman Callmer did state there currently is a pay
telephone located at Freeman Sports for the public to use to summon emergency assistance.
Mayor Johnson instructed Chief Graff to contact the other emergency agencies to invite them
to the meeting . Chief Graff will notify the committee when the meeting date is finalized.
4. Liquor Control Ordinance review was presented by Chairman Callmer. A meeting is
scheduled with Mayor Johnson, Attorney Kramer and Chairman Callmer to discuss this
matter on July 24, 1995, at 5:30PM at Attorney Kramees office. At the next meeting an
update will be presented to the committee.
5. Chief Graff discussed the replacement process for choosing CPAT Investigator Terry Klingel
replacement. The target date is October 1, 1995 to complete the process. The process is to
post the position and request a letter of interest and qualifications to be presented to the
Chief by July 31, 1995. Then an interview and recommendation from Chief Graff to the
CPAT board. The CPAT board will conduct interviews and background evaluations with a
recommendation by September 1, 1995 with a starting date scheduled for October 1, 1995 if
possible. Chief Graff will update the committee as the process is being completed. Mayor
Johnson expressed his support of the CPAT program and advised Chief Graff to keep the
committee updated on the utilization and viability of the program on a monthly basis.
Chairman Callmer stated they haven't received a monthly report since March and would like
to request if there could be more detail on disposed cases. Chief Graff will discuss this
request with the CPAT Director and report back to the committee.
6. Chief Graff gave a presentation and requested to have three patrol officers apply for the
1996 Olympics Security Team.
A. Officer Donald Schwartzkopf
B. Officer Terry Klingel
C. Officer Sergio Fuentes
Mayor Johnson stated he has an open mind concerning this request but believes the Officers
should use personal time such as;vacation or comp time. He believes there could be a benefit
to the community and would like to discuss this proposal further. One request was to have
the entire Police Department support this endeavor if one of the officers are chosen and
possible a fund raiser could assist with the costs of the program.
Chief Graff distributed information about the proposal and stated lodging, training, and
uniforms will be provided by the 1996 Olympic committee, along with proper insurance
protection by the committee and the State of Georgia. Chairman Callmer expressed concern
in regards to our liability and the manpower costs directly related to overtime in the absence
of the officer(s)being absent. Also, no guarantees to the officers until they are accepted then
the city council will evaluate the situation for approval and authorization . The officers could
apply with this conditions attached was being recommended by Chairman Callmer.

Recommendation:
Chairman Callmer recommended this proposal be presented to the Committee of the
Whole meeting on July 20, 1995. The Committee concurred. Chief Graff will have the
three officers give a presentation and recommendations addressing the concerns of the
committee.
7. Update on Part-Time Secretarial Position. The 2nd candidate Judy Johnson was
recommended to the committee for appointment on one condition, a doctor release is needed.
If Ms. Johnson is unable to comply with this condition by August 7, 1995, then the position
will be advertised again. Chief Graff stated Ms. Johnson has been contacted will advised the
City by July 18, 1995 if she can accept the job.
Recommendation by Committee:
Request to appoint Ms. Johnson if all conditions are satisfied by July 18, 1995 or
advertise for the position if she is unable to meet the conditions. Chief Graff will
present an update at the Committee of Whole Meeting on July 20, 1995 for action.
8. Game Farm House update:
Chief Graff stated the police department is fully operational at the Game Farm House and at
this time within budget of$15,000 for renovations.
Open house is scheduled for July 30, 1995 (Sunday), between 1pm-4pm.
9. Chief Graff presented an update on performance of the four(4)probationary officers:
1. Officer Larry Hilt has successfully completed six months of his probationary period.
2. Officer Terry Klingel has successfully completed three months of his probationary period.
3. Officer Sergio Fuentes has successfully passed the Field Training Officer's program.
4. Officer Stacey Mott has successfully passed the Field Training Officer's program.
10. Chief Graff announced the receiving the award for the 1996 Traffic IMAGE Grant in the
amount of$19,362. Chief Graff is requesting authorization to sign the agreement with IL.
Dept. of Transportation.
Recommendation by Committee:
Request to authorize Chief Graff to sign the agreement with IiDOT. Present this
request at the Committee of the Whole Meeting on July 20, 1995.

11. Criminal Activity Ordinance(formerly the Anti-Gang Ordinance). This has been tabled until a
legal opinion has been obtained from Attorney Kramer and the States Attorney's Office
regarding constitutionality and local authority.
12. Chief Graff discussed parking problems during the school year at Beecher Center and the
Yorkville Library of unauthorized student parking in the lot especially after they received
discipline from the school. The committee discussed the problem with the student parking.
Suggested do we need to pass an ordinance or does current ordinances allow the authority to
erect traffic control signs to prohibit unauthorized usage of the parking lots.
Suggested sign language:
"Parking for Library Patrons Only"
"Parking for Beecher Center and Recreational Purposes Only"
Recommendation by the Committee:
The review current ordinances and receive a legal opinion from Attorney Kramer. The
committee suggested to work with the Recreation Board and Library Board on this
issue, along with the School Officials. Chief Graff will update the committee at the neat
Public Safety Committee Meeting in August.
13. The committee discussed the Traffic Study which was conducted in the N/E Quadrant of the
City. Mayor Johnson suggested a target date for implementation in the Fall of 1995 and to
have a plan for implementation to be presented to the Council within the next 30 days if
possible. The Alderman Kathy Jones offered her assistance and suggested to phase in
implementation whenever feasible. Chief Graff will contact Adm. Nanninga, Supt. JT Johnson
and Attorney Kramer to discuss a plan to be presented to the council.
There was additional discussion by the committee in regards to RT. 47&Walnut
intersection. Mayor Johnson instructed Chief Graff to contact IDOT and work with City
Adm. Nanninga and JT Johnson in regards to alternative designs in regards to left turns onto
Walnut and other traffic problems related to this intersection.
14. Chief Graff announce Officer Barry Groesch has been nominated to be a candidate for 1st
Vice-President of the Illinois DARE Association. Chief Graff requested a letter of support or
a resolution. There was a discussion on the commitment Officer Groesch would need to
perform this duty. Chief Graff stated an annual meeting to assist with the national Dare
Conference which should be 3 -5 days and assisting in the Minois DARE Conference. Mayor
Johnson recommended a letter of support. Aldermen Jeff Spang and Kathy Jones stated they
would write a letter of support, also. Chief Graff stated if would provided information on
where to send these letters of support.

15. Chief Graff stated the "School Liaison Officer Intergovernmental Agreement" needs to be
renewed. Chairman Callmer wanted to have an update of costs for Officer Groesch's salary
and man hours allocated for the agreement. Mayor Johnson expressed his support and stated
the review the costs but remember the benefit of the program.
Recommendation by Committee:
Present the costs ratio for this agreement and a draft of the renewal agreement at the
next Public Safety Committee Meeting.
16. Chief Graff presented a new Federal Grant Proposal for an additional officer to start on
November 1, 1995. The name of the program is "COPS Universal Hiring." There was
discussion by the committee in regards to the costs and commitment by the City. Chief Graff
stated this grant is similar to the COPSFAST Grant which we received on May 1, 1995 and
this grant enhancing the COPSFAST Grant. Alderman Jeff Spang expressed his concern on
the current costs of hiring another officer and the commitment after the three(3)years of
funding when the city pays 100% for the officer's salary and benefits. The committee
discussed these concerns but stated we could apply and review these concerns if the grant is
awarded to the City. There is no guarantee we must accept the money until the agreement is
signed. Chief Graff request authorization for the Mayor to sign the grant proposal before July
31, 1995 so we could be eligible for the first round. Chief Graff stated we did apply for two
(2) officers for COPSFAST and received one(1) and the City approved this grant proposal.
The additional officer for this request is a budgeted line item to start October 1, 1995 if the
grant is approved for 75% of his salary not to exceed $25,000 the city would save money for
this officer's budgeted salary(approximated savings would be$15,000). Alderman Spang
Requested this request be presented to administration committee for further discussion. The
committee approved as a discussion item.
Recommendation
1. Propose to authorize the Mayor and Chief of Police to sign the "COPS
Universal Hiring Grant" to be presented at the Administration Committee Meeting
on July 18, 1995 as a discussion item relating costs and commitment after the three
(3)year funding ends.
2. Present to the Committee of the Whole Meeting July 20, 1995 to authorize the
Mayor and Chief of Police sign the "COPS Universal Hiring Grant."
17. Other business for discussion:
Mayor Johnson presented a letter he received from the Kendall County Board regarding
traffic at the current courthouse. The letter will be reviewed by Department heads.

Alderman Callmer requested an analysis of manpower allocation for other municipalities
similar to Yorkville. Mayor Johnson stated Chief Graff presented a study which was
conducted by the Plainfield Police Department which Chief Graff distributed. The discussion
continued and Chief Graff was requested to update the current study and report back to the
committee.
There was discussion by Mayor Johnson in regards to the Railroad Crossing at RT. 47&
Hydraulic. The concerns for installing railroad gates was discussed and Chief Graff was
instructed to contact IDOT and work with Adm. Nanninga and JT Johnson on a proposal to
request a review of this location.
