Public Safety Minutes 1995 02-13-95 CITY OF YORKVILLE PUBLIC SAFETY COMMITTEE MEETING FEBRUARY 13, 1995 - 5:30 PM AUSTIN ROOM - BEECHER CENTER 908 GAME FARM ROAD YORKVILLE, IL MINUTES PREPARED BY: CHIEF ANTON GRAFF Attendance Lists: Officials : Chairman Burt Callmer Vice-Chairman Bob Johnson Aldermen Jeff Baker, John Wold, Jeff Spang Others Present: Chief Anton Graff Brian Ethington WSPY/TV 30 Meeting Called to Order by Chairman Callmer at 5:30 PM. 1 . Chief Graff presented the January 1994 monthly police reports for discussion and review. Recommended to accept and present the reports at the next City Council Meeting 2/16/95. 2 . There was discussion on the new proposed Park Rules Ordinance. The committee recommended a meeting with J.T. Johnson to discuss potential problems with complaints regarding clean-up of animal waste. 3. Criminal Activity Ordinance is still being reviewed by legal counsel . The revised draft should be prepared within the next two weeks for discussion at the next Public Safety meeting. 4 . Chief Graff presented the procedure for monitoring the Downtown Business District. The officers will be checking the area at least 9 times in a 24 hour period. The information is being collected for analysis and recommendations for the next Public Safety Meeting. There was discussion of alcoholic beverages being consumed on public property. At this time, there is no ordinance regulating drinking in public except in our parks. The discussion led to block party type of incidents both Alderman Baker and Wold had different opinions. Alderman Spang suggested this needs to be addressed equally and fairly for all. Chairman Callmer stated this is part of the review of the downtown business district where the Chief will offer suggestions regarding problem areas for the committee to review. Another, problem was presented by Alderman Spang on urinating in public should be addressed. He was advised by the States Attorney' s Office if the individual doesn't exposed himself then there is no crime for urinating in public. Chief Graff will review these concerns and contact other municipalities for ordinances to review. 5. Chief Graff requested to place an advertisement for resumes for the position of full and part time police officers . Chief Graff will work with legal counsel and present the advertisement to the Committee of the Whole Meeting 2/16. 6. Chief Graff presented a 3 year review of activity and costs for operating the police department for 1992, 1993, 1994 . 7 . Chief presented letters of recognition which were received: a. Marengo-Union School District #165 b. Sheriff of Kane County 8 . Update on COPSFAST Grant. The only information available is the Yorkville Police Department was awarded a 3 year grant for $75, 000 to hire one full time officer at $25, 000 a year. 9. A new Grant application kit called COPSMORE is being reviewed. The deadline is March 7, 1995 to apply. I will being applying for this Grant. More information to follow. The committee stated to provide an update for the council and if needed a vote to approve for application can presented at the Committee of Whole Meeting for their review. 10. Chief presented a recommendation to appoint an in-house staff person to be the Interim Chief while Chief Graff is attending the FBI National Academy April 9 -June 23, 1995. Chairman Callmer stated he agreed after the committee discussed the position paper which was presented to the city council on 2/9/95 for their review. The committee also recommended to appoint Sgt. Diederich to this position. This recommendation will be presented to the Committee of the Whole on 2/16/95 for further discussion. 11 . Chairman Callmer requested the committee to comment on the Game Farm House and if anybody wanted a tour of the house. At this time, no committee member wanted a tour but there was discussion by Alderman Wold on how the Game Farm Site was selected. Another concern was the police cars responding with their emergency lights in a school zone. Alderman Callmer stated a procedure is being reviewed by Chief Graff. Next meeting is scheduled for March 6, 1995, Monday, at 5: 30 PM, at the Beecher Center. Meeting adjourned at 7 : 00 PM.
