Discussion was held concerning the items below as identified by
number:
1. Chief Graff distributed to the Committee the Payroll report for
the 10/22/93 pay period. Total spent was $15,664.79.
2. Orange St./Rt. 47 School Crossing
Chief Graff and Chairman Johnson met with Dr. Engler on
10/29/93 about the City's possible liability if the school
crossing is moved there. Dr. Engler informed them that the
school district will be applying to IDOT themselves to have the
school crossing relocated there.
3. Rt. 47/Somonauk St. Traffic Light
Chief Graff and Chairman Johnson advised the Committee that the
traffic light at Rt. 47 and Somonauk St. could be in place by
Thanksgiving. Dr. Engler inquired about using this intersection
as a crosswalk. He was informed by them that this light will be
used for traffic purposes and not as an additional crosswalk.
4. Chief Graff informed the Committee that he has received notice
of a Parole hearing for Carl Reiman. Information on where to
send letters to the Parole Review Board will be made available
by Chief Graff.
5. Chief Graff distributed to the Committee September's monthly
traffic report. The total gains from tickets written was
$2,328.07.
6. Police Hiring Grant
The application for the Bureau of Justice Police Hiring Grant
was submitted. Chief Graff will be receiving notice in 3 to 4
weeks of the application's status.
7. Chief Graff notified the Committee that he was requested to
serve on the Waubonsee Advisory Committee for their Criminal
Justice Program. His duties would include:
A. A total of approximately 10 hrs./year
B. Participation in a workshop
C. Helping to develop the curriculum for the Criminal
Justice Program
8. Chief Graff presented the Committee with ideas for two possible
new ordinances for the City.
A. Street Gang Activity-this ordinance would address
regulations for street gang activities in municipalities
including:
1. Anti-Graffiti laws
2. A local curfew for minors
3. Temporary questioning without the arresting of
possible suspects.
B. Prohibiting Alcoholic Beverages in the Parks
1. Regulating alcoholic beverages in City Parks
Chief Graff will go over the legalities of both proposed
ordinances with Attorney Kramer. A first draft of the
ordinances will be available at the December meeting.
9. School/Police Liaison Program
Chief Graff informed the Committee that since the
implementation of this program there have been 3 drug related
incidents in the school that Ofc. Groesch has reacted to.
10. Chief Graff informed the Committee of an armed robbery which
occurred on 10/30/93 at the Vat & Vine in Yorkville. C.P.A.T.
is currently investigating this incident.
11. The revised budget for FY 93/94 has been completed and
distributed to the Committee.
Chief Graff asked for the Committee's approval to submit this
to the Administration Committee. The Committee requested a
total amount of what will be going back into the General fund,
if approved the budget will be submitted to the Committee of
the Whole.
12. Chief Graff received notification from the insurance carrier
for the Waubonsee Cadet program. He recommended that this be
presented for approval to the Committee of the Whole on
November 11, 1993, with possible adoption of the program on
November 18, 1993.
13. Chief Graff requested permission to hire a part-time police
clerk to replace Clerk Dianne Schreck who passed away on
10/29/93 . This hiring procedure will follow the general
practice of the City of Yorkville.
14 . Chief Graff notified the Committee of a Gang Awareness
presentation open to the general public on November 17, .1993 =
at 8:00 p.m. at the Yorkville National Bank. This will be
conducted by Kendall County Sgt. DuMont, D.A.R.E. Officer
Barry Groesch, and Chief Graff.
15. The December meeting was set for Tuesday December 7, 1993 at.. ;
