Discussion was held concerning the items below as identified by
number:
1. Rt. 126 Parking Problem
Chief Graff talked to IDOT about getting signs for no parking
on the shoulder once an ordinance is passed by the City. After
discussion it was decided that the current enforcement practice
would continue instead.
2 . Cadet Program
Chief Graff is still awaiting a response from the insurance
carrier.
3. Chief Graff notified the Committee that an Intergovernmental
Agency meeting with the Water Resources Department is scheduled
for Tuesday October 19 at 10:00 a.m. at the Public Safety
Center. Issues addressed regarding the Glen Palmer Dam will
include:
a. Safety Precautions
b. A change in the Park area by the dam
4. Chief Graff informed the Committee of 2 mandatory meetings for
all full time officers:
a. Blood Borne Pathogens-Wednesday October 20 3 :30 p.m. to
5:00 p.m.at the Beecher Center
b. Eating to Lower Cholesterol-Wednesday November 17-3: 00 p.m.
to 5:00 p.m. at the Beecher Center
5. Chief Graff distributed copies of the Traffic Survey completed
by the officers from September 15 through September 30. As a
result of this Chief Graff will be talking with the Highway
Department to have traffic counters placed at certain locations
in preparation for getting a traffic plan done by IDOT for the
City. More information will be available next month.
6. Chief Graff distributed to the Committee copies of job
descriptions for the Chief, Lieutenant and Sergeants. Along
with this, the Committee brought up the issue of officers who
live out of town taking squad cars home. A policy on this will
be done at a later date.
7 . The Air Rifle and Dangerous Animal Ordinances have been
completed. Chief Graff brought to the Committee's attention
certain changes that were made:
a. Air Rifle-The age requirement was changed from 15 yrs. ant
under to 17 yrs. and under.
b. Dangerous Animal-Added to this was the word "continuously"
in regards to a barking animal disturbing the peace.
8. Chief Graff informed the Committee that Tobacco Licenses will
be distributed to the vendors on October 7. He stated a grace
period for payment will be allowed for the vendors. Failure by
the vendors to pay for the license may result in the revoking
of the license.
9. Chief Graff advised the Committee of the Intergovernmental
Agreement for the School Liaison Program with the School
District. This position will be evaluated every year. The
Liaison officer will be using a specialized time log to show
how much time is spent in the various programs he is involved
in, i.e. D.A.R.E. , Neighborhood Watch. After the School Board
approves the agreement, the Council will need to approve it as
well.
10. Chief Graff distributed to the Committee the monthly activity
reports and the September Mileage report.
The Committee addressed the possibility of the Police
department donating a squad to be used by City Engineer Don
Peck. After discussion it was agreed that the matter be
brought to the Committee of the Whole on October 21.
11. Trick or Treat Hours
Chief Graff recommended Community trick or treat hours to be
on Sunday October 31 from 3: 00 p.m. to 7:00 p.m.Trick or treat
hours for businesses will be 10:00 a.m. to 3:00 p.m.on
Saturday October 30.
12 . Chief Graff presented the completed Use of Force Policy that
was approved by Attorney Kramer and the insurance carrier.
Changes in the policy included:
a. A description of non-deadly force weapons.
b. The requirement of a written report for all officers
involved in a forceful situation.
The policy will be brought to the Committee of the Whole on

October 21.
13 . Chamber of Commerce meeting minutes were shared with the
Committee.
14 . Chief Graff received a Federal Grant Application for a Police
Hiring Supplement Program. He will submit the application by
November 1, 1993. The application, which will ask for 2
additional officers will be brought to the Committee of the
Whole on October 21.
15. Rt. 47 and Hydraulic Railroad crossing
Chief Graff spoke with IDOT about starting an examination of
the crossing for gates. Further discussion will continue.
16. Chief Graff informed the Committee that revisions have been
made on the budget. A corrected version will be available at
next months meeting for approval by the Committee.
17 . The Neighborhood Watch Newsletter was given to Committee
members. Chief Graff informed the Committee that D.A.R.E.
Community signs will be installed by Public Works by next
week.
18. Chief Graff informed the Committee that since the purchase of
a new fax machine for the department, they will be donating
the old one to the Yorkville Public Library.
19. Chief Graff announced to the Committee that the Equipment
Fundraiser Breakfast raised over $1, 000.00.
20. The Committee received a letter from their insurance carrier
regarding the possibility of moving the crosswalk from Rt. 47
and Washington St. To Rt. 47 and Orange St. The absence of a
sidewalk on both sides of W. Orange St. and one side of E.
Orange St. was pointed out to be a possible liability for the
City if this was done. This matter will be raised at the
Committee of the Whole on October 21.
21. The November meeting was set for Tuesday November 2 at 5:00
p.m. at the City Hall.
