Discussion (Identify By Numbers)
1: The members of the Committee reviewed the drafts of both the
Animal and Air Gun Ordinances. Members made comments on the certain
language in the drafts. After the changes are made as recommended
the drafts will be presented to the Committee of the Whole on Sept.
16 with hopes for a formal vote on Sept. 23rd.
2: Chairman Johnson advised that he would be unable to attend the
Board of Education meeting on Sept. 27th and asked for another
Committee member to take his place at this meeting. Both Alderman
Jones and Alderman Callmer advised that they would attend the
meeting on Sept. 27th.
3: Chairman Johnson proposed that efforts should begin to see if
railroad gates can be installed a the railroad crossing at Route 47
and Hydraulic St. for both vehicles and pedestrian traffic. The
members of the Committee agreed with this proposed Chief Graff
advised that he would proceed with this endeavor.
4: Chairman Johnson raised the issue communicated by Alderman
Baker concerning parking on the south side of Route 126 by the
Pinewood Apartments. Chief Graff stated that he will speak to
I.D.O.T. about posting no parking signs on the south side of Route
126. Members of the committee supported this action.

5: Chairman Johnson advised that Alderman Baird of the
Administration Committee has suggested that in preparation for the
FY94/95 tax levy that Dept. heads communicate requests for major
budget items for their administration meeting of October 4th.
Chief Graff stated he would prepare this request Committee members
agreed that they review the requests prior to the October 4th
meeting.
6: Chairman Johnson raised the concerns communicated by the
Administration Committee on overruns in certain budget line items.
Upon direction of the Committee, Chief Graff will prepare for the
October committee meeting a plan that will address revisions of the
budget for the police department that will keep within the maximum
allotted for the fiscal year.
7: Chief Graff advised the Committee that the cadet program
proposal is still under review by our insurance carrier. This issue
was tabled to next months meeting.
8: Chief Graff issued a report on manpower utilization for
Hometown Days. Overtime costs were fairly close to projections.
Discussion was held concerning the possibility of Hometown Days
taking over the payment for security next year Chief Graff will
explore this possibility.
9: Chief Graff advised that the interagency meeting on the Fox
River Dam should be set within the next month. Members will be
advised when the date is solidified.
10: Chief Graff advised that publicity will be done on the
donations which were given for the D.A.R.E. car. Committee members
agreed that publicity would be the best way to express appreciation
to the donors.
11: Chief Graff shared a memo which detailed the implementation of
a traffic study to be done in designated areas within the City.
Chief Graff also handed out a study that tracked accidents within
the City. Members agreed that both sets of documentation were
worthwhile and needed.
12: Alderman Jones requested an update on a complaint that was
made concerning a tree fort of Fremont Street. Chief Graff advised
that staff from Public Works will remove the tree fort.
13: Chief Graff passed out the quarterly report for C.P.A.T.
14: Chief Graff handed job descriptions for the D.A.R.E. officer
and school liaison positions. Classroom presentation schedules for
the D.A.R.E. program were also handed out.

15: The Arrest Summary and Vehicle Reports for the month of August
were handed out. These reports along with the Activity Report will
be presented to the full council at the Sept. 23rd meeting.
16: Chief Graff advised that the revision for the Use of Force
policy are still continuing. Hopefully a draft will be presented at
the next meeting.
17: Chief Graff stated that licenses for the Tobacco Vendors
should be completed by Oct. 1st after which time stricter
enforcement will begin.
18: Chief Graff advised that results from the citizens survey will
be shared at next months meeting.
19: A meeting will be held on Sept 17th concerning the Life Chain
demonstration at the Police Department.
20: Chief Graff advised that the Illinois Public Coalition will be
soliciting during the month of October. Discussion was held
concerning soliciting restrictions.
