Discussion (Identify By Numbers)
1: The first item of business was a tour of the Kendall County
Public Safety Building. The tour was conducted by Carol Price of
the Kendall County Sheriff's Department.
2: The monthly reports of Vehicle usage, Arrests, and
Activity/Man Hours were presented. The reports were reviewed and
approved by the committee and will be presented for council
approval on August 12, 1993.
Discussion was held on th utilization by local mechanics whenever
possible.
3: The budget report was reviewed with slight overage in overtime
hours due to the summer vacations and lack of two part time
offices. Chief Graff stated that he hopes a quarterly budget report
will be available for next months committee meeting.
4: The animal and B.B. gun ordinances from Aurora were reviewed
and discussed. Committee comments included the addressing of cats
in the animal ordinance and the age limit in the B.B. gun
ordinance. Chief Graff will present drafts for review at the next
months Committee meeting.
5: The Use of Force Policy has come back with comments from the
insurance carrier. A final draft will be prepared and presented at
the next month committee meeting.

6: Chief Graff announced that ten local Neighborhood Watch
meetings have been scheduled throughout the City, during the month
of August. Chief Graff will keep the committee updated on the
process of organizing these committees. A schedule of meeting with
names and locations was given to the committee members.
7: Chief Graff advised that there have been no complaints or
incidents to report at Meetballs tavern.
8: We are still waiting for feedback from Waubonsee Community
College and our insurance carrier regarding the duties and
responsibilities of the Police Cadet program. Our attorney his
reviewed the documents and has approved then. It is hoped that all
feedback will be available at the September Committee meeting.
9: A letter has been received from the Fox Valley South Life
Chain advising of their event at RT 34 & RT 47 on October 3, 1993
from 2:30 - 3 :30 PM. Chief Graff will advise the full council and
coordinate coverage with the County and State Police.
10: Two letters of appreciation were shared with the committee by
Chief Graff regarding quality work by our officers. These letters
will be put in the officers personnel files.
11: Chief Graff advised that the Fox Valley Chapter of MADD has
donated $500. 00 towards the In-Car Video Camera Program. This
fundraising effort through the Kendall County Foundation is
starting to materialize and Chief Graff hopes to hear back from a
few more organizations and companies. More to follow next month.
12: A C.P.A.T. press release was presented by Chief Graff which
detailed the eradication of approximately 116 pounds of cannabis
from an area field located in Kendall County.
13: The Illinois Public Action's Campaign for National Health
Insurance will be soliciting during the month of August. From this
a discussion was held regarding the need for an ordinance
regulating soliciting. Chief Graff will report back to the
committee next month.
14: Chief Graff has asked Mayor Kittoe to proclaim the week of
August 23-28 as "School's Open Safety Week. " The proclamation shall
be done at the August 12 formal City Council meeting.
15: Chief Graff advised the Committee of the availability of a
Helicopter Search and Rescue Company if ever the need should
warrant its use. An information video is also available. This can
be used in our critical incident plan.

16: Chief Graff advised the Committee on the financial advantage
of the Police Pension Fund being implemented in the City of
Yorkville. A referendum would be needed to establish this fund as
long as we are under 5,000 population. Discussion was also held
concerning whether a Police and Fire Commission should also be
included if a referendum is done. Chief Graff will provide more
information and recommendations at next months meeting.
17: Chief Graff is in the process of arranging an interagency
meeting regarding the Glen Palmer Dam with the Illinois Department
of Water Resources and local entities.
Also the Illinois Department of Conservation will assist the Police
Department in a training seminar on water rescue. The Fire
Department will also take part in the training.
18: The proposed Tobacco Ordinance was reviewed with proposed
corrections by fellow aldermen and committee members. Chief Graff
will meet with Dan Kramer to see how these changes can be
incorporated in the ordinance. The Committee approved the ordinance
with these changes and if it is feasible the ordinance will be
presented for council approval on August 12 or August 26.
19: There is currently two openings in our part time police
officer unit. Chief Graff is in the process of interviewing a
candidate for one of these positions. Chief Graff provided the
committee with information on the candidate who is presently a full
time officer with the Plano Police Department. The Committee agreed
that if Chief Graff approves of this candidate that the nomination
to hire this officer for part time status be brought to the full
council on August 12 or August 26.
20: The next meeting of the Committee will be Monday September 13,
1993 at 5:00 PM, at City Hall.
