Public Safety Minutes 1993 06-28-93 UNITED CITY OF THE VILLAGE OF YORKVILLE COMMITTEE MINUTES COMMITTEE NAME: PUBLIC SAFETY COMMITTEE MEETING DATE OF MEETING: JUNE 28, 1993 LOCATION: CITY HALL PUBLICLY ANNOUNCED: YES 888 NO TIME CONVENED: 5:00 PM TIME ADJOURNED: 6:50 PM MINUTES TAKEN BY: Chairman Robert Johnson ATTENDEES: ELECTED OFFICIALS R. Johnson, Chairman B. Callmer, V-Chairman J. Jones, J. Baker, A. Prochaska OTHERS PRESENT: Chief Graff, Lt. Barna Discussion (Identify By Numbers) Chairman Johnson called the meeting to order at 5:OOPM. 1: First order of business was the monthly update of reports. Chief Graff stated there has not been any activity concerning Meetballs pertaining to the Fashion Shows nor has he received any citizen complaints. 2: The budget report showed a slight increase in the hours of overtime over the monthly average however Chief Graff stated this was not a cause for alarm as he expected the overtime to level off after the summer months are over due to c=vacations and training. Chief Graff was -instructed to monitor this very closely. 3: Chief Graff stated that the proposed Ordinance prohibiting the use of, sale to, and possession of Tobacco products by Minors is being re-drafted by Attorney Kramer to include the structure of fines in the ordinance. Discussion ensued concerning the discretion of enforcement of which Chief Graff stated that he would pursue with the court officials and report back at the next Committee meeting on July 12, 1993. All members were in favor of pursuing this action. 4: Discussion was held concerning the need for an ordinance dealing with vicious animal. Currently the city has an ordinance concerning dogs running at large but there was concern that this ordinance did not include animal bites. ( 1 ) Chief Graff will compare our current ordinance with like ordinances of the County and Plano, and will report back on July 12, 1993. Members also asked Chief Graff to check on the progress of our Codification Process which Chief Graff stated he could do. 5: Chief Graff reported that the city wide meeting on a Neighborhood Watch Program has been set for Wednesday July 28, 1993, at 7:OOPM. The meeting will take place at the Beecher Center. Action from this meeting will be to develop local neighborhood block clubs and meetings, which will be planned according to interest. Chairman Johnson encouraged committee members to attend on the meeting on July 28, 1993. 6: Chief Graff advised the committee that the police department's policy on the Use of Force is being reviewed and updated with attorney's legal input by the city and our insurance carrier. Chief Graff will give a further update on July 12, 1993. 7: An intergovernmental agreement is being negotiated with Waubonsee Community College in which cadets from the college's law enforcement and public safety department would perform duties for the Yorkville Police Department as part of a training program. The cadets who must be at least 18 years of age will perform duties that a Community Service Officer would perform. An actual job description needs to be developed. Members of the committee agreed that this appears to be a good idea and was advised to pursue with negotiations and report back to the committee. 8: Discussion was held pertaining to a need for an ordinance that would prohibit the discharging of a B.B. Gun within the City Limits. Chief Graff will look into this matter as well as the other ordinances. Next meeting is scheduled for Monday July 12, 1993, at 5:OOPM at City Hall.
