JUNE 9, 1993 5:30 P.M.
ALDERMAN PRESENT: JOHNSON, BAKER, JONES
OTHERS PRESENT: CHIEF GRAFF,- BRIAN ETHINGTON
1. CHIEF GRAFF PRESENTED AN OVERVIEW OF THE BUDGET OF THE
POLICE DEPARTMENT FOR F.Y. 93-94. IN THE BUDGET FOR THIS
FISCAL YEAR ARE SOME STAFF AND PERSONNEL ACQUISITIONS.
2 . THE FIRST IS THE ESTABLISHMENT OF A COMMUNITY SERVICE OFFICER
POSITION. THIS POSITION IS A TEMPORARY CIVILIAN POSITION WHO
WILL REPORT TO AND ASSIST THE D.A.R.E. OFFICER
INCLUDING
COMMUNITY RELATIONS TYPE PROGRAMS. ACTIVITY WILL ALSO
INCLUDE DESK CLERK. DUTIES.
THE POSITION WILL PAY AN HOURLY RATE OF $5.50 NOT TO EXCEED
$2000.00.
IN ADDITION TO CREATING THE POSITION, CHIEF GRAFF HAD A
RECOMMENDATION FOR A STAFF PERSON TO FILL THAT POSITION.
CHIEF GRAFF NOMINATED SHAWN HAGEMEYER, AN EXPLORER WITH
KENDALL COUNTY SHERIFF'S DEPT. FOR THE PAST THREE YEARS. THE
COMMITTEE CONSENSUS WAS TO APPROVE THE CREATION OF THE
POSITION EFFECTIVE JUNE 141 1993. A MOTION TO THAT EFFECT
WILL BE PRESENTED TO THE FULL CITY COUNCIL AT THE MEETING OF
JUNE 10, 1993.
3 . CHIEF GRAFF ADVISED THAT IN THIS YEAR'S BUDGET IS THE
ADDITION OF A FULL TIME POLICE OFFICER, WHICH IS TO BE
EFFECTIVE AUGUST 1, 1993. CHIEF GRAFF IS RECOMMENDING DON
SCHWARTZKOPF FOR--THIS—POSITION.
MR. SCHWARTZKOPF IS CURRENTLY A PART—TIME POLICE OFFICER FOR
THE CITY OF YORKVILLE AND IS CERTIFIED BY THE STATE OF
ILLINOIS. :
THE COMMITTEE APPROVED THE RECOMMENDATION OF MR. SCHWARTZKOPF
. PENDING SUCCESSFUL COMPLETION OF THE REQUIRED PHYSICAL AND
PSYCHOLOGICAL TESTING.
CHIEF GRAFF ANDVISED FURTHER THAT THIS WOULD CREATE A VACANCY
IN A PART—TIME POSITION AND ALSO THERE IS BUDGETED SALARY FOR
ANOTHER PART—TIME OFFICER. ONE POSITION WOULD START JULY
1ST AND THE OTHER AUGUST 1ST.
CHIEF GRAFF RECOMMENDED ERIC MATTEWSON AND ARNOLDO CASTILLO
TO FILL THESE POSTITIONS. FURTHER DECISIONS WILL NEED TO BE s
MADE BY CHIEF GRAFF AS TO WHO STARTS JULY 1ST AND AUGUST 1ST.
THE CUSTOMARY 60 HOUR. TRAINING PERIOD IS ALSO APPLICABLE.
THE COMMITTEE ALSO APPROVED THIS RECOMMENDATION.
4 . DISCUSSION WAS HELD REGARDING THE NEED FOR THE COMMITTEE TO
MONITOR THE BUDGET MONTHLY SO THERE CAN BE EFFORTS TO PREDICT
ANY PROBLEMS WITH SPENDING.
THE POLICE BUDGET WILL BE A MONTHLY AGENDA ITEM OF THE
COMMITTEE TO ACCOMPLISH THIS.
5 . CHIEF GRAFF WENT OVER THE MONTHLY ARREST REPORTS AND MEMBERS
WERE CAUTIONED ON THE CONFIDENTIALITY OF THIS INFORMATION.
6 . ALDERMAN JONES REQUESTED CHIEF GRAFF PROVIDE INFORMATION
REGARDING HOW MANY.OFFICERS OTHER POLICE DEPARTMENTS
SIMILIAR TO YORKVILLE IN SIZE AND
LOCATION EMPLOY.
CHIEF GRAFF ADVISED THAT A SURVEY HAD BEEN DONE BY THE
VILLAGE OF PLAINFIELD AND CHIEF GRAFF WOULD OBTAIN THIS
INFORMATION.
7 . ALDERMAN JOHNSON REQUESTED THAT SOME TYPE OF STATISTICAL
INFORMATION BE KEPT CONCERNING ACTIVITY BY OUR DEPARTMENT AT
MEATBALLS SO THE COMMITTEE COULD MONITOR THE SITUATION WITH
THE FASHION SHOWS AND MAKE FUTURE RECOMMENDATIONS TO THE
COUNCIL. -
8 . CHAIRMAN JOHNSON ADVISED THE COMMITTEE OF THE OTHER
RESPONSIBILITIES OF THE COMMITTEE WHICH ARE PUBLIC RELATIONS,
SCHOOL BOARD MASON AND LIONS SWIM CLUB LIASON.
ALDERMAN JONES VOLUNTEERED TO ASSUME RESPONSIBILITY FOR
PUBLIC RELATIONS FOR THE COMMITTEE.
CHAIRPERSON JOHNSON WOULD CONTINUE TO ATTEND THE SCHOOL BOARD
AND LIONS SWIM CLUB COMMITTEE MEETINGS WITH THE OTHER
COMMITTEE MEMBERS FILLING IN WHEN NEEDED. ALDERMAN JONES
VOLUNTEERED TO ATTEND THE SCHOOL BOARD MEETING ON JUNE 28,
AS
ALDERMAN JOHNSON WILL BE AT ANOTHER COUNCIL MEETING ON
THAT NIGHT.
THE COMMITTEE DECIDED THAT THE NEXT MEETING WOULD BE HELD ON
MONDAY, JUNE 28 AT 5:00 P.M. AT CITY HALL AND THAT THE
COMMITTEE WILL MEET MONTHLY ON THE SECOND MONDAY OF THE MONTH
AT CITY HALL.
THE MEETING IN JULY WILL BE JULY 12 . THE MEETING WAS
ADJOURNED AT 7 :00 P.M. .
