APPROVAL/CORRECTIONS OF MINIUTES: JUNE 24,2002 AND JULY 22,2002
Public Works Director Eric Dhuse pointed out some corrections that needed to be made on the
June 24h minutes. Some updated information was added to the minutes and they will be brought
back with the changes at the next Public Works meeting on October 21,2002.
The committee approved to go ahead with the July 22nd minutes.

New Business:
July and August 2002 Water Reports
The committee looked over the July and August Water reports. Mr. Dhuse stated that the town
used 4 million gallon less of water in August than in July. He thought that the decrease could
have come from residents giving up on sprinkling their grass.Alderman Kot asked if the public is
ever notified when the water ban is lifted. Mr. Dhuse said that they usually just ask the public to
not water their lawns until after it has rained.When it rains the need to water lawns isn't as much.
He said that next year they might need to go a little more formal with the water ban because
without the addition of another well,they will really need to take a look at how much water is
consumed and if it is sufficient. Alderman Kot asked if the Bulk Rate Policy is working out. Mr.
Dhuse said yes that it has really helped from people coming in and taping in on the City's Water
System.

New Pump Motor for Blackberry Creek North Lift Station
Mr. Dhuse commented that this item is not only a necessity but also an emergency. They have
already ordered the parts for the new pump that will be installed next Monday on September 30,
2002. He said the other pump at that site will need to be pulled out and checked to make sure it is
functioning properly. He also mentioned that the Gawne Lane pump stations two pump motors
went bad and needed to be replaced.The costs for that came to a little over $1,000 each.With
these set backs it comes up to about$14, 000 of unexpected expenses. The Operating and
Maintenance Supply Fund cover some of the costs but then that deletes 50%of supplies for the
rest of the year. It was asked how much is put in the budget for this kind of situation and Mr.
Dhuse stated that$9,000 is budgeted for Sewer and Maintenance and Improvements. He said that
they haven't had such a big set back,it is usually small repairs.He said that they still have$7,000
in contingency but they still have to cover the costs of having the other pump pulled and looked
at. Mayor Prochaska suggest that for next year they should look into starting a line item for
emergency repairs and up grades for the lift stations. He said that they should bring this idea to

Attorney Kramer so that he could comment how it should be written out so that the dollars could
carry over.
The Committee approved this plan. This item will be sent to COW on October 1, 2002.
LoDestro Dentist Office Sanitary Service Request
City Engineer Joe Wywrot stated that dentist Dr. Lodestro is planning to raze the building at 803
Bridge Street and construct a new office building. He said that he had received a call from Ralph
Pfister from the Yorkville-Bristol Sanitary District and he had questioned why the city hadn't
required the building to be opened to the City Sanitary Sewer. Mr.Wywrot said that he told Mr.
Pfister the reason for that was because the Sanitary Sewer is 400 ft. away from the building. The
City Ordinance would require it if it was less than 250 ft. away,but that isn't the case. Mr.
Wywrot had also spoken with Steve Curatti from the Health Department about concerns of what
kinds of materials or chemicals might be going into the septic fields from the dentist's office. Dr.
Lodestro commented that any type of hard materials such as teeth or filling materials would go
through a screen first so that the materials wouldn't clog up their vacuum system.He said he did
check with the American Dental Association and the Illinois State Dental Society and they do not
require at this time other scrap materials to be hauled away. He said there are medical waste pick
up services that they use now and also BFI will remove it as long as they indicate what type of
scrap materials are to be removed off site and then they are disposed of properly. There are other
medical waste companies that haul away the chemicals. Dr. Lodestro went on to explain at the
new office there would not be any chemicals because it is all computerized.He said there
wouldn't be any film,or chemicals to develop fihn because there wouldn't be any machine for
that.He said that with the concern of disposing of wastes in the septic or septic fields wouldn't
happen for the reasons that he stated.Alderman Sticka asked about the kind of form the mercury
for tooth filling comes in. Dr. Lodestro said that it comes as a half-inch pill that is pre-
encapsulated with the mercury at one end of the capsule and the silver/copper powder in the other
half.He said that manufacturers all make them pre-capsulated and that there is no run off He said
that on any given day that the amount of filling material they disposed of is such a small amount
that it wouldn't even fill a vile. Alderman Kot asked how many tenants would occupy the other
offices. Dr. Lodestro said that they could have more than 2 tenants because it is geared at being a
professional office for specific types of people such as lawyers or insurance agents.He said it will
be a 6,000-sq. ft. building and will have 5 units. The septic would work for them because their
wastewater would be minimal. A dry vacuum system will be put into the new office,which would
not need water as with the other vacuum device. The other offices to be occupied would not be
medical offices,which would also keep the water use minimal.
There was also a discussion on the maximum PE use regarding areas that would soon be
developed. Mr.Wywrot said that he had spoken with Steve Curatti about it and that the PE
maximum is 15.He said that any thing above that they would have to mandate it. Mayor
Prochaska commented that if the areas are going to be developed any way,they would need to
take a look at putting in sewers.He said the costs would be all right because they would build
such a big system it would be easier to run a line to the area. Mr.Wywrot said that he would
speak with Mr. Curatti about that but that anything above the PE maximum they would have to
connect to the City Sewer line. Mr.Wywrot said that he will get the more information on this and
bring it back to the next Public Works meeting on October 1,2002.
The committee will wait for approval on this item until after Attorney Dan Kramer has had the
opportunity to look it over and give his advice.

5 Year Capital Improvement Program
Mr.Wywrot stated that the lists of streets they have are on the 2002 Road Program and that they
have the engineering for 2002 and 2003. Then for next fiscal year they will make plans for 2003
and 2004 and then in 2005 they will build those roads that are on the designs from the year
before. He said it takes a lot of time and money to make the plans for it. Then after that they will
be start engineering on the subsequent years for the Road Project and will be doing that several
years in a row.Alderman Kot asked when Mr.Wywrot expected to have the first phase
engineering done. Mr.Wywrot said that it would be done around the first of the year they would
have some feed back on what Smith Engineering recommends what should be done with all the
different roads.Alderman Kot felt that he didn't agree with the plan to get the roads done over the
5-year plan.He expressed concern that it should be done sooner by means of a funding source.
Mayor Prochaska agreed with Alderman Kot in that the committee agreed to getting engineering
plans and the roadwork done as soon as money became available. Alderman Kot expressed that
he would like to see these plans for the Road Project done within a couple of years. Mayor
Prochaska asked if they were looking at doing the roads at full size. Mr.Wywrot said that middle
standard at 22 feet wide with ditch drainage. Some of them might require some storm sewer while
others may not. He said there are some alignment issues with some of the roads and water mains
underneath some of them also. There are questions if some of the roads can be overlaid unless
they are not repairable. There would be substantial costs for repairing Van Emmon and Morgan
streets. Alderman Kot said that for right now to leave the program as it is currently set up until
after they hear back from Smith Engineering on the costs. After that they can then decide whether
to take a different approach on the plan. Mr.Wywrot said that for next year's purposes he would
have his direction on what repairs will be done in-house. They are Apple Tree Court,Dixon Court
and the City Hall parking lot. There is also the pavement treatments and crack filling. One change
Mr.Wywrot has purposed is to make crack filling and MFT project,which will help free up
money for the General Fund for Public Works. Alderman Sticka asked what the repair plans were
for Countryside Pkwy. Mr.Wywrot said that they will be doing some mill and repave and some
patching.Alderman Sticka asked Mayor Prochaska if there was any chance at getting a CAD Ion
Exchange for the radium treatment.Mayor Prochaska stated that the Sanitary District said that
they needed to receive more information. One question the Sanitary District asked is would it be
safe for the workers to work around sludge that comes from the Cad Ion Exchange.He said that
they might be looking at an employee safety issue because of it. Mr.Wywrot said that based on
the samples taken that EEI said that the numbers taken from the radium would be approximately
the same. The current numbers right now run at 30 picro curries per kilogram. As long as they are
under 50 picro curries then it is okay.Alderman Sticka asked if the Cad Ion Exchange produces a
waste product. Mr.Wywrot said yes that it is a brine product and there would be a concentration
of radium in the brine. Mayor Prochaska felt strongly that they need to find an authoritative
source to explain to the Sanitary District that the sludge produced from the Cad Ion would not
harm their employees and that it would be safe whether it is the IEPA or an expert from EEI. The
answer has to be one in which the Sanitary District would accept. Mr.Wywrot said that he would
see what he could find out on the matter and keep in touch with the committee on the issue.

Walnut Street Final Balancing Change Order
Mr.Dhuse reported that the contractors recommended approval on this project. The budgeted
amount was 133 and came in over at 136.He said that 147 in the General Fund might be available
for the other items. He mentioned that landscaping both sides of Walnut Street has been effective.
He stated his disapproval of sod and would be in favor of banning it until at least September
because of the water usage.He recommended to have a sod restriction during the summer
months.

Engineering Department Computer Purchases
Mr.Wywrot informed the committee that they have already gone forward with this purchase.
ADDITIONAL BUSINESS
Mr. Dhuse stated that he would not be able to make the City Council meeting tomorrow night. He
also mentioned that leaf pick-up dates are as follows: October 21 —25h,November 18I'—22 nd
and a reserved day on November 25h—27th.
Mayor Prochaska asked when the water tower would be operational. Mr.Wywrot said that it
should be by the fall of 2003.
Alderman Larry Kot asked if Mr.Wywrot could bring a water main map of the City.He wanted
to know what needs to be done and where. Mr.Wywrot said he will bring the map to the next
Public Works meeting on October 21, 2002. Mr.Wywrot will also try to have an update of the
Sanitary District issue on next month's agenda.
