APPROVAL OF MINUTES: FEBRUARY 25.2002 AND MAY 20.2002
These minutes were approved.
PRESENTATION FOR SOUTH SANITARY SEWER SERVICE PROJECT
City Engineer Joe Wywrot stated that Dean Edmierer of Fox Highlands already built a section of sewer that
extends from Route 126 to south of Fox Highlands. The developer's engineer has put together his opinion
of options of probable construction costs(see attached). The developer is looking for help from the city to
recoup some of these costs. Mayor Prochaska suggested that there would need to be some clarification on
what service and/or costs that the city would be looking at. There was further discussion about the options
for the sanitary interceptor for the areas including the Highlands,Coachroad hills and future areas to the
south along with completion of the interceptor to the north.
NEW BUSINESS:
PROPOSED STORM WATER DETENTION ORDINANCE
This item was tabled.
HEARTLAND UNIT 1.7-&3 LETTER OF CREDIT REDUCTION&PROPOSED REVISION
REGARDING LETTERS OF CREDIT
City Engineer Joe Wywrot stated from his memo and spread sheet that the reduction amounts are current
using a 25%of the engineer's estimated costs as a lower limit,but he would like to see the amounts
reduced to 10%or 15%. Alderwoman Spears asked what percentage might they ask for.Mr.Dhuse said it
would be arbitrary to choose,and it would depend on what they would ask.Mr.Wywrot said if they are
allowed a reduction of 15%for substantially completed items,the total reduction would be$1,571,030.95.
If they would allow the 10%reduction the totals would be$1,731,222.63. He thought that the council
might not accept the smaller reduction.Alderman Larry Kot thought thatl5%would be more logical.Mr.
Wywrot said that as far as agreements they should have Attorney Dan Kramer look it over to revise and
make some clarifications. After Attorney Kramer has made his revisions this item will be sent to COW.
MFT APPROPRIATION FOR THE MAINTENANCE OF STREETS
Public Works Director Eric Dhuse stated that there is nothing unusual about this item. All agreed that this
MFT is acceptable.
This item will go to COW.

PARKING ORDINANCE
Mr.Dhuse stated that this item is being brought back from last year.He said that they need an ordinance to
get cars off the streets for snowplowing. Alderman Kot said that they would need to keep in consideration
those who do not have drive ways,for instance those who live on Somonauk and Rt.47.Mr.Dhuse said
that people are fine to park on the areas off from the street,which would be the gravel type areas off from
their property.He would just like to see cars off from the asphalt.He also thought it would be a good idea
for people to call into the Police Department and let them know if they would have family that needs to
park in the streets in the case if they have no where else to park.The city could give notice to the residents
to let them be aware of the new policy.He also said he would like it to be a city-wide ordinance. Alderman
Kot said he would like to take this to Public Safety t8p4Y%0f`htey think Mr.Dhuse suggested that warnings
be given out to first incidences,then maybe give out tickets for those who disobey it again. Alderwoman
Rose Spears suggested having a Public Meeting to let the residents be aware of the new parking ordinance.
This item will be sent to the Public Safety Meeting on June 27,2002 then will go to COW on July 2,2002.
ROB ROY CREEK INTERCEPTOR—PRELIMINARY ENGINEERING AGREEMENT
Mr.Wywrot stated that this memo is in regards to a proposal from Walter E.Deuchter Associates for the
engineering of the Rob Roy Interceptor.He said that we would give them a general alignment plan for the
proposed sewer and they would also like to perform a study on this as the old plan is out of date.Funding
would come from the development community.
This item will go to COW on July 2,2002.
510 BLAINE STREET SIDEWALK REPAIR
Mr.Wywrot reported that last spring they had a request from the homeowner at 510 Blaine Street to help
them fund some sidewalk replacement in front of their home.They want to lower the driveway apron.He
said that the residents would have their contractors do the work and that the city would reimburse them
60%of their cost or the amount we would have paid if the city had done the work,whichever is less.
Alderman Kot asked if this would come out of the Sidewalk Repair Funds. Mr. Wywrot said it would and
would be included on the bill list.
Nothing more was discussed on this subject.
FOX HILL UNIT i—4.5 ACRE PARK SITE
This item will be tabled until there is more clarification.
FOX HIL UNIT 4—OUTLOT#10 APPROVAL
The committee decided to accept the punch lists but not the improvements.
This item will be sent forward to COW on July 2,2002.
ADDRESS CHANGE—805 GREENFIELD TURN
Mr.Wywrot stated that residents Christopher and Kris Mikuta had written a letter asking to be reimbursed
$500 for the trouble of having to change their address. They amount pertains to items they have already
paid for.The mistake on the address was made ten years ago,before they bought the property.Mr.Wywrot
felt the Mikuta's should be reimbursed for their trouble and that$500 was reasonable. The committee
approved the expense.
SUBDIVISION AND ZONING ORDINANCE UPDATE—SCOPE OF SERVICES AND
CONTRACT FROM MIKE SCHOPPE
This item will be sent to COW on July 2,2001
BLACKTOP PATCH ON EAST FOX STREET
Mr.Wywrot stated that the patch on East Fox Street is in very bad condition and the pavement is buckled.
Mr.Dhuse said that the proposal costs are in the amount of$2,700.He said they would need a contract on
the actual paving because it is an 18' x75'patch and they do not have the equipment to pave it properly.He
said that they would probably use Kendall County Blacktop to do the work. Alderman Kot asked when

would the repairs begin and how long would it take to finish.Mr. Dhuse said that they would try to start it
on July 1,2002 and should be done by July 15,2002.He stated that the money is in the budget and asked if
the committee has the signing power for it.Alderman Kot said yes.Mr.Wywrot felt that this area is critical
and should be taken care of
PRELIMINARY ENGINEERING FOR 2002 ROAD PROGRAM
Mr.Wywrot stated in his memo that he had met with Jim Hoving of Smith Engineering and discussed the
types of improvements the streets would need.The proposal would be for an amount not to exceed
$14,240.The repairs would include sections of Hydraulic,Van Emmon Madison,Morgan,and Adams
Streets.The degree of disrepair varied and several have alignment/gradeldrainage issues. The preliminary
engineering would determine the appropriate scope of work a second engineering proposal would be
needed to prepare plans and specifications. Alderman Kot suggested tabling this item until there is a revised
list of streets.
This item will be brought back to the next Public Works meeting on July 22,2002.
OLD BUSINESS:
OUTSOURCING ENGINEERING REVIEW&REVISING REVIEW FEE
Alderman Kot stated that the consensus is to present this item to full council. This item will go to COW on
July 2,2002.
2002 ASPHALT SURFACE TREATMENT ROADWAY IMPROVEMENTS—FOLLOW-UP
REGARDING FUNDS
Mr.Wywrot stated that the money is in the budget to treat 2 additional streets in White Oak. The committee
agreed on this. These streets just got their final lift of asphalt and he would like to treat them while the
contractor is doing the rest of the subdivision.
This item will go to COW on July 2,2002.
2002 SIDEWALK REPAIRS—FOLLOW-UP DISCUSSION
Mr.Wywrot stated that they are waiting to hear back from contractors on this subject. Alderman Kot asked
what the costs would be.It was suggested that some kind of financial formula needed to be made.
Alderman Joe Besco stated that they would go by square ft.Alderman Kot suggested having Attorney Dan
Kramer come up with a procedure for that.Mr.Wywrot said that this would need to be examined to
determine costs.
This item will come back to the next Public Works meeting on July 22,2002.
CANNONBALL TRAIL TREES—UPDATE
Mr.Dhuse stated that this is in regards to the letter sent to the city from Mr.Nakulski stating that he thought
the city should reimburse him for some of his trees that died along Cannonball Trail Rd.He claimed that it
was from salt damage. Mr.Dhuse stated that he spoke with Jim Heinz(Bristol Township Road
Commission)and with Frank Klaas(County Engineer)and neither one has a written policy for this. Both
stated that they do not recommend planting trees in the right-of-way and they assume no responsibility to
trees planted there. The City of Yorkville also does not have a policy regarding this and is not responsible
for the trees.Mr.Nakulski planted the trees in the right of way and therefore at his own risk.
The committee will inform Mr.Nakulski of the committee's decision and the city's policy.
ADDITIONAL BUSINESS
Water Ban
Mr.Dhuse informed the committee of the Water Ban that is being enforced during this heat wave. The
public will be notified. The ban would be from 7 p.m.until 10 a.m.

Walgreens Sidewalk Issue
Alderman Kot brought up the issue of putting in a sidewalk near Walgreens.He wondered if it would be
beneficial to the seniors that live in the area.He also felt there might be some safety issues in which to
support it.He thought it would be a good idea to get direction from the council on the matter. Alderwoman
Rose Spears thought that in the past it had always been the responsibility for the developers to put in the
sidewalks.Alderman Kot said he would bring this issue to the Public Safety meeting on June 27,2002.
Swimming Pool Plan
This item will be on tomorrow's Park Board meeting agenda. They will discuss the proposal from Williams
and the costs to the city.Mayor Prochaska stated that this item will be tabled until they can reach an
agreement on the swimming pool plan.He said that if they should decide on the pool that they should hire
William's as they are qualified to do the job.
Fox Industrial Park
Mr.Wywrot stated that storm sewers are now in the ground at Fox Industrial. The process has been slow
with filling in gaps,paving and curbs. The other hold up is that the concrete needs time to cure and harden,
which usually takes about 10 days.
Protecting Water System
Alderman Larry Kot mentioned that with the threat of terrorism and the possibility of tampering with water
systems,they will be sending someone to Chicago for a class on how to protect the city's water system.
There was no additional business.
