City Council Minutes 1954 08-02-54 Yorkville, Illinois August 2, 1954 The regular monthly meeting of the President and Board of Trustees of the Village of Yorkville, Kendall County, Illinois was held on Monday, August 2, 1954 in the Village Hall of said Ei village at 7:30 o'clock P.M. President Kapelsky presiding. Fifiding present on roll call were: President Kapelsky, iTrustees Price, Windett, Hu hes W. Olsen, L. Olson, Randles ; and Acting Clerk Merkel. Absent : None. 1 Minutes of the regular meeting held July 12, 1954 were read it and so ordered approved. - The regular monthly reports of the Clerk and Chief of jPolice were read and so ordered approved. Carried and so ordered. !11 President Kapelsky requests that 1111Chairman of all Committees consult the members of their respective committees ;; regarding matters pertaining to tneir respective committee, and '! that a written report be submitted. � President Kapelsky made request that Chief of Police Martyr lbe on duty in the business district, Bridge Street, during hours � 8 A.M. to 10 A.H. and 3 P.M. to 5:30 P.M. daily except his one `'. day a week off, which should not be Fridy. A Resolution commending the past Village Clerk, Delbert Ament on his faithful service was read, and upon a motion duly , made and seconded, this resolution was passed. L. Lorton, CPA, Springfield, Illinois, re- ' garding two year audit, and when he will be able? to audit books land records of said Vila ge. Carried and so ordered. President Kapelsky reported on Zoning Board recomendationes and action was deferred until written report of Secretary of , Zoning Board had been filed with Clerk. Resolution from Mayor Frey, Gillespi, Illinois, re - the eneral Assembly, State of Illinois, be petitioned to amend Motor uel Tax Act, to read to give Municipalities the right and uthority to direct and control the use and expenditures of such und, in such manner as they may determine. On motion by IMMIX W. Olsen, seconded by Windett, requesting lVillage of Yorkville petition their respective State Senators and representatives, likewise. President Kapelsky stated that the number of fisherman ishing from the bridge, is becoming a hazard to people walling cross the bridge, and to automobiles. Upon motion by W. Olsen, seconded by L. Olson, Village purchase 4 "No Fishing off Bridge" signs. Two signs to be posted each end of bridge. { There being no further business to come before the meeting, he meeting was adjourned upon a motion duly made seconded and arried. R E S O L U T I O N WHEREAS, under the present provisions of the Motor Fuel: Tax Act and the regulations of the Department of Public Works and Buildings, the ex. penditure of Motor Fuel Tax funds is controlled and directed by the Division of Highways; and WHEREAS, under such statutory provisions and department regulations- Municipalities have little or no voice in the matter of the use as d ex- penditure of Motor Fuel Tax funds but are subject to the direction of the Division of Highways; NOW THEREOFRR, BE IT RESOLVED by the-City Council of the City of Yorkville, Illinois, .that the General Assembly of the State of,Illinois be petitioned to amend the Motor: Fuel Tax so as to give to Municipalities the right and authority to direct and control the use and expenditure of such funds in such manner as they may determine and thereby restore to such Municipalities their rightful powers and duties under the doctrine of "Home Rule". BE IT FURTHER RESOLVED that copies of this Resolution be forwarded to. the State Senators and Representatives of this Senatorial District with.a request for favorable action on the same at the next session of the General Assembly, BE IT FURTHER RESOLVED that copies of this Resolution be forwarded to other Municipalities in this area with the request that they likewise petition their respective State Senators and Representatives.
