MONDAY, SEPTEMBER 17TH, 2041

MENARD'S IEPA SEWER PERMIT
Mr. Wywrot discussed the memo dated on 9,14, stating that the City needs to send a letter
to proceed with the sanitary district issue. They are concerned about delaying the
construction of the intersection
Mayor Prochaska asked if this area drains into it.
Mr. Wywrot stated no, that Menard's drains into it. It then goes to the lift stating. They
want the ability to sell lots to generate money. We need to sign the letter.
Mayor Prochaska stated that this was discussed sometime ago.
Chairman Kot asked if they would break ground.
Mr. Wywrot stated that he was not sure, and there are no dates set. The plans aren't
implemented for the utilities yet, and there also is no EPA permit for the water and sewer
also.
Chairman Kot stated that we would have Sandy look for an action taken on this.
Mr. Wywrot stated that this should be put on COW.
Mayor Prochaska stated that this would be checked into.
Alderman Sticka stated that if there was already an action taken, then the Mayor could
sign off on this.
Chairman Kot agreed.
COUNTRYSIDE PARKWAY CONSTRUCTION FOR MENARD'S

Mr. Wywrot stated that this in regards to Countryside getting concrete or asphalt.
Menard's can go either route on this, but would like reimbursement. We can evaluate
both types of bids for this.
Alderman Sticka asked how much longer would the concrete last.
I41r. Wywrot stated that if it were maintained, then it would last much longer.
Mayor Prochaska discussed the roadways, stating that for the volume of traffic and the
commercial development, we would need longer lasting roadways.
Mr. Wywrot stated that there would be no roads done until the spring. They would need
a decision within one month. We would need the figures, and then we could do a cost-
analysis. He added that Menard's is willing to do a concrete roadway. If the concrete
were maintained it would last a lung time.
Mr. Dhuse stated that he has not seen any new plans regarding the concrete roadway.
Mr. Wywrot stated that there were no profiles as of yet.
Alderman Sticka asked what the cost difference would be.
Mr. Wywrot stated that he was not sure about this. He added that it could run between
25-30%more.
Chairman Kot stated that we should get the numbers together on this.
Mr. Wywrot stated that we will send them the signed letter, and then we will evaluate the
situation.
Mayor Prochaska stated that we should evaluate all bids prior to this.
Alderman Sticka agreed.
Mr. VVywrot stated that he would make a draft.

Mr. Wywrot stated that there is a resolution to be passed, and asked that these could go to
COW,
Chairman Kot agreed.

EASEMENT FOR LANDMARK TRAFFIC SIGNAL
Mr. Wywrot stated that there was the most recent copy available in the packet. He stated
that The FPD and Verne Henne agreed to a mutual access. The driueway for this could
be coming into the intersection, and IDOT agrees to mutual access also. It is proceeding,
and the City will have expenses. The City will pay for the pa-mig, and ripping out of the
existing roadway. They will also re-seed the area. The cost will run between $2,000 and
$3,000.
Mayor Prochaska asked if we would need additional easements for this.
Mr. ATywrot stated that there are existing easements here.
Alderman Sticka asked if Mr. Kramer had been notified on this.
Mr. Wyw-rot stated that there is a draft sent out to him. If the costs are o.k., then Mr.
Graff or Chairman Kot can sign.
Chairman Kot agreed, stating that it will be o.k. if the costs are below $3,000.
Mr. A ywrot agreed.
Mayor Prochaska stated that he had received a letter from the County regarding a public
informational meeting on 9126 regarding the Eldemain Road corridor. The time is from
4-8 p.m. He suggested stopping in to the meeting. It would be held at the County Board
Room. He added that there was a fax received from the Governor's office stating that
they have included$600,000 for the dam study in the 2002 budget to determine the best
design option.
Chairman Kot stated that this should be mentioned and brougrt to COW.
BEECHER FIELD VAIATERMAIN
Mr. Dhuse stated that he had information regarding this matter, and stated that it does not
save much money for the city to do it themselves. We are projecting two weeks for this
project, and the project company could be done in four days. We lose valuable time, and
it is reflected in our labor costs. We need to rent machinery as well for this project.
Mr. Wywrot agreed. Mr. Dhuse stated that he would suggest that the project company do
all work.
Chairman Kot agreed, and stated that we would keep this in mind.
Mr. Dhuse agreed.

SALE OF VEHICLES---1984 FORD,POSSIBLY 1190 GNIC
Mr. Dhuse stated that he would like to go ahead with the Ford, and have a minimum bid
of$500. We would use the same format as the Police Department.
Chairman Kot agreed.
Mr. Dhuse stated that he would wait to hear about the GMC, and then will bring the
information back to the public works meeting.
Chairman Kot agreed.
VAN EMNION ROAD DRAINAGE
Chairman Kot stated that there had been a complaint by a resident. There is a natural
slope of the land at Van Emmon and Mill streets, and the land has water going into the
resident's house by the Halt Club.
Mr. Dhuse stated that the storm sewer is at NO and Van Emmon, but does not go past
that point. This is an old part of town.
Chairman Kot asked if there was a ditch in that area.
Mr. Muse stated that there was only parking there. This would be very difficult to do.
Alderman Sticka asked if there had been any more residents that had complained of this
matter.
Chairman Kot stated that there was just one that had the problem.
Mr. Dhuse stated that he and Mr. Wywrot could confer about this.
Mr. Wywrot stated that it would be extensive. The water main is on the south side, and is
pre-1908 material.
Mr. Dhuse stated that the solution would be a storm sewer. This is very difficult to do
here.
Alderman Sticka stated that this would be an ongoing problem.
Alderman Besco asked if there was any schedule of replacing the old water mains.
Mr. Wywrot stated yes, but it has been delayed due to other projects.

Chairman Kot asked if there was anything to be done for the short term.
Mr. Wywrot stated that we could get quotes, and then put it in as a capital improvement
project.
Chairman Kot stated that this should be checked into.
Alderman Sticks stated that he was not sure of the city's obligation.
Mr. Dhuse stated that we could look at this area again.
SOD DAMAGE POLICY
Mr. Muse compiled a memo regarding this, and stated that if there were no changes, then
it would go to COW. He added that there would be direction to the residents on the care
of the sod after it has been fixed.
Chairman Kot stated that this information should also be in the newspaper.
Alderman Munns stated that we should inform residents about the care of it.
Chairman Kot agreed.
SEAL COAT PROJECT—CHANGE ORDER#1
Mr. Wywrot stated that the project is complete, and there is a $978 increase in the
change. $10,000.13 is the final amount.
Chairman Kot asked if this fits into the budget.
Mr. A`ywrot and Mr. Muse stated yes.
Chairman.Kot stated that it would go to COW as a short item, then.
Mr. Wywrot agreed.
BLACKBERRY LANE AND COURT--CHANGE ORDER#1
Mr. Wywrot stated that the final balance is a small amount above $15,000. He
recommends that it go to COW.
Chairman Kot agreed.

ADDITIONAL BUSINESS
Mr. Wywrot passed out a draft regarding the large development within Yorkville, and
stated that our ordinance allows bringing in outside development.
Alderman Munns asked which area this was.
Mr. Wywrot stated that it was Bristol Ridge Road east to Orchard Road, and from Route
34 to Mill Street. Almost all of this would be Yorkville, and this is a draft letter to sign
out on. He suggested that the City Council agree to recapture for some work. They
would like to proceed with this, and we want the water main sized properly.
Chairman Kot asked what the potential population would be.
Mr. NVywrot stated that it would be large, in excess of 9,000.
Alderman Sticka asked if they would get $25,000 back through the recaptures.
Mr. Wywrot stated yes.
Alderman Munns asked if that would be where the train station would go.
Chairman Kot stated yes.
Mr. N[lywrot suggested sending this letter.
Chairman Kot agreed.
Alderman Besco stated that Oswego is having problems with the wells, and asked if this
would also affect us.
Mr. Wywrot stated that we have a sand separator, and discussed how this is beneficial.
Alderman Besco stated that this was in the paper.
Mr. Wywrot stated that a shallow water aquifer could contain water purity problems.
Alderman Besco stated that he doesn't want the City to have problem now with the
increased population.
Mr. '%7ywrot stated that we have the Fox River if needed.
Chairman Kot asked in regards to the fence outside the Public Works building,
suggesting an estimate for it. He then stated that there was a call from a resident on Main
Street. He stated that a fire hydrant is between his two driveways, and asked if it could
be moved. He stated that the hydrant is in a place that is a hazard for backing up into.

Mr. Dhuse suggested setting a concrete bough so that it couldn't be hit. He added that
the watermain there is also very old, and can be brittle if worked with.
Alderman Sticks and Alderman Besco agreed
Alderman Sticka stated that the concrete would work, but wondered if it would be o.k.
with the Fire Department.
Mr. Dhuse and Mr. Wywrot stated that it would work.
Chairman Kot suggested meeting with the resident to o.k. this procedure.
Alderman Munns agreed.
Chairman Kot stated that we need to start looking into these older areas.
Mr. W ywrot stated that these mains are vent old, and very expensive to replace.
Mr. Dhuse stated that he would meet with the resident on this.
Chairman Kot agreed, and asked if all of the flags are put up.
Mr. Dhuse stated yes.
