Public Works Minutes 2001 10-15-01 UNITED CITY OF YORKVILLE PUBLIC WORKS COMMITTEE MEETING MONDAY, OCTOBER 15, 2001 6.30 P.M. In attendance: Eric Dhuse Joe Besco Joe NVYwrot Larry Kot PW NTHICLE SALE—GMC 1990 Nir. Dhuse stated that this was put in the paper, and it is up for bid for another two weeks. For the 1984 Ford, we are guaranteed $540, and the GMC is at Rick's as of right now. He added that this would come back to the committee after the bids have come in. Chairman Kot stated that the Ford should be taken to COW after the bids have closed. Mr. Dhuse agreed. PW FENCE PROJECT Mr. Dhuse stated that the second bid for the fence project(from Kendall County Fence)is least expensive. This would be to enclose the remaining part, and this does not include the South tower. Chairman Kot asked if it would be more cost-effective to have both bids done at the same time. Air. Dhuse stated that he was not sure, and that he thought that it would be two totally different projects. He would inquire about this. Chairman Kot stated that he would like to see this project finished. He asked Mr. Dhuse if there was money available for this. Mr. Dhuse stated yes. He added that it would be approximately $2280. 1x4r. IATywTot added that we should look into doing the South tower as well. Mr. Dhuse suggested an 8' fence. Alderman Besco stated that we could possibly look into a 6' fence with barbed wire on top. A.7r. Dhuse stated that he would get an estimate on these things. He added that Sandwich has an 8'fence with barbed wire. This would be good for the south tower. 1 F t Chairman Kot stated that we need to make the south tower a priority, after this project is finished. He asked Mr. Dhuse what the expected numbers are for this. Mr. Dhuse stated that it would be approximately $10,000. Mr. N'4ywrot agreed, stated that this was a rough estimate. Chairman Kot stated that in the meantime, Chief Martin would be contacted about patrol in these areas. Mr. Dhuse agreed, and stated that he would contact him in regards to this. Mr. Wywrot asked if there was a light at this location. Mr. Dhuse stated no. He added that there is a heavy door with a padlock, and it should be sufficient. Chairman Kot stated that he would sign off on this, then. Mr. Dhuse stated that he would contact Kendall County Fence and start the process. CAT. BACKHOE REPAIR Mr. Dhuse stated that the checklist had been done for the backhoe, and they have findings and quotes for the work. It is time to replace the injectors, and there are metal shax ings in the transmission. Chairman Kot asked how old the machine was. Mr. Dhuse stated that it is a 1993 or 1994. It is worth between $22,000 and $26,000. Chairman Kot stated that it would be worth fixing. A:Tr. Dhuse agreed, and added that it is running as of right now. It would be out of service for 2-3 weeks to be fixed. Chairman Kot asked if there was money for this project. 11.+ir. Dhuse stated yes, through the Public Works capital line item. There is a cushion for this. Chairman Kot stated that this would go to CO then. 2 GREENBRLAR POND Mr. Dhuse stated that the design bid was $2500 for the restoration. This was given to Mike Schoppe, and he recommended a mixed design of the seed. This would be cheaper, and the decision was to go with the prairie grasses. This would be a spring project for the plantings. This needs to be confirmed before the residential infortnation meeting. Chairman Kot agreed, stated that the numbers and the plan need to fit together for this project. We Fill check the cost to find out if we need to enact the SSA. Mr. Dhuse agreed. With regards to the pond there are problems with debris being thro«n into the drainage areas. Chairman Kot stated that we should notify residents of this. Mr. Dhuse agreed, and stated that he would be getting in touch with Jason Petit also in regards to the plantings. He added that the residents have formed a consensus about what they would like for the area. Chairman Kot stated that he would bring this back to the next committee meeting. PRAIRIE GARDEN LETTER OF CREDIT REDUCTION##1 Mr. A' Irwrot stated that the developer wants to establish this. The reduction would be for $629,000. We are not sure of the initial credit amount and we need to find this out. It was explained to the developer, and we need these numbers for the COQ"meeting. It should go to COt�4', with the item being tabled if there is no information. BKFD DRIVEAVAY CONSTRUCTION 1\4r. Wyw-rot stated that Aurora Blacktop came in with the lowest bid for connecting the drive. The money has come out of the general funds, and there is no recapture. The Public Forks would do the landscaping. Chairman Kot asked if the EMS would have any control for the signals due to emergency situations. Mr. Wy wrot stated that it was understood that it was not wanted. Asir. Graff was looking at the audio pre-emption. Mr. Dhuse asked if there was battery back-up for these. Mr. A7),,,crot stated yes, and added that it is in the joint agreement. 3 Nfr. Dhuse agreed. Chairman Kot stated that he would prefer that it go to COW for the budgeting purpose. A.1r. Allywrot agreed ADDITIONAL BUSINESS AIr. Dhuse stated that he had received a quote for the four chlorine doors for the tower and the pump house. These need to be done, and we will hire a carpenter for the installation. We have money in the water and building/ground maintenance fund. Chairman Kot agreed Mr. WywTot asked what the doors are made of Mr. Dhuse stated that they were made of fiberglass, and the frame is steel. Alderman Besco asked if the frames could be checked on before the installation. AIr. Dhuse stated yes, and this will be done. Chairman Kot suggested doing a memo to the Committee on the cost estimate for this project. Ivir. Dhuse agreed. With regards to the safety report with Ron, we need to go around the electric boxes. The fence needs to be finished also. We are on the right track for this. Chairman Kot agreed. AIr. A'ywrot stated that the IDOT joint agreement for route 34 replaces the other agreement. It is expanded from route 34 to the new Countryside parkway road. This ha been expanded to include the interconnection cable. MOT will install, but someone will need to pull the cable through. I would suggest doing this, and it is an additional $14,000 with the motor fuel tax funds. I would also recommend that this go to COW. He also discussed the master controls for the stoplights. We have increased the N FT by $6,000 per month because of the new census figures. This is a good use of the money. Chairman Kot suggested proceeding with this, and it will go to COQ'on October 18th. Alderman Besco asked what IDOT has determined with the flooding problems that are on the roadway. Mr. Dhuse stated that there would be a regarding of the ditch there. 4 Chairman Kot agreed, and stated that this was a big concern. A4r. NVy wrot agreed, and stated that this wifl be widened at a miiiimal amount there. We are not sure when the five-lane will be built, and IDOT's October 156'date is self- imposed. There is still time for this. Mr. Wywrot added that there was a resident who phoned us who lives on the corner of Madison and Adams Street. During the rain period, her front yard has collected rainwater. We are not sure how to solve this problem. The question is if the City can put in a project here, and what the costs would involve. Chairman Kot asked if there was any water that was in her basement. Mr. Wywrot stated that there was, and added that the resident would be phoning to inquire more about the situation. He suggested putting a drain in the area where the rain has collected, or uncovering the culvert in the resident's yard. Chairman Kot asked what has been done in the past regarding these matters, and asked what we can do to help. Mr. Wywrot stated that we could help uncover the culvert in that area. Nor. Muse agreed, and stated that this would work out well. Mr. N"ywr of added that we need to shoott this area to see where the water drains. We need to confirm the flow here. Chairman Kot asked if this could be looked into. He stated that he would like to work with the residents on issues like this. We like people to know that we take an interest in the problems. Mr. Dhuse explained where the swales are in that area, and suggested looking at these. Aldennan Besco stated that the swales are definitely for this purpose. Mr. Wywrot stated that we could go with the culvert, and if it doesn't work, then we can look into other plans. Chairman Kot agreed. Mr. Wywrot stated that he had spoken with Chief Martin in regards to the key box at City Hall. He has keys for this. Chairman Kot stated that the fireman could not turn the alarm off. We found the keys, but found difficulty in turning the alarms off. 5 Mr. Dhuse agreed, and stated that the master is downstairs. Chairman Kot stated that if no one is around to help out during situations like these, there could be a real problem. Mr. N'ywrot stated that he had spoken with Chief Martin about this, and the concern was losing the keys. Mr. Dhuse suggested giving a key to the sergeant in charge during his/her shift. Chairman Kot stated that we need to discuss this with Chief Martin. Mr. Dhuse agreed. Asir. Wyrvrot added that the key box has never been totally,organized, which needs to be done. Chairman Kot agreed, and added that we will discuss this with the Fire Chief also. Mr. Wywrot stated that his main concern with this is the accessibility of the box. It needs to be secure. Chairman Kot agreed. Chairman Kot asked in regards to the Fox Road and Kennedy Road signs. Mr. Dhuse stated that Kennedy Road is in the Bristol Township, and stated that they have said that they are up to the standards with this issue. Chairman Kot stated that there needs to be more done. There have been two fatalities, and this is very dangerous. He inquired about flashing lights, and/or rumble strips. Alderman Besco suggested sending a letter stating that more should be done with this. Chairman Kot agreed, and brought up the issue of lighting there. Mr. Wyivrot stated that a rumble strip might help, but it would be damaging to the road and equipment. He stated that this might be a good option, though. Chairman Kot and Alderman Besco agreed. They both stated that something more needs to be done. Mr. ',Vywrot stated that this spot would not be annexed until we know what type of zoning is there. We need to also do this on Fox Road. 6 Mr. Dhuse stated that Fox road is a difficult issue, stating that not much more could be done except the rumble strips. Police enforcement would also help this area. Chairman Kot stated that there is a majority of people speeding there. Mr. Dhuse agreed, and stated that there would be police enforcement, and future paint striping of this area to help the situation. Mr. "%ywrot stated that we looked into a guardrail, but this would be of no help. It would in effect send cars into the opposite lane if hit. Chairman Kot stated that there are big concerns over this. I suggest going with the striping of the road, and possibly the rumble strips before Morgan Street. Mr. Dhuse agreed. Chairman Kot suggested getting a price on this. Mr. Dhuse stated that we would need to keep traffic off of the roadway until the striping dries. Chairman Kot agreed, and stated that we will go ahead and get the striping done at Fox road, and get an estimate for the rumble strips. With Kennedy road, we will make suggestions to the Township as to lighting, signage, and rumble strips. Mr. A yyiwot suggested discussing this with Mr. Kramer. He also suggested speaking with Mr. Graff in regards to the letter. Alderman Besco and Chairman Kot agreed. Alderman Besco asked in regards to the no trespassing signs for the Public Works fence. Mr. Dhuse stated that they would be ordered. Chairman Kot asked about the Schoenfelder residents. Mr. Dhuse stated that we would not move this. NVe suggested putting picket fencing or the equivalent in that area. The two parts of the hydrant cannot be reached if bumpers are put there, and the firemen were concerned about this. Chairman Kot asked if the resident was satisfied. Mr. Dhuse stated yes. He might phone in with some ideas in regards to this, but I suggested the fencing. Chairman Kot agreed. He asked if anything had been done with the South side of ti anEmmon Street. Mr. Dhuse stated no, that the retaining wall is holding. Chairman Kot asked how bad it was over the weekend with the rain.
