Public Works Minutes 2000 12-18-00 UNITED CITY OF YORKVILLE PUBLIC WORKS MEETING MINUTES DECEMBER 18, 2000 Attendees: Chairman, Tom Sowinski Mayor Art Prochaska Richard Sticka Dave Dockstader Sue Swithin 1985 IH TRUCK DAMAGE J.T. stated that the wiring harness caught fire and burned out all the wiring that operates everything. Illinois Truck Maintenance estimates the cost at$2000. to $4000. and 6 weeks to fix the wiring as everything has to be wires individually. The insurance company is sending an adjuster out to look at it. Alderman Dockstader asked what the value of the truck is. J.T. stated the book value is $12,500,but you cannot get that for it. The have gone to several places because of ITM estimating such a long time to repair. To purchase a new truck we have checked with several places and located one for between$72,000 and $73,000. We have $49,000. available in the current budget, and through a state purchase through Navistar we can carry a 6 month note for the other$24,000. at 5 3/4%as a final payment coming from the 2000-2001 budget year. They would have to put off the purchase of a truck for Miff, but they have put lots of money into repairs on his current 1 ton truck. When we do get another truck for him the Parks Dept.. wants his truck for summer help use. Alderman Dockstader asked if the truck would be left as is and not painted if it goes to the Parks Dept. Sue Swithin stated it would not be painted. J.T. stated he needs authorization for the truck purchase and it is white with a red bed, but we can get quick delivery. WE will have to mount plow and spreader on the front. Mayor Prochaska stated we would need clarification from Attorney Kramer to see if we can vote on this at COW rather than waiting for City Council due to the emergency. Alderman Sticka asked if we know we can't purchase at a lower cost because this is a state bid. Alderman Kot asked why we don't lease. J.T. stated we don't want the debt service. 1 7 . Mayor Prochaska stated a lease isn't fast enough for an emergency. J.T. stated that they had researched and found a used 1991 - 5 yard dump truck for$20,000. It is a re-vamped state truck with 140,000 miles, but we feel the new truck is the way to go, and just let it wrap into next year. Mayor Prochaska stated that the 5 year plan is simply a plan and is not cast in stone, we just re-adjust the plan. A used truck is sure to have trouble and I'm skeptical of that. Alderman Dockstader stated he felt it was the best value for the City. Alderman Kot stated it is only a plan, change it. J.T. stated we have just sold the dump for$2500.,but we could put this up for sale at a dealer and allow them whatever they can get over $12,500. Mayor Prochaska stated they are currently working on job descriptions for Public Works and building an organizational chart and liability to the chain of command. He is looking to start a set-up to have an assistant foreman, operator, maintenance worker 1 and 2, basic laborers for cross over into all areas. Operators will be assigned to a foreman. When Jim is finished with this he wants an organizational chart. HAROLD FELT EASEMENT J.T. stated they have asked for an easement to have access to the adjacent property owned by the state. PARK TRAIL SYSTEM Alderman Sticka asked what we need to do,what are we after here? Alderman Dockstader stated that when it comes to City Council we want a standard. Sue Swithin stated that since things and circumstances change we want a basic standard. Alderman Sticka stated that within a short drive of here there are miles and miles of 8 foot wide trails,yet we come up with a 10 foot wide to fit all situations. We need to fit all situations. Sue Swithin stated they can compromise, it is part of the linkage, if not, keep it 8 feet and keep traffic off of it. J.T. stated 8 foot through existing neighborhoods was a good idea. Alderman Sticka stated that a mufti purpose trail, if we put in a bigger one. Ask the police about wider trails. Alderman Dockstader stated we should consider the cost of 8 foot vs. 10 foot. 2 Alderman Sowinski stated we should consider the cost from grass to asphalt, $.85 a lineal foot to probably $3.00 a foot. Alderman Sticka stated that in Lisle their replacement cost is $6.40. He doesn't buy into a 10 foot standard, we need something reasonable for each situation. Yorkville isn't New York. Alderman Dockstader stated we should remove as few trees as we can. Sue Swithin stated we need to consider safety. Instead of a standard perhaps a list of variables for safety. Alderman Sticka stated there are few to no accidents. Sue Swithin stated that some trails have been in use for a long time and have expanded the size over years. WE aren't saying only 10 foot. Certain areas should be certain widths to meet the needs. Alderman Sticka stated that like streets wider encourages more speed. I like winding and narrower. Sue Swithin stated that in open areas open it up and straighten it for a long bike trip. J.T. stated we need to consider this for transportation too. More and more commuters to and from jobs. WE should get a 20 foot easement for a longer trail for the future. Alderman Dockstader stated that if that 20 feet is under land cash do we have to pay that, if so we can't afford it. J.T. stated all is negotiable. Alderman Sticka stated that construction quality is not the questions. One size fits all is not logical. Alderman Sowinski stated that each development should dictate the needs. Sue Swithin stated she appreciated their comments. J.T. stated that if your standard is 8 feet,the developer will ask for 6 feet. Alderman Dockstader stated we should work from a standard at all times. J.T. stated we should spell out certain sizes for certain situations.. Alderman Sticka stated that 10 feet presents a problem for car traffic. 3 Sue Swithin stated that when we are ready for a trail at the River it should be 10 feet to meet up with Oswego's trail, or what would we do. Alderman Sticka stated we would be narrower, it happens all over the world. My view is that none of them need to be 10 feet wide. It is not logical. Alderman Sowinski stated that we could do 8 foot now and expand it in 20 years to 10 feet. Alderman Sticka stated that the police have indicated they drive on 8 feet all the time for emergencies. A recreational facility is meant to benefit that area. Alderman Kot stated that even a park is a benefit to the neighborhood. Sue Swithin stated that it is not strange to other communities to travel from one community to the next. Set a standard for a volume and establish 8 feet or 10 feet. J.T. stated that the easement should address 10 feet for the future. Alderman Sticka stated that for every 4 miles of trail at 10 feet wide instead of 8 fete is an acre of green space used up. Alderman Sowinski asked where the benches and other amenities would come from. Sue Swithin stated from a total subdivision plan. You asked the developer to put it in and we give credit for it. With a 50% grant it costs us 50%. The Park Board is working toward links, arterial and secondary trails. Alderman Sticka stated that we are paying close attention , but not necessarily agreeing. There should be different requirements for different situations. I don't see standards as assets. PLAT AND PLAN REVIEW CHECKLIST This requires a$952.00 upgrade. Alderman Sowinski stated do it, if we have the money in the budget. MUNICIPAL WELL SETBACKS The state recommends an ordinance to protect the water source. Alderman Kot stated this is to establish a water protection area. ADDITIONAL BUSINESS J.T. stated they need a new Resolution for Snow Removal stating after a 2 inch snow fall all vehicles must be removed from the streets. They have a situation of leaving cars on the street 4 and getting plowed in. It then becomes a narrower path to plow and could result in damage to the parked cars. Alderman Kot stated the police will enforce. Will cars be towed. J.T. stated yes Alderman Sticka stated we should publish it first, no on e wants to start towing. J.T. stated they want to work with the P.D. This winter will be difficult to do anything. If we tow we must be prepared to lien due to tow truck bills being paid. Alderman Sticka stated asked what other towns do. J.T. stated that Sugar Grove has a 2 inch ordinance. Alderman Kot stated if plow goes by and then another 2 inches fall, you would move again. Take this to Public Safety to see what they have to say. J.T. stated the DTN Water System will cost$1008. per year. Alderman Sticka asked what this does, and what is the purpose. J.T. stated it is like a weather channel on TV except it gives you the snow fall, etc. immediately. KenCom has it. J.T. stated this is to plow, go home sleep, and when to come back, its for planning ahead. Alderman Kot asked if it would have helped today. This snow hit hard and fast. J.T. stated you can link it to the computer with a dish for year round severe weather and storm monitoring. Severe weather in 15 minutes. We have the money in the budget$330.00, plus $69.00 shipping, $264.00/3 months.
