PUBLIC WORKS COMMITTEE MEETING MINUTES
OCTOBER 16, 2000
Meeting convened at 6:45 PM

Elizabeth Street Roadway Project- Final Balancing Change Order
This should go to COW for discussion and on to City Council for approval.

Colonial Parkway Project- Parking & Plan Approval
Joe Wywrot explained that perhaps this should be put on the agenda for Public Safety for
discussion of the parking and sidewalk issue. Colonial Parkways streets are 30 feet back-to-back
and for use of MFT funds this street is too narrow, and we would have to "not allow" parking
along one side of the street. The IDOT Standard is 34 feet. He felt we should follow the no
parking on one side in order to be able to use MFT funds.
Alderman Kot stated this could go to the Public Safety meeting of Tuesday, October 24th for a
recommendation from staff.
Mr. Wywrot stated that the sidewalks are a stickier issue. The cross walk at Route#126 and Mill
Street, near Circle Center is painted but there is no sidewalk on the south side of#126. He felt
the City should put in the sidewalk on the south side of the street.
Alderman Kot asked if IDOT had ever moved the 55 mph sign farther east.
Alderman Sticka stated that it should be replaced with a 40 mph sign and also put the 55 mph
farther east on this road.
Mr. Wywrot stated that we should simply add the sidewalk to the project. He also stated there is
another issue at the other end of Colonial Parkway at route#47. We should do a similar crossing
at this end, but placement has to be carefully considered due to the four lane highway here.
Chairman Sowinski asked if this should be done before the widening of route#47 by IDOT.
Mr. Wywrot stated IDOT would replace any sidewalk taken out at their own expense, so it
should be done now.

Alderman Kot stated he would take one side parking and sidewalk issues to Public Safety next
Tuesday. Then they can go to the first COW in November.
Mr. Wywrot stated that since these projects will be using MFT funds, we must have City Council
approval of the plans.
John Deere Backhoe
J.T. Johnson stated that he had asked that this be on the agenda since he would like to give the
Backhoe to Bristol Township. They have offered to let the City use their grader, and have loaned
us equipment. We could go to bid to see if we get any bids. He felt a minimum of$4000. should
be asked for on this item. He would ask for an agreement that they will use this equipment and
not just turn it around and see it.
Chairman Sowinski asked J.T. to speak to Attorney Kramer on this issue.
ADDITIONAL BUSINESS
Cannonball Estates
Mr. Wywrot stated that Cannonball Estates has their permit now, and they are installing pipe.
We have had calls from some of the area residents expressing concerns. They will be
re-watering until they get the sewer pipe in. There are no shallow wells in that area, but he has
had a call from Mrs. Ligget about Ligget Pond.
Alderman Sticka asked about basements after home construction.
Mr. Wywrot stated of the 110 homes some may have problems, but finished floors should be 6"
above ground water level at the time of construction. It could be above now, and below in the
Spring. They have a wet detention area.
Mayor Prochaska stated the land will be higher and drop to the detention. The water should flow
to the detention. The water will drain freely,this shouldn't be an issue. He spoke to Mrs. Ligget
today, and they concur that the construction is OK, but want to know how long before water flow
into the pond comes back. Mrs. Ligget called the states attorney and was told we can't divert
water. He has called Dan Kramer to check into this.
Alderman Kot asked how long before they stop pumping.
Mr. Wywrot stated they are pumping to the ditch on Cannonball now, and then the water goes
where it wants to go.
Mayor Prochaska stated that he was concerned about no prior tests to refer to when this becomes
a problem.

Mr. Wywrot and J.T. both stated we have prior boring tests. Some are old and some are not too
old.
Chairman Sowinski asked what the consequences were.
Mayor Prochaska stated there are special attorneys who deal with water and these kind of issues.
He wonders what will happen if the water doesn't again flow to Ligget Pond.
Water Tower Painting Info.
Alderman Sticka stated this item is for information only. He got some information at the IML
Conference about Water Tower Painting. This company will give us three years to pay for
painting.
J.T. stated the last quote wasn't too bad at$110,000.
Mr./Wywrot stated the south tower was quoted much cheaper than the north tower.
Alderman Sticka stated he would give this information to Jim.
Illinois First Grant Money
Mayor Prochaska stated that Mr. Nanninga had down loaded all the Illinois First grants given out
to see what was given in this area. Our$30,00 for the Early Warning System was not on the list
yet.
They reviewed and discussed the list, some items that were awarded were in Yorkville, but not
for the City, such as the million dollars for the Kendall County Courthouse restoration, and
Mayor Prochaska stated he would speak to Tom Cross to ask what we did wrong,that we
received so little.
Alderman Kot stated perhaps we should pick several items and really push for them.
Mayor Prochaska stated he would approach Tom Cross about some important items for
Yorkville. He also stated that he thought that the traffic signal at Cannonball and Route#47 was
Illinois First money, but it was not on this list. IDOT was awarded 4 million for Yorkville's
route#34 & 47 Improvements.
J.T. stated we would be asking for grant money for the Step Dam soon, and the DNR will want
Illinois First money for that.
Chairman Sowinski stated it seemed discriminatory to him.
Alderman Sticka stated that it seemed like a slap in the face.
Mayor Prochaska stated that he would ask what Oswego did that perhaps we didn't do.

Harley Rake
J.T. stated that they have had a Harley Rake on loan for demonstration purposes. It mounts on
the new John Deere and does a great job. It was used at the Skate Park for landscaping, and at
the ball diamonds. It has teeth on a roller,you set the gauge for depth and as it rolls along it will
chew out grass or whatever is there, and smoothes out the surface. Since we don't have the
money to dig out the ball diamonds, this has worked great for resurfacing them. John Bradstreet
likes it, and they would like to purchase it. He will look at budget to find the money. The
equipment budget had a couple thousand left, but next years budget has at least $24,000. in it that
could be used for this.
Chairman Sowinski asked if they would get that much use out of it.
J.T. stated that he was sure it would be used for repairing and re-landscaping on every water and
sewer main break.
Alderman Sticka stated he was in favor of the purchase if funds were available.
J.T. stated that$4900. had been quoted to Scott Sleezer, and he might be able to get it for a little
less.
Chairman Sowinski asked if this would be too much wear and tear on the John Deere, or was this
meant to be used on the John Deer.
J.T. stated yes, it is meant for use as an attachment for the John Deere.
Chairman Sowinski stated we could get some of the money from the School District and perhaps
from Youth Baseball too.
Mayor Prochaska stated he was not in favor of that because then it becomes a question of who
owns it, and who is responsible for repairs, etc.
Chairman Sowinski stated that if they find the money in the budget, he had no problem with the
purchase.
Mayor Prochaska stated he wanted to see how this affect the Five Year Plan also.

Brush Pick-up Regulations
Chairman Sowinski asked about Brush Pick-up Regulations
J.T. stated he was not ready, and would have something for the next Public Works meeting.

Park Land Purchases
Chairman Sowinski stated that letters are going out to land owners regarding the purchase of land
for parks.
Mayor Prochaska stated they are approaching land owners hoping they will enter into an
agreement for future purchase of land for park use of certain targeted properties, such as the
future Hammon Lake area.
Wing Road
Mayor Prochaska asked about Wing Road.
J.T. stated that the Township doesn't want to close the road, and he had heard they were to sent
us a letter stating that. There is one other land owner there who is now in Kendall County, when
he annexes then it will all be in the City and we can do what we want with it.
