CITY HALL HEATING, AIR CONDITIONING, AND INSULATION
Mr. Wywrot asked everyone to read the letter of quotations and correspondence
regarding these items.
Mayor Prochaska asked could the condensation be caused by the 'newness' of the
building.
Mr. Wywrot stated I'm not sure, that it is probably just humidity in the basement. The
basement is in a zone by itself. No air is run because it is cool down there, and possibly a
dehumidifier could be a solution.
Alderman Kot asked what are the crankcase heaters on the condensing unit.
Mr. Wvwrot stated in the pump, it's freon. The cold oil in the winter is not sufficient.
Alderman Sticka asked why it runs in the winter, and then stated there is always a furnace
running in the wintertime.
Mayor Prochaska stated because of the `zoned heating'. We could turn them down lower
so that they might not run consistently.
Mr. Wywrot stated that changing the setting might work.
Alderman Sticka stated I have difficulties with this. It seems like we are still `new' with
the facilities of the building.
Mayor Prochaska stated we could change the ranges, and if that doesn't work, we could
pull the circuit breakers.
Mr. Wywrot stated we were told that we were doing things right.
Mayor Prochaska stated we might just make it a broader base then.

Alderman Sticka stated we need more information on this.
Alderman Kot stated if we don't purchase the crankcase heaters, then what will we do if
we run into trouble again.
Mr. Wvwfrot stated we can pull the circuit breakers, but the right way is to purchase the
crankcase heaters. We could also broaden the ranges to see how it works.
Alderman Dockstader asked are you comfortable with this.
Mr. Wywrot stated pulling the circuit breakers isn't the right thing to do. There is one
thermostat for each zone, and it handles both the heat and the cold. If we broaden the
ranges, it might work. In regards to heating the front foyer area, we cannot open the
double doors, because it's a firewall.
Alderman Kot stated where have we located the space heaters.
Mr. Wywrot stated I'm not sure, we are waiting to hear back
Mr. Johnson asked what about infrareds overhead.
Alderman Sticka stated that's one proposed solution, and then asked how did we hook up
with Fulford.
Mr. Wywrot stated we found him on the Internet. He's looking into a few things for us.
He recommended that in the winter, only have one outside door accessible to the
building, in which you could exit both of them, but only enter one of them.
Mr. Wywrot then stated I'll look into it, and come back with more information.
STREETLIGHT AT CANDLEBERRY LANE
Alderman Sticka stated a resident had contacted me in regarding this matter, and that it
could be about the right distance for a light there.
Mayor Prochaska asked could we look at their plan for this.
Mr. Wywrot stated that in the plan, there was no light placed in that spot.
Mayor Prochaska asked did we accept this.
Mr. Wywrot stated yes.
Mr. Johnson stated the road and subdivision was meant to go further.

Alderman Sticka stated the residents have asked in regards to this issue.
Alderman Dockstader asked how much money would it cost to put a light there.
Mr. Johnson stated first, we would have to call Dr. Davis, and ask to put one in.
Mayor Prochaska asked if it would be a standard concrete pole.
Mr. Johnson stated yes, and it would run us approximately $2,000.
Alderman Dockstader asked Mr. Johnson if he would talk to Dr. Davis on the issue.
Mr. Johnson agreed.
CANNONBALL HILL--LETTER OF CREDIT REDUCTION#1
Mr. Wywrot discussed the memo listing the work items, all but the street lighting. He
recommends a reduction of$2,000 with the remaining figure at$203,000. .
Mr. Wywrot stated we have run into problems with the corner of Fairhaven Drove, but
other than that it's been fine. When it's landscaped, it will be fine. It has been done the
right way.
Flavor Prochaska stated that the sidewalk there seems to be tilted too much.
Mr. Wywrot stated the tilting is measured in ranges, and I'm sure that it fits into the
ranges.
Mayor Prochaska agreed.
Alderman Sticka stated that it should gg to COW in two weeks.
Mr. Johnson asked if the streetlight should go to COW.
Mayor Prochaska stated yes.
FY 2001-2002 CAPITAL PROJECTS
Mr. Wywrot stated that most of the projects are annual, and some are based on the input
from the old.

Alderman Kot asked what about Beaver Street, and would there be a meeting next week.
There is a problem with State Street in regards to the water main. A resident has
approached us.
Mr. Wywrot stated there would be a tight fit in some spots, and there are a couple of
options. Next year we will be at the South end. We have to get the easements.
Alderman Kot stated there are a lot of old trees, and could we take them down. What
would be more expensive.
Mr. Johnson and Mr. Wywrot both agreed it would be more expensive to take out the
trees.
Alderman Kot asked about the other phase in the following plan.
Mr. Wywrot stated yes, and he recommends that it go to COW next week.
Alderman Kot asked is there a back-up plan for the industrial park.
Mr. Wywrot stated that it was Beaver Street.
Mr. Johnson stated we'd use MF'T to pay it back.
Mr. Wywrot stated there will be no lack of projects, and that it go to COW.
Mayor Prochaska stated we don't want Beaver and Badger Streets.
Mr. Wywrot stated then should we delay it to the next COW.
Mayor Prochaska stated the Council is saying to go ahead.
Mr. Johnson stated this is a big plus, because there is lots of engineering getting started,
and we can't do things in the winter.
Mr. Wywrot stated that next week it would go to COW with the modifications of
engineering. We'll go in there with Countryside Parkway and West Kendall, which is in
bad shape.
Mr. Johnson asked about Liberty Street.
Mr. NVywrot stated yes, with the storm sewer.
Mayor Prochaska stated let's get it going, also.
Mr. Johnson stated yes, we need to do something.

Alderman Sticks asked what is the source from the estimated revenue.
Mr. Wywrot stated Jim did it last year, with combining the WT and general revenues.
Mayor Prochaska stated it is not all IVIFT money, this year we are spending $250,000 to
260,000.
Mr. Wywrot stated these are only estimates, and we need to save for Game Farm Road.
Mr. Johnson stated the MFT is good revenue for Game Farm Road.
Mayor Prochaska stated we should get a couple of the smaller projects done. There are
different places to work in. Based on the new census, IVIFT will be increased. The
projection is that we won't spend all of the money. TIFT will accelerate the payback.
Mr. Wywrot stated that he would modify it and he would show the annual debt service.
It should go to COW next week.
Mayor Prochaska asked in regards to McQue Road, would it get done to match.
Mr. Wywrot stated there is a section south of Walnut St. and that he had brought it up
with the Plan Council. We should have Heartland build it and we'll help fund it.
Mayor Prochaska asked if we could talk to the township on this.
Mr. Johnson stated that we have no jurisdiction there.
Mayor Prochaska stated that it could be done, and we should fund out the cost.
COUNTRYSIDE PAVING PROJECT
Mr. Wywrot stated that he didn't hear anything on this yet, and stated that he needed to
do a sampling, come up with a total, and make an estimate.
WHITE OAKS,UNIT 4—LETTER OF CREDIT REDUCTION#1
Mr. )Vywrot stated for unit 4, the letter of credit will expire in 11/00. We can do this. He
recommends that we reduce it. It should go to COW next week.
CITY HALL LANDSCAPING PROJECT

Mr. Wywrot stated that he received a call from the landscaping company and they did
estimates on the City Hall site. Sodding the front and seeding the back came up to
around $12,000. The grading would increase the cost.
Alderman Sticka asked if we are doing this ourselves.
Mr. Johnson stated yes, probably.
Alderman Dockstader asked if the seed was bad.
Mr. Johnson stated yes. He then stated that Bob Corwin could come out and do it and
we would call Chem Lawn do kill all the weeds.
HELTSTIS STREET SIDEWALK
Mr. Wywrot stated that there was a memo regarding 507 Heustis. We did sewer work on
this, and the sidewalk has been pushed down. There is no crack in it, but it has just
sunken down. Water is puddling there, and we are aiming for the City Sidewalk project.
Mr. Johnson stated that it is a school walkway, and he would look at it.
Mr. Wywrot stated that they would want to raise it up. He then stated that it should go to
the next committee meeting.
ADDITIONAL BUSINESS
Mr.Heise and Mr. Maxwell, representing Wing Road, asked if there had been any new
developments yet.
Mayor Prochaska asked Mr. Wywrot if he knew of any.
Mr. Wywrot stated that he hasn't heard yet.
Mr.Heise asked if anyone is talking about this.
Mayor Prochaska raised the question of it being a township road.
Mr. Wy-wwot stated that yes it was.
Mayor Prochaska stated that we should contact Stan Bretthauer, the highway
commissioner, and then asked if there should be a culdesac there.

Mr.Heise stated that the problems are getting worse, and there are people almost getting
hit there.
Mayor Prochaska asked if we could do something short—term.
Mr. Wywrot stated yes, initially we could.
Mayor Prochaska stated that it would be difficult, and that we could talk to Mr.
Bretthauer in regards to this. He then asked if we could set up temporary barricades.
Mr. Wywrot explained that there are three types of barricades.
Mr.Heise stated that people are using it as a cutoff road, also.
Alderman Kot asked what the speed limit was there
Mr.Maxwell said he wasn't sure, that it wasn't posted.
Mr. Heise also stated that the semi trucks are tearing up the road there.
Alderman Dockstader suggested putting a squad car there to temporarily slow traffic
down.
Mr. Wywrot stated that we could also put up advanced notice signs.
Mr.Heise stated that as soon as school starts, the police would be there.
Alderman Dockstader asked when the prime times are for these problems.
Mr. Heise and Mr. Maxwell stated that the times were between 5:30-7:30 a.m., and 3:30
— 5:30 p.m.
Mayor Prochaska stated that eventually we could make a birm or make it `physically
impossible' to go there. In the meantime, Stan, JT, and Fran will discuss this. Our main
concern is to make it safe.
Alderman Kot said that we could talk to public safety and make some progress on this.
Mr. Heise asked why it didn't get paved last year.
Mr. Wywrot stated that the funding was not there, and it fell through.
Mr. Heise raised the question of breakaway posts.
Mayor Prochaska stated maybe, that they're working on this with the township. We will
hear the status by Thursday.

Mr. Johnson stated that the workers had done work on a sewer today in Blackberry Creek
North, estimating it to be $2,000 in repair work. it was a structural problem, whose fault
cannot be determined. It took around two years until it was clogged. We took care of it.
The damaged sewer was at the residence of 407 Dover Ct. The homeowners incurred
about other bills related to this problem, totaling $1,300. It is a deep sewer, and it will
cost around $1,000 to blacktop it back.
Mr. Johnson asked if we should reimburse the residents, as has been done in the past, and
wanted to make everyone aware of this.
Alderman Kot asked if these were reasonable fees.
Mr. Johnson stated that he wasn't sure.
Alderman Sticka asked if this was a reasonable situation.
Mayor Prochaska asked if the residents provided invoices for this.
Mr. Johnson stated yes, and showed the invoices. He then brought up another issue of
`successfully completed' certificates for combined space training for the employees. He
commented that the insurance company does this.
Alderman Dockstader asked where the City was on the spraying licenses.
Mr. Johnson stated that it has not been done yet.
Mayor Prochaska asked if someone could come out and test them here for it.
Mr. Johnson stated that he would inquire about it.
Alderman Dockstader asked about the curbing at Fox Hill.
Mr. Wywrot stated that he had called on Friday, and the foreman was out there. He
stated that the curb should be replaced. The cracks are a manifestation of another
problem. He will be getting back with us on that.
Alderman Kot asked about the brush pickup on the South side.
Mr. Johnson stated that brush pick-up was starting tomorrow.
