WING ROAD
Mr. Heise stated that traffic cutting through between route #126 and route#71 has become a big
problem. He has been in and talked to J.T. about the problem, hoping that they could close the
road since all residents agree with this.
J.T. stated he hoped they could do something about garbage trucks cutting through on this road
by speaking to Waste Management if it is their trucks doing so. In regard to closing the road it
would have to be done jointly with the County since a portion of the road is still Kendall County.
Due to the business zoning on one section it would have to be temporary.
Mr. Wywrot stated that since the people affected are not within the City Limits perhaps it is a
township problem.
J. T. explained that about 75% of the road is in the City with about 100 ft. not in. Mr. Maxwell
stated that the evening traffic is cutting through to avoid the back up at the stop sign at 71 & 126,
they fly off of 126 tearing up the road and leaving dead cats, ducks in their wake.
Chairman Sowinski asked if they had called the county, and what response had they had from
them if so. Residents stated they had called Kendall County, and agreed that the trucks are still
using it pretty heavily. The continued stating their main concern is for the kids riding bikes
between driveways.
J.T. stated that even if the road were closed, it would be reopened due to business there.
Chairman Sowinski stated it would be a short term solution, and asked that the residents talk to
Kendall Township to try to find a solution and contact the Fire Dept. before coming back to the
Public Works Committee. Have them call J.T. on this issue.
J.T. stated he would send someone out to cold patch some bad spots. Mr. Heise stated they
would speak to the Township and presented their petition signed by the three residents on Wing
Road.
Mike Morley of Waste Management stated he would check on garbage trucks using Wing Road,
but if it was a Tuesday, it was not their guys.

GARBAGE CONTRACT -MIKE MORLEY
Mr. Morley presented his response to the City's desire to hold the rates. Waste Management had
two choices. They will hold the rates for 2 years without an increase in exchange for a 5 year
contract. With a 2 year contract and a 3 year extension they will hold the rates for 1 year. They
will do CP 1 and landfill or eliminate stickers for yard waste.
Chairman Sowinski asked how the transfer station would affect our contract.
Mr. Morley stated it could impact, either a minimum or we could get a host fee. a dollar amount
per ton. Perhaps lower disposal rates, but wouldn't open up contract. A guaranteed rate or a
discounted rate. Mr. Morley stated that even with this on a fast tract, it would be 2 1/2 years in
building, with an average construction time of 4 to 5 years. They are checking with the state for
geological information. Not sure of the idea site.
Chairman Sowinski asked about unlimited yard waste with no stickers.
Mr. Morley stated that stickers are a hide and seek situation any way and with 5 years they would
give us brush pick-up with no stickers provided it is bagged or bundled for 2 years with rate
increase second year.
Alderman Dockstader stated that five years is a long time to not bid, he would like to see a cap on
the second year increase.
Mr. Morley stated that with a cap not to exceed 5%, and with a guarantee of 2 years a cap at 3%.
Mr. Morley continued stating that with any facility, land fill or transfer station Yorkville is the
control point.
Alderman Dockstader stated he understood that Yorkville has the volume they need.
Mr. Morley stated that when Wheatland Prairie closes it will present a problem because when land
fill closes, prices go up. Will County is in jeopardy now also which doesn't leave a lot of options.
Will County is still big maybe. Wheatland Prairie has raised prices to $4.00/ton because demand
was still greater than driving to next place. Yard waste is not a problem, and recycle is not a
problem...it goes to Plainfield. Garbage is the problem.
Alderman Dockstader stated that he would like the increase to be held to a 3 -4% increase range,
and with a 4% cap on it in the second year. He would prefer to extend a year or two at a time as
with growth. J.T. suggested a 5 year options with quarterly white goods pick-ups.
Chairman Sowinski stated unlimited yard waste was a swell idea.
Mr. Morley stated he would hold the rate for the first year, and price would increase for the
second year, but limit increase to 3%, with 2 white goods pick-ups, and unlimited yard waste
without stickers. Second year price adjustment with 3% cap. Committee felt that if he cut a deal
close to this they would recommend to COW for approval.

Mr. Morley stated he would try to get an answer fast, perhaps tomorrow, so we can take this to
COW on Thursday. A 2 year with a 3 year option.
The committee agreed that if Waste Management offered something close to this they would
recommend it for COW for Thursday.
Mr. Morley stated he would get an answer ASAP, tomorrow or Wednesday, and that then they
would do a White Goods and Tire Pick-up this Spring as soon as City Council makes their
decision.
Chairman Sowinski asked this be on the agenda for COW on Thursday, May 4, 2000.
PARK DIRECTOR JOB DESCRIPTION
Chairman Sowinski stated he has no problem with the job description for Parks Director.
J.T. stated that Scott Sleezer won't take the job for the salary offered, and that Council should
find the dollars. This job includes attending meetings, and for this salary they won't find anyone
qualified for this position. This offer cuts out all of the overtime Scott currently gets, and would
therefore be a cut in pay for him. If they hire someone the PW works budget won't support the
added salary and if a layoff was required it would be based on shortest time on the job. The guy
in Sugar Grove is paid more and has less parks to look after.
Aderwoman Burd stated that paying more for this position should require more educational
qualifications, adding that the City will pay for schooling as they paid for Swithin to get more
schooling.
Alderman Dockstader stated that Scott has gone to many classes that were not college, but were
very important for the specialized kind of job that this is, and asked if Scott wants to grow, and
work with the public and the Park Board.
J.T. stated that 7 years ago when Scott was hire he was asked to have faith in us, when we asked
him to start at only $7.00 per hour. We told him things would get better, but the budget is set and
we have to live with the dollars we've got.
The guys should be pretty satisfied with what we got. J.T. stated he would act as Parks Director
until we get a new budget next year. Alderwoman Burd stated that this would need to be
$36,000. plus overtime.
Alderman Dockstader stated we are $1500. off.
Chairman Sowinski asked if the committee was in favor of the job description, it is a good job
description, but do we simply just not go forward with it?
J.T. stated we are not asking to create a new position, but its a matter of either timing or money.
Alderwoman Burd stated the Recreation Director requires a degree.

J.T. stated these positions are not equitable.
Dockstader stated we should look at the grading position to find a salary.
Sowinski stated this would be tabled to the next PW after discussing with Mayor or Jim.
Alderwoman Burd stated she would like to see Scott get it. Dockstader stated the committee
should make every effort.
SURFACE TREATMENT
Bid results will go to COW as items are budgeted for and results can skip PW and go directly to
COW.
PW TRACTOR&BACKHOE BID RESULTS
JT stated we only had one bid and it was for a caterpillar Tractor. This works for us since the
one foot, two foot, and three foot buckets we currently have will fit the Cat. Bid information was
sent to both John Deere and Paten. Bid was $77,889.00. Payment would be over three years.
TRUCK BID RESULTS
JT stated we had two bids, but they were both for the Street Department truck. We has budgeted
$35,000 for each truck. He recommends purchasing from Terry Ford who was the low bidder at
$43,032.00. The Sewer Department truck had no bid submitted. JT stated he could look at the
State bid prices for comparable truck& equipment.
Chairman Sowinski stated he should also look at whether we need new plows for these trucks, or
re-bid. Take to COW on May 4, 2000.
WHITE OAK
Wywrot stated the developer has completed the punch list and has established a 10% maintenance
Letter of Credit, which is adequate.
Chairman Sowinski stated this can go to COW on 5/4/00.
LEGION ROAD OVERLAY
Wywrot stated this would cost approximately $3,000. from the new budget.
Chairman Sowinski asked for opinions...with none asked a draft be prepared for Nanninga's
signature on this as it requires only PW approval.
STATE STREET WATERMAIN
Wywrot recommends not doing this project this year. See his memo on this subject dated
4/13/2000, (attached to the permanent record). Committee agreed to postpone this project so as
to front fund other projects with this money. Will be ready for next construction season.

RESOLUTION OF SUPPORT AND COOPERATION FOR THE BLACKBERRY CREEK
WATERSHED MANAGEMENT
This item is tabled until additional information is available.
SPRAYING LICENSE
There are big areas of the City that are contracted to be sprayed. JT would like to have some of
the Public Works guys get their license for spraying and then pay a couple of them from the Street
and Parks Department $.50 additional per hour for spraying cracks of the sidewalks and streets
that need to be done.
Chairman Sowinski asked what was required for licensing.
JT explained it was a couple of days of schooling and passing a test to attain a license. The $.50
per hour extra is already set-up. in the budget.
Chairman Sowinski felt this was creating an accounting headache.
Alderwoman Burd stated JT has authority to do this without permission.
JT stated that Parks pays $2000. for spraying.
Chairman Sowinski asked which was cheapest. JT stated we have never contracted for road and
curb cracks which is a big job. Committee recommends JT pursue.
ELIZABETH STREET STORM SEWER
This was not a DEuchler identified critical item, but now with plans for overlayment, we should
probably do the sewer first. Public Works could do the sewer. It would cost $43,000. to bid out
and we could do it in-house for $15,000 in materials&bid out the street work. It would take a
couple of weeks for the sewer work.
Chairman Sowinski asked for a time frame. Wywrot stated this should be done no earlier than
June and not later than August. The Public Works crews are in favor of the project. This should
go to COW for discussion.
Other projects could also be done while we had the rental track machine, i.e. the Fox Road
culvert, Mill & Van Emmon storm sewer, and the State Street and Hydraulic storm sewer
restrictions.
ADDITIONAL BUSINESS
OTHER PUBLIC WORKS PROJECTS
Chairman Sowinski stated there are other projects that need attention. Hauling gravel, culverts,
and shoulder overlay on the south side of Walnut as the Heartland development's watermain
which will run down the south side of Walnut.
JT stated it will have to be improved sooner or later, and it is in the 5 year plan.

DEUCHLER CONTRACT FOR SANITARY SEWER - YBSD
YBSD will be the lead agency for this work but they do not want this cash flowing through them.
There needs to be work done on easements, also need to convert aerial photos for contouring.
Deuchler will have a contract ready for Thursday for COW. This project is urgent as easement
take time to acquire, and we need to know where they need to go. Take this to COW for
discussion.
RIVERFRONT RAILING
Stair are in, and we can now finish the handrail for stairway. Working up a price for additional
panel and rail of steel pipe painted to match. The light from above can be directed to light the
stairway if needed. This can be put on Public Safety agenda.
STATE &MORGAN CHANGE ORDER
There is a slight change to cost. Take to COW.
RIVER ROAD GUARDRAIL
JT stated it has been done at a cost of$3700.
