INTERGOVERNMENTAL AGREEMENT WITH YBSD
Attorney Kramer was concerned with the language regarding YBSD getting easements without
confirming the cost for same. We do need to get going on this as there are a lot of work that
needs to be done before we can even pursue getting easements. The City is paying for all
including YBSD to bill anything.
Alderman Sowinski asked if we could add wordage to the agreement.
Alderman Kot stated we need to instruct Attorney Kramer to add language to the agreement
stating the City should have approval of cost prior to agreeing on same. Take to COW.
PARKS DIRECTOR POSITION
J.T. stated nothing more has been done on this, it went to Park Board and they made a couple of
minor additions.
Sowinski asked why this was on the agenda and we need to ask Mayor Prochaska if he is
satisfied
KENDALL COUNTY HIGHWAY DEPT. WATER HOOK-UP
Alderman Sticka stated that he has little sympathy since the County raised our rent 50%, he
continued that we might give them a reduced amount but doesn't favor a free hook-up. It was
estimated the line would be 1 1/4".
J.T. stated the Highway Department has always allowed the City to use their trailer. But,the
City has asked for easements and has not gotten them as yet.
Alderman Sticka felt we should use the hook-up to negotiate the easements.
Wywrot stated there is recapture on the watermain of about $2400. per acre.

Nanninga should sent a letter expressing our wished for the easements and outline the fees. We
could reduce the fees or eliminate fees in exchange for easements we need at new Courthouse.
This should be on PW again in June.
SEWER DEPARTMENT PICK-UP TRUCK
We did not receive any bids for this truck. Two bids were receive, but they were both for the
Street Department truck. This will go to bid again in July for delivery in October or November.
BRUSH GRINDING
We have a letter that was sent to Kramer advising us that the property is being sold and we need
a new site for brush grinding. Cost from Dan Stokes to grind what we have is estimated at
$3800., with a second grind for a total of$5000.
Sowinski asked why we had not done the we could grinding as we go.
Wywrot stated we had planned to grind twice a year.
Alderman Sticka stated this produces low grade mulch.
J.T. agreed it does and would sell for about$1500. The City could use the mulch for the Boat
Launch or the River trail. Hauling away would take two weeks.
Alderman Sowinski asked how much it would cost.
J.T. stated he went to Green Organic and they quoted $7.00 per yard to drop off to them. Using
a six wheeler which holds about 12 yards. All agreed to go ahead and do this as cheaply as
possible.
PUBLIC WORKS EDUCATION A POLICY
J.T. stated he still wanted pesticide licensing, but with certifications. John& Matt has gotten a
lot of accreditation in just a couple of weeks over the past couple of years. As they complete
and add to their skills they should be rewarded.
Water Dept. should pursue licensing for Class "A" when we start dealing with the radium issue.
It is one semester for Class B and another semester for Class A. We have 2 class A and 1 class B
operators mow. Joe Moore and J.T. have Class A and Brian has a class B. Class A& B are
more technical and you have to learn and know more, whereas a class D is just supply. Class C
requires hands on before being eligible for license.
Wywrot asked it there was any licensing for sewer.
J.T. stated there wasn't as yet. J.T. stated there have been a lot of one and two day classes

Alderman Kot asked how the payment for pesticides would work.
J.T. stated he has tried to work out a formula. For instance with traffic signal 3 just completed
by John& Matt, we could benefit if IDOT trusted us for re-setting, etc. Of course the City
re-imburses tuition for approved courses. But for an Associates Degree, the student has to have
an English credit, etc. so many will not go after getting a degree.
Alderman Dockstader stated that many classes don't lead to a degree.
Mayor Prochaska stated there are a lot of classes where you can get certified in certain areas, 60
hours for Associate Degree with each class being 3 hours.
J.T. stated he would review and bring back to PW.
Chairman Sowinski asked if J.T. had spoken with other Public Works Departments.
J.T. stated many are union.
Mayor Prochaska stated it could be capped at 2%for all classes.
Alderman Kot stated he supported the concept,but policy needs to be clear on what is approved.
Alderman Sticka stated that to get an Associates Degree you need Literature for instance which
would not be an approved course.
Alderman Dockstader stated we need to get a catalog of programs with course outlined at getting
a degree.
J. T. stated that Waubonsee Community College had invited him and Jim up to identify what is
needed for a program for Public Works.
J.T. stated he would like to get going on weed spraying, but they need to re-test.
Mayor Prochaska stated J.T. should get catalog and bring back to Public Works in June.
ROUTE 47 LIFT STATION
Mayor Prochaska stated that Inland is looking at putting a lift station in at the Business Park and
talked to YBSD. This would be before we get the expensive interceptor to get service to that
area. WE could put in a Lift Station that can be enlarged to increase capacity and run a force
main back to the Blackberry Creek Interceptor. We need to start somewhere. This could open
up that whole area.
Wywrot stated that those that tie in would pay a recapture.
Mayor Prochaska stated,yes, except big retail dollars.

Wywrot stated we have to remember that YBSD is proposing a$2500.per acre fee.
Sowinski asked when the decision needed to be made.
Mayor Prochaska stated that Jim and Joe need to explore the possibilities.
Wywrot stated this has been delayed because of the water tower and lift station. Due to cost the
of running sewer al the way up could take a long time. The goal is to allow the industrial area to
develop. The plan was to go into Cannonball, but Blackberry Creek is better. The pumping
capacity would be increased as more capacity is needed. This is something we should examine
and see if this is a workable solution to get sewer to the Industrial area to the north. Want feed
back.
Chairman Sowinski stated what if Menards doesn't happen.
Mayor Prochaska state we would not be putting anything in until they break ground. There has
been discussion with Aurora Blacktop, Kendall County Concrete and Undesser, and we are
working toward an agreement with Undesser to help him out with the Squad Car problem. The
Park Board wants to re-vamp the Director position, and design for a person who will be above
Sue Swithin and Scott Sleezer. Parks is already short handed most of the time. Scott can go to
Park Board meetings on overtime on an as needed basis. This would basically be the second
meeting each month for Park Planning.
STATE& MORGAN ROADWAY IMPROVEMENT CHANGE ORDER#1
Wywrot stated the change order is $4900. increase and needs to go to COW this Thursday.
Alderman Kot stated this is a nightmare and wanted to know when it will be finished.
Wywrot stated they had measured and this is the figure.
Alderman Kot asked if this was timely.
Wywrot stated it was, but landscaping would be put off until Spring. They have worked with us
as Public Works fine tuned.
Alderman Kot asked if the residents were happy with the work.
Wywrot stated there is one area where we need some finishing work. Aurora Blacktop did all this
work in about two weeks and this should be approved to close out the contract. Chairman
Sowinski stated this should go to COW.
RESOLUTION OF SUPPORT AND COOPERATION FOR THE BLACKBERRY CREEK
WATERSHED MANAGEMENT PLAN
The committee presented 40 recommendations, but there are some that would impact the City.

Mayor Prochaska stated he has concerns about more restrictive areas and more detention and did
not feel the City should agree to these things. He is not convinced these things are necessary as
we are at the bottom of the creek.
BID OPENING- ASPHALT SURFACE TREATMENT
There was only one bidder at$18,746.08 an this work would be done in Wildwood, Cimerron
Ridge, and at McHugh and Main street with patching. This should help to keep these areas
usable for another 5 years, and then we can do 3 or 4 miles per year. Take to COW 5/18/00. We
will award the end of May will do this work in June.
BID OPENING -NADEN COURT
These bids were pre-qualified and there were 2 bids with Meyer Paving being the low bidder at
$27,830.88. Aurora Blacktop was the other bidder at $35,024.10.
Wywrot stated he has checked on there work and reputation. Everyone says they do good work
and have had no problems. We have told them we will allow no cold loads as they are hauling a
long distance. Wywrot stated he recommends accepting their bid. Bids should go to COW
5/18/00,
ELIZABETH STREET
Wywrot gave an update and gave an estimate of us doing the storm sewer work in-house.
Materials are usually 1/3 of the cost, about$15,000. The total job is coming in at about$30,000.
with equipment rental, etc. We have funds but prefer to estimate a little higher. The scope of the
project is bigger that originally planned.
J.T. stated that when finished there shouldn't be any complaints about seeping water.
Mayor Prochaska stated that doing this outside would be about$60,000. Plan to start next week.
We will put out the street bid in a couple of weeks. Put this on COW for informational item. A
resident letter needs to be done also, and announce to the press.
WATER SUPPLY PRESENTATION SCHEDULE
Engineering Enterprises wants to do a presentation at Public Works and we should schedule for
June. There is some worry about the dollar amount as there is a$7 million dollar estimate.
FOX HILL - UNIT 4 - BOND REDUCTION
We will reduce the bond to $112,746.00
FOX HILL - UNIT 5 -ACCEPTANCE OF IMPROVEMENTS
There is a rumor that Dick Faltz has a problem paying his contractors. The Letter-of-Credit is at
the lowest amount allowable already. There is a concern that things are going to break because
nothing is happening out there. Accepting anything lower is going to end up costing the City in
the end. Partial acceptance was discussed and it was decided not to accept any partial
acceptances.

Alderman Kot thought maybe we should coincide a partial acceptance. Sticka agreed that
perhaps we need to do that in good faith.
Wywrot agreed it show good faith. This will go back to PW in June for further discussion. The
agreement was that he would have common landscaping in(estimate at$300,000.) or provide a
Letter-of-Credit.
J.T. stated maybe we should say no.
Mayor Prochaska stated he would like to see what his plans are. Why should we be expected to
lower the Letter-of-Credit? Stating that he can't pay vendors is serious and he should have an
opportunity to respond to that situation. Table to June.
Alderman Kot felt perhaps a verbal request.
Wywrot agreed stating by phone!! He would talk to Primus to get a feel for what is happening.
PW in June for further discussion.
SOUTHEAST INTERCEPTOR OVERSIZING
$104,000. is first request for payment. $156,000. is total estimate. Funds are available per
Nanninga. Pipe is not available yet.
Wywrot feels partial payment is appropriate.
Mayor Prochaska stated that this money should be from last years budget. We should check with
Nanninga to see where money is,as it should be in the budget. Sewer and water expansion. If
money is there make payment. A payment less 10%_ $94,000.
ADDITIONAL BUSINESS
Alderman Kot stated that on Van Emmon just west of route#47, street work was done and Nicor
did the work& it should be fixed. J.T. will get it fixed once the Railroad Tracks work is
completed.

Alderman Kot stated another issue is the speed limit sign near Circle Center. The sign raising
the speed limit to 55 MPH on route#126 is right at the ball diamond where kids are playing
after school. J.T. will send a letter asking them to move the sign farther down&request IDOT
do a study.

Mayor Prochaska stated he did find out that the street light in front of Freeman's is operating by
an extension cord to Freemans.

Mayor Prochaska stated he is going to Springfield to talk about the Dam, and asked Nanninga to
look and see if we have a plan for a park above the Dam. Beyond the planned amphitheater. The
Boat Launch and the Nature Trail. He though the plan had been shown to the Park Board and
Riverfront Foundation.

J.T. planned to cut in the boat launch and haul fill to be closer to the Dam for the theater. The
far east is an elevated walkway.

J.T. received a letter from a resident regarding the paving of the road at the ball diamond on Van
Emmon. Total cost is $1330.00 to seal coat. Our share would be $665.00. We are looking for
easement along there and this is a good time to get easements for future sewer and water. The
sewer needs to follow the River and would serve everyone to the east.
Chairman Sowinski stated "Go For It" at $665.00. If needed we can go up in dollars to get
easements.

Alderman Sticka stated he was on Beaver Street and they want to know when it is going to be
paved.
Wywrot stated that Colonial Parkway was next in 2001. It needs it, but not as bad as Beaver
Street.
Per MFT plans Sticka agreed to proceed with Colonial Parkway, as Beaver doesn't carry as much
traffic.

Wywrot stated the Riverfront Park Stairway railing is $2400. from Fence Masters. He was
looking for OK to proceed with finishing.
Mayor Prochaska stated this was a safety issue and should be done. If there is a cheaper price
OK, or proceed at$2400.

Chairman Sowinski asked where the weed sheets are that they are supposed to get. He hasn't
seen streetlight sheets. Street light at Kendall has been out since December.
J.T. stated the ground is frozen.
Mayor Prochaska stated this should be done as part of the street job out there, cable under road.
J.T. stated he would get it done.

SKATE PARK
Main street roadway is in bad condition. J.T. stated he could patch it.
Chairman Sowinski stated this could help to calm the residents in that area. Chairman Sowinski
asked about trimming trees.
J.T. stated we don't have an ordinance, but if they give him address he can deal with the
residents.

Chairman Sowinski stated the SSA for Countryside Parkway is to be done all at once.
Wywrot will put figures together. Wywrot stated that we don't need a referendum for an SSA for
maintenance.
Mayor Prochaska stated that a back-door referendum with 51% against and its dead. Can't go to
referendum.

J.T. stated that John Sleezer suggested paving the crossing because Aurora Blacktop couldn't be
there. Should be done tomorrow, asphalt is all laid. Chairman Sowinski stated he should buy
pizza for them.

Alderman Kot stated he would like dollar numbers for State Street for concrete. J.T. getting
prices.
