Public Works Minutes 2000 01-17-00 1 UNFEED CITY OF YORKVILLE Committee Minutes—Public Works Date of Meeting:January '17, 2000 Time Conve ed: 7:40 P.M. Location: 800 Crams Farm Road Time Adjou ed: 8:50 P.M. Attendees: Joe Wywrot J.T. Johnson Mayor Art Prochaska Tom Sowinski Richard Sticka Dave Dockstader Valerie Burd Mike Morley—TCD Discussion: 1.) Subdivision Ordinance/Roadway Standards—Hopefully this is the lost issue with the subdivision control ordinance. The City may require a study on a case by case basis. Wywrot is hoping to have by COW in February. 2.) Cimarron Ridge Unit 2/Letter of Credit Reduction — Wywrot would recommend that we reduce the letter of credit. This needs to go on the agenda for OW on January 19. 3.) Fox Road Watermain — There are several streets in that area that have dead end watermains. We do need to redo all of them. Wywrot is not recom ending it at this time because of the other projects that are scheduled in the five-yeai plan that offers overall benefits to the City. J.T. has been investigating to see if there is more rust then normal. It may be that the new subdivision is pulling water oat of the smaller watenmains causing the rust to be stirred up more. Wywrot does feel that it would be a good project to construct watermains on Fox and Washington and then consider looping the mains at VanEmmon and Ridge and Orange and Olsen at some point in time. The project is estimated to cost approximately $88,000. We heed to send the resident a letter to let him know what our intent is. 4.) August, September, October, November and December Water Re orts — Take to COW. 5.) Additional Business — Land Cash — The only change to the ordinan a was to allow the school district to use the money. This should really be discussed at an Administration meeting. Lights for Baseball Fields — There are old lights that were used for flike football field Swithin would like to put them up at the baseball fields. Dockstader feels that the lights are old and out dated and they will be very costly to use. Th lights were not good enough for the football field then they should not be gobd enouh for a baseball field, where the ball is white and"traveling much faster then a football. Dockstader feels that we need new bail fields and new lights. The pdtks need to get approval - 1- from City Council before they put in permanent structures. The oftball/baseball program is not a City function nor does the City fund it. Swithi really needs to submit a five-year plan. Water Line—Beecher—The water line for the baseball fields will be n by spring- . — MTEB is a gasoline additive. MTEB contamnates the wader and makes it undrinkable. It is very afire aware of this, We do not know how to get d of t make sure our engineers Wywrot will notify the engineers. Nextel Phones—Wywrot would like to have Nextel phones for Dhus and himself to replace the pagers_ J.T. feels it is a good package. These phones would be more convenient. You can use the radio part only. Nextel is the only co pany that offers these types of phones/radios. We need to find out the cost for sure_ Guardrail at River Road Rridge—The City received a letter fiom Frail Klaas with the County. YBSD and IDOT feel that the guardrail belongs to the City. A car hit the guardrail. J.T. has plans on replacing the 10-foot piece of guardrail. The City believes that the County put in the guardrail. Tt was a County r ad, now it is a township road. Bridges are very expensive to maintain. J.T. will talk to Klaas. Corneils Road — We should ask for turn bays. We need to talk t Inland about a tratfitc light and turn bays at Wheaton Avenue. Tt should be pursued A IDOT. J.T. will contact. Railroad Tracks Downtown — The railroad tracks downtown are fai11ng apart. They are going to be repaired. There will be extensive re-routing oftraffi . They want to pour concrete. This really needs to be done in the summer time. Countryside Parkway — Plans are 95 percent of the way complete. Wywrot nees to get in contact with Idot. If we can put piping in at that time then we need to do it. if we deepen the sewer we will not be able to do it at this time because it is at least a million-dollar project. We need to run the line from the nursing home. We need to make a decision within the next few months. The current sewer can handle a lot of arcs. Recapture Agreement on the '16 Inch Water Line to County - There as supposed is be an agreement so that the County could collect a recapture fee. Tt�e County wants to re-do the agreement. They figure it is approximately $105,000 Nvithout interest added- J.T said that we already paid $38,.510 for the oversized pipe- We need to get a copy from Ilan- It was for?,000 feet of pipe. The County spent $175,000 and they feel the cost to the City is $105,000. We need to get a copy of everything together. Waste Management — Garbage Contract — Waste Management prooses to hold the rate until June 30, 2001. Increases after that will be subject to the ctirl rent fonnula of -2- CPI plus a percentage of any increase in the landfill gate rate. As mith the previous agreement, they will agree to an annual cap of five percent. Waste anagement will continue to provide refuse clean up to residents in the spring. They 11 pick up yard waste from April l through November 30 and provide a driver and vehicle for the leaf plow program. Waste Management is offering a Senior Citizen discount of 10 percent. This would be for seniors over 65 years of age living alone or with a spouse. The City will determine those eligible and certify the status of the resident and report the number of applicable units to Waste Management with the monthly home count. Waste Management will continue to provide Port-O-Let units for t e neighborhood watch. They are proposing an increase for the City parks from $60 t S65 for regular units and from $100 to $110 for handicap units. The charge for Po -O-Lets has not been increased in five years. Mayor Prochaska would like to see a percentage cap per year also. Morley feels that they would be agreeable to that The current contract expires in June. Minutes submitted by: Mollie Dunn -3-
