MEMO To: Jim Nanninga, City Administrat r From: Joe Wywrot, City Engineer Subject: State&Morgan Resident Meeting Date: December 3, 1999 A public meeting was held at 5:30pm on 12/2/99 in the Kendall County Board Room with several residents of State and Morgan Streets regarding the recent utility and roadway construction in those areas. See attached attendance sheet. Also attached is a letter from Mrs. Billie Hosey who was unable to attend the meeting. Mr. Peters mentioned several items of concern: • The present condition of the parkways. Landscaping has not been completed, ditched are too deep, and culverts need to be extended further out from the edge of driveways. • The drop-off at the edge of the shoulders. • Cars sliding down the hill in the wintertime will end up in the ditches. • Ditch depths are severe in some locations. • Is this project precedent setting? This project detracts from the aesthetics of the neighborhood and property values. • Curb and gutter were constructed on Spring Street recently. Why weren't curb and gutter installed on State and Morgan Streets? • The length of time it took to construct the project was much too long. Concerns with efficiency and safety for residents. • Some trees had limbs torn off by equipment during construction. Debris and construction material was left on the jobsite too long. Mrs. Peters said that Ms. Betz was kind enough to leave water for the workers during the hot weather, but that kindness was not returned. Her hose was moved and garbage was scattered across her yard. Barricades were destroyed by traffic but not picked up. Mr. Peters had to call to see if it was OK to use his concrete driveway. The contractor hit gas lines and people had sewage in their basements. Larry Kot explained that this was originally going to be a single contract, but it was broken into two contracts to save money. Mrs. Hosey said that signs need to be put back up right away, especially the Yield signs at State and Madison. Art Prochaska said that if the city were to put curb and gutter along all the streets it fixed, we couldn't afford to fix nearly as many streets as we could otherwise. The project on Spring Street was an exception because there was already curbing on the south side of the street and all we did was connect up the existing curbs on the north side. Mr. Leifheit expressed concern about ditches at his driveway. Mr. Peters suggested that for future projects we close the street down entirely. This will speed up construction and eliminate problems with dust caused by cars. The city agreed to perform the following work: • Extend culverts away from the edge of the driveways at certain locations. • Raise the rims of swale drainage basins and the profile of the swales where possible, while still maintaining positive drainage along the swale. • Pick up barricades. • Raise the fire hydrant at the State/Ridge intersection • Replace signage that was taken down during construction. December 1, 1999 City of Yorkville I regret that I am unable to attend the meeting you requested due to the short notice and my work committment. My daughter-in-law Tracy Hosey will represent my concerns and desires. 1) The culverts and ditches that have been carved out of the side of the road in front of my home and in other places is totally unacceptable to me. Since I live in a city and not in the country, I expect to have curbs &gutters. 2) The blacktop driveway that I had installed and paid for, next to my home has NOT been restored to my satisfaction. There are now 3 seams, a bump at one of the seams, and one of the flares (north) now has a rut in it. My original driveway did not have all of these unacceptable problems. I envision, through my life experiences, that within one year I will have difficulties with holes, etc. 3) Even though my sidewalks are not in good condition, they have been made worse by the ditch digging. I am on a limited budget and it is my decision when I can afford to replace the sidewalks and this is not a good time for me. I expect something to be done about this. 4) A whole flower garden (berm) and flagstones were removed. Plants that had a sentimental value, are no loner there. If someone had communicated to me that the flower garden would be removed, I would have made arrangements to move some of the plants. There was a considerable expense put into this berm. I expect it to be replaced as was. 5) Another peony bush was removed from my extra lot next to my garage. I expect that to be replaced. t page 2 6) Railroad ties that lined my other driveway by my garage have been moved. I expect them to be put back into place. I now need to ask the question. What water problem? I have lived in this home for 31 years and have NEVER had a water problem in the street. The potholes that occurred were caused by several excavations done on our street. Morgan street has been re-blacktopped only ONCE in the 31 years I have lived here. It is difficult for me to understand how the city does not have consideration for us long time residents. The communication has lacked significantly. Winter weather, like snow &ice, will soon be upon us. I am VERY worried that I will have difficulties pulling in and out of my driveways safely.
