Discussion:
1.) Concept 3 - $4,165.75 Invoice for New City Hall Flooring Structure Study — City
Council did authorize to spend up to $8,000 for additional architectural services,
phone calls, questions; etc_ The specifications for the building specified Douglas fir.
Douglas fir is very expensive and difficult to get. The TGI beams needed to be
analyzed to make sure they were comparable to what was specified. The analysis
cost Nvas approximately $2,200. Different places on the beams needed to be tested.
Wywrot feels that the work was done and we should pay the bill. S,:..- .,ad Burd
feel that the experts should pretty much know what materials are comparable. J.T.
said we asked them to tell us what materials are comparable. They only did what we
asked them to do. Sowinski suggest that the bill be divided three ways. One third
paid by the contractor, one third paid by the consultant and one third paid for by the
City. There are 22 hours billed for the floor consulting. Committee does not
recommend paying_ J_T. feels that if we requested an analysis of the floor and they
had to hire a consultant to do it then we should check into it. They designed the floor
in the first place. If they specified the wrong material in the first place, then that is
their problem. Pay Concept 3 for attending the weekly meeting and related services.
J.T. does not understand why someone would specify a material that they can not get.
Detmer did some checking and found out that TGI beams are cheaper.
2.) Gawne Lane Lift Station—So far we have not been able to get the easement. We sent
a letter to Mr. St. Dennis for the new proposed lift station but we have not heard back
from him. We need to decide what we are going to do. The current lift station is
inadequately sized. It also breaks down a lot and is not real safe for the employees to
go into. A new lift station would be adequate to serve more homes. Everyone that
would benefit from this sewer would pay for a portion of the line. Feltes'needs to get
an answer. His new home is progressing. He would prefer to have City sewer. Ve
could put in a sand filter, Feltes believes that Mr. St. Dennis has a working septic.
There is not a right of way in the street_ If you are within 250 feet of and the
septic fails then the homeowner nbeds to hook oitto City sewer. If we decided to
condemn the septic that will take some time. We wdilld have to find out what the fair

market value of the land is. Dave Lyons is interested in hooking on, but the financing
would have to be worked out The first four homes are on the current septic. There is
eight or nine homes total that could use the new lift station. We will send another
letter to Mr. St_ Dennis via certified mail so he has to sign for it. Start checking into
the cost of condemning and the amount of time it would take. Feltes needs to have
his sewer operational by May 15.
3.) Fox Road Culvert — Public Works could probably do this, this season. Cost for
materials is approximately $6,000. J.T feels that he would be able to come up with
the money. Sidewalks would be done in the spring. J.T. has someone with heavy
equipment that needs to work off some time. J.T would not do this project unless he
can find the money. We may have to replace the flared end section depending on
what is there once we start digging. Go ahead with project if we can find the money.
4.) Subdivision Ordinance — A snowplow is 12 foot wide that is bigger then the truck.
Why do we require residential streets to be wider the 28 feet wide? Sticka spoke with
the Naperville Fire Department and they require their residential streets to be 28 feet.
They claim they have never had a problem getting to a fire. They do not allow
overnight parking. Some communities allow 27 foot residential streets. When it
comes to snowplowing J.T would prefer 35-foot streets. We do have some specific
snow routes, basically the streets getting in and out of town and near 'me schools_
Sowinski likes a wide street. Sticka likes a narrower street when paying for it If we
make the streets narrower then J.T would not recommend allowing parking on the
streets. ft really comes down to personal preference. The normal is 27 to 34 feet
Center Parkway is 30 feet. A narrower street will help to keep the speed down. We
may need to look at having collector, sub-collector, and main streets. Then how do
we decide what streets are what? We would have to do traffic counts. The wider
streets seem to promote speeding. Most of the complaints that Mayor Prochaska has
heard about are the speeds on McCue and Spring. Committee would recommend 30
feet streets with 612 barrier curbs.. Storm Sewers— some communities have it and it
still goes into the neighbor's yard_ Do you set it up when the ground requires it?
Some areas the sump pumps run only when it rains and then other places it runs most
all of the time. We could give the developer the option to prove it is not needed-
This would need to be done by a licensed engineer. You would need to consider
ground water, if the ground is frozen, etc. Wywrot will work with Nanninga to come
up with some language. It will need to be site specific.
5.) Fox Hill B-Boxes— Fox Hill Unit 3- There are about 80 B-boxes, about one third to
one half do not work. Dresden does not feel that it is his problem. He originally put
them in and they worked then, now we should have the builder fix them or we should
fix them ourselves. J.T said there was a verbal agreement with Dresden that if we
allowed them to be put in concrete, he would be responsible for them. 1413ut there is
nothing in writing. We are not able to key the ones in concrete. Ideally you want the
B-box in a grassy area. Wywrot feels it is the developer responsibility, at least to fix
the ones in concrete. J.T would like Detmer to alert the Public Works department so
that we can go out and inspect the B-box ahead of time. After we inspected it, it
would become the responsibility of the property owner. When the punch list is done
the 13-boxes are checked out, we make sure we can find them and that they work. .f,T
will call Dresden. We should have a policy in place for this.

6.) Additional Business — Lawrence Crardner — Gardner wants to purchase a lot by the
cemetery. He wants to put in septic system with City water. He plans on building in
the middle of the lot. J_T looked it up and Gardner needs to go to Plan Commission
and ask permission. There is approximately two acres of land, J.T thinks it should go
to the 7oning Board of Appeals. IT does not see any reason not to allow a septic
field in that area. There is another home there that has septic and City water. IT will
check with Nanninga. Nanninga was doing some checking on this. Mayor Prochaska
would recommend estate zoning. Just need to go through the process.
NUT — We spent $8,500 for gavel for Spring Street out of the MFT fund. We
received a letter from Idot and they feel that we should have done it differently. We
needed to have plans approved and do it to their specifications. We need to repay the
$8,500. We need to take$8,540 from the general fund and repay the IvGFTo fund.
Valve Operating Machine — This is a machine to turn the valves in town. It is a
hydraulic machine. Cost is approximately $4,500. To turn a valve by hand you have
to turn it 21 times up,then 21 times down, and you have to do it three times per valve.
We have about 250 valves in town. J.T will get some information on an electric
machine.
Fox Hill Park Layout Update — Scott and Swithin are checking into it to make sure
that it is the same.
YBSD Meeting — They voted to approve the over sizing_ We are looking at the
northern areas_ Mayor Prochaska has asked Nanninga and Wywrot to look into what
it will take to service areas north with both water and sewer. A possible location for
another tower is Galena Road. We will have to decide if we want to do it but we also
need to know what it is going to cost We can look at doing an alternate revenue
bond If we could decide on a few major projects to go along with it, it would help.
Sidewalk at 215 Dickson Court - Our cost is $345. We do have money in the
sidewalk fund. Wywrot recommends paying.
Proposal for Radium—Recommended EET. Going to City Council. t
Fox TTill Bond Reduction—Will be bringing to COW.
City Hall Change Order 412—Light and Mark Miller feel this is a mistake not to put
the backer board in_ If we do we will probably never have a problem. If we do not
put it in there might be a problem_ It would go under the flooring of the entry way
and in the bathrooms. The flooring will be three quarter inch plywood base then a
thin layer of mortar mix,here they want us to put down the concrete liner and then the
ceramic tiles. The flooring contractor feels it would be very unwise not to put it
down_ The extra cost is 52,200. The warranty on the new building is one year_ So
far we are at about one percent with change orders. Sticka and Burd recommend
doing it.

Drug and Alcohol— Paperwork and check still needs to be sent down State. J.T. said
again that he would get it done.
Greenbriar SSA — Some of the homeowners say it is suppose to be owned by the
Homeowner Association_ Sticka feels that most people do not want a Homeowners
Association. Somebody needs to follow up on this. The SSA can not fund common
maintenance like mowing. IT will pursue.
