CITY OF YORKVILLE
PUBLIC WORKS MEETING
OCTOBER 18, 1999
MEMBERS PRESENT: Burt Calimer, Valerie Burd,Tom Sowinski, Dave Dockstader, Joe
Wywrot,Art Prochaska, Cindy Green.
Guests: George Petree, Robert Wegman.
Radium Issue Recommendation:Alderman commented that he felt all three proposals were
similar. Of the three he did say that Engineering Enterprises was the only firm to mention the
possibility of digging two new wells. He also felt that all seemed to be qualified and to be able to
manage the project. Jim,Joe, and J.T.were asked who they felt would be the best to work with.
They each picked a different firm. Discussion was held with regards to the teams that would be
working on the Yorkville project,their presentations that presented options to correct the water
situation. The group recommended that Engineering Enterprises as a first choice and Crawford,
Murphy, and Tilly as a second choice. This item is to be placed on the COW agenda of October
21.
Subdivision Ordinance&Standard Specifications: One of the issues of concern was curbing
types, barrier vs. mountable. Jim, J.T., and Joe felt that as a safety issue,the barrier curb are
the way to go. J.T. also stated that with the mountable curbs, residents have been complaining
about them and they also have been filling them in. J.T. also stated that maintenance with the
barrier is easier. It helps to contain the snow and water better. It was also noted that local
communities such as Sugar Grove and North Aurora also have barrier curbs. A comment was
made that the standard should be followed and not to negotiate them. Another issue raised was
the width of the streets. There was some discussion to decrease the width of the street to 28
feet. Currently the standard is 31 feet. A suggestion was made that if streets are less than 31
feet,there should be parking on one side of the street only. Also with this set as a standard,this
issue should not be negotiated. 1994 is when these issues were changed in the standard. It was
felt that they should be left as they are. This item to be placed on the October 21 COW agenda.
City Hall Change Orders: The following issues were discussed. Under cutting the parking lot
@ $13.75 per ton. in the excavating, soft soil inappropriate for a parking area was discovered.
Electrical service changes @$1,095. Deletion of the council chamber platform, (refund)Q
$680. Facia blocking @$3,768. Relocation of elevator equipment room @ $440. Removal of
foundation of game farm property walls Q$1,553. To run gas line for stove in employee
breakroom Q$574. Relocation of outside units,generator, air conditioner, etc. @(approx.)
$18,000. A couple of the items documentation is needed to verify costs. All items to be placed
on the October 21 COW agenda.
Fox Highlands/Sanitary Sewer Oversizing: The lines are currently 10 inch. To increase the
lines one pipe size, 12 inches,would be an additional $20,000. To increase to 15 inches would
be a cost increase of$50,000. Even though $50,000 is a substantial cost,the larger piping
installed would allow for City growth. The pipe will be in service for at least 50 years. Richard
Scheffrhan will work up an engineering report that would show to what advantage the oversize
pipe would allow.
SSES Project Change order#6 is in the amount of$20,169. This item to be placed on the
October 21 COW agenda.

Cannonball HilMatermain Oversizing: This would change the watermain to 16"along
Cannonball Trail and into Bristol. It was suggested to oversize the water main that goes toward
Blackberry Creek. A design engineer would need to put this addition into the drawing. The
increase in the watermain toward the Blackberry Creek would allow for possible future plans for
the watermain to cross the creek and maybe to a third water tower. This item was approved to
go forward with.
Heartland/Sewer Capacity&Sump Pump Issue: There was concern with the downstream
sewer. It was noted that each home shall have a sump for separate storm sewer service. The
cost breakout for the storm line would be approx. $6 to$10 per foot, or about$500 for each unit.
The current ordinance does call for it. It was recommended to maintain the ordinance issue and
to take this item to October 21 COW.
White Oak/Sidewalk Agreement-Hold Harmless Letter-Televise Sanitary Sewers: Clarify
the verbiage to say the sidewalk along Fox Rd. The City to pay for the culvert,developer to pay
for the sidewalk. Hold Harmless would hold the developer responsible if the bills are not paid
and not the City. The City agree to accept Units I and 11. Televise Sanitary Sewers,too late to
do Units I and II, but Units 111 and IV should be done.
Sunflower Estates: The bond reduction should be lowered to$320,000 from$461,000 and
acknowledge that the specified work has been completed.
Additional Business:
Wildwood Unit 11. A dead end or no outlet sign needs to be put up. Resident is upset, because
people are using his driveway as a turn around.
Sidewalk rebate. Two residents did their sidewalks on their own. Ms. Hurt on E. Park. Portion
due of City$72. Brett Horton Q apartments. Increased sidewalk width from 5 feet to 6 feet.
City would allow$3,400 for sidewalk repairs, but nothing for restoration.
Nicor request permits for work on gas main from S. Main to Mill along Van Emmon. J.T. is not
sure which side of the street has the least amount of existing utilities. This will need to be
researched more.
The City of Yorkville has been invited to tour ABB meters. Expenses to be paid by meter
company. Joe is hoping to send Joe Moore.
A bill received from Deuchler for the patching for city wide sewer overlays. EPA would not pay
for the additional cost of$8,500 patching. This item to go to bill list and has already been
approved.
