Discussion:
1.) Subdivision Ordinance&Standard Specifications—We are looking to update the ordinance. We have
made some changes and tried to clarify. Burd questions the length of rime for a recapture to the
developer. She feels this will limit the negotiations. Wywrot said this is something we can back down
on. When we end up having to split the cost then the City has to scramble for the money because it is
not a budgeted item. We have always asked for a field the survey to be performed prior to the
preliminary plan being prepared,when we actually request it then it is usually not a problem. Take to
COW on October 7,if it is ok there,take to City Council on October 14.
2.) Cannonball Hill—Watermain—The subdivision plans have been approved. There is a 16-inch
watermain on Cannonball Trail. Plans show the waterain being extended. Do we want to take this
oppurtunity to increase the eight inch watermain. We would have to pay for the difference in cost to
the developer. Wywrot estimates the cost to be$12,000. This would also give us a utility easement to
go on. If we over size to 16 inch do we ward to leave it at 16 inches or drop it down to 12 inches?
Wywrot will get in touch with the developer. The EPA may want new plans since the plans have
already been approved or we may be able to provide amended plans.
3.) Water Meters—For Outside Water Use—New charges went into effect on October l. I.T.has been
contacted by a resident that is getting a new lawn put in and he wants to get a separate outside meter
for watering. The resident would need to hire a plumber to come in and cut out the side spickets.
Then we would have to have NiGas rend the extra meters. This has never been an issue before now.
J.T.would charge$150 for the meter. Ralph told IT,to charge them what it should cost. A portal
sized household uses approximately 100 cubic feet per day. The resider will probably not go over the
amount. Sowinski suggest J.T.call the,guy back and explain the charges.
4.). Public Sidewalks•-Frank Wilman is building and instead of putting the sidewalk on his property he
would like to move it closer to Circle Center- There is only one person that does not want the sidewalk
there because he does not want to remove a really old Oak tree. We can leave the tree and go around
the existing conditions. Sidewalk is going in this week. We have had less interest this year. How
many gaps do we want to fill or do we want to save the money for next year? Burd would like to see a
sidewalk from Route 47 to the Riverfront Park We need to decide where we want to start. Take to
COW for discussion. Maybe along Route 47 east to Somonauk_ There is nowhere for anyone to walk
and there is a crosswalk at Somonauk. Wywrot will list some gapped areas.
5.) Potential City Hall Changes—Council Meeting Room Risers and Curs Stove—Originally we were
looking at putting eight inch risers in the Council Chambers. Mayor Prochaska is suggesting leaving it
all one level. This will help to make the room more versatile and save some money. Everyone is in
agreement on this. There is a separate cast to more the units south. if we do much in the future we
will want to have the units moved south now. Sandy would like to have a gas stove in the kitchen area-
It would be a good amenity. We will loose some counter space. We would not have to have a hood
because it is not a commercial wove. We would provide the stove ourselves. It probably would not
get used that much We would have to run a gas line and it would need to be vented. It would only
need to be veared if we are going to ftnisb the basement. Wywrot will get prices on running the gas
line.

6.) City Half Triple Basin-The triple basin is for the sally port Sowinski needs to sign for this. Other
changes,the I beams are superior to the conventional lumber. It does not swell and shrink or warp
which will help to keep them from squeakm& They are a better joist Wywrot would suggest paying.
Sowmsld said no that it is not our fault_ The man took this upon himself Burd feels it is better to have
better. This amount does not include any waste and the TGI bums are easier to install.Take to Cow
with mixed feelings.
7.) Additional Business-Consumer Conference Report is mandated that this be out by October 1, This
list all the contaminates in the water. This is a new law by the EP A. The report is for 1999. It shows
the violations. We have had two violations. One of them has to be published We only tested the
water seven times instead of eight. This report will need to be put into a booklet form because we need
to mail it out to all the water customers.
Snowplow-7.T.has a price of S4,740 complete. This is for an 11-foot plow with trip bar and all the
assembly that needs to go on the truck.
Builder Dumping Debris-Tlie City has been getting complaints about builders dumping debris and
washing out concrete trucks on vaunt lots_ 7.T_will look for a sale ordinance for the fines and for
other communities that have this type of ordinmxx in place.
Minutes from Plan Commission-Dockstader felt the minutes were weak. They were revised. There
were several things that were said that ware not in the minutes.
Radium Issue-Nanninga thinks would be a good idea to pick out a water consultant for the radium
issue_ Wywrot recommends having the three selected candidates to give a presentation at COW. We
are just looking to get to where we can pump three million gallons per day if we need to. Eldamain
well site is just sitting there with casings in the ground. There are probably several consultants that
could do this, If we ask them to the October 21 COW that should give them plenty of time to prepare.
Wywrot feels that if we invited them to the October 7 meeting that they still enough time. We will
start the meeting at 6:30 pm,and invite the consultants at staggered times We are looking at one half
to one million-gallon tower, if we go much larger then that then it wiD be much harder to keep the
water freah_ The consultants will help on deciding what we actually need. Allen asked what kind of
time line we have forthis,is it something that we can save for through the investment fund? We are
already pumping more then we store. There are a lot of water needs. We need to paint the south
Tower,we need to continue the line south to the booster station- Phase one of the project may not cost
a lot but phase two will.
