Discussion:
1.) Bid Results—Utility Tractor—We received six bids. Hogan Walker was the low bidder including
maintenance. We can take it to any John Deere dealer for maintenance. Paul Buck Inc.would loan us
a tractor if we took it in and they were going to have it for more then three days within the first year of
purchase if we purchased from them. J.T.feels that we would be able to get the same deal from Hogan
Walker.
2.) Bid Results—Paving PW Lot—The base bid was just for paving the rear parking lot,but J.T.asked
them to quote both the from and the rear. Cost to do both is approximately$25,000. Cost to do just
rear lot is$21,480. J.T.would suggest doing both because it would make it look much better. Aurora
Blacktop was the low bidder. J.T.has the extra$3,800 if we decide to do all of it. The Public Work
employees will do some of the work. The front will only be a two-inch overlay. IT.would lice to
revamp the Public Work offices once the new City Hall is completed. Take to COW,
3.) Bid Results— 1999 Sidewalk Repair Program—We received one bid. Wywrot recommends using the
landscape restoration. We spent a lot of more time last year then we anticipated. We have about
$9,000 worth of sidewalk to repair or replace. Sowinski suggest putting a sidewalk on the lot in
Countryside Center by the apartments. This was a mistake on the City's part. There are a lot of gaps.
If the money is there then we need to prioritize places where we need to put sidewalks. Areas in the
City right of ways can be done without questions along with the school areas. Wywrot figures we need
to work with the school in the next month. They would like to start j ust after Labor Day. Basically
just in front of the tennis courts now. Wywrot figures the cost to be about$6,000. It will be
announced at City Council. Check with Tony on the school part The green areas in Countryside and
the park areas are owned by a Corporation. IT, said the before Jack Purcell passed he told J.T.that the
green areas were given to the Homeowners Association. Take bids to COW.
4.) Countryside Parkway—Looking to do this project this fiwaI year but in the spring instead of the fall.
The drawings are not completed so they have not been sent offto Idot to be approved yet. The MFT
money is not there yet. Sowinski would I ike the street done. It is awful shape. Sowinski would hike to
move forward. Wywrot would be able to get the pleas to idot within a week. Weather plays a big part.
We would probably be able to start the project October 1 and there is the possibility of getting stuck
with a gravel road through the winter, Mayor Prochaska suggest moving forward, see how long it
takes to get the plans back from Idot and then go forward from there. We will bid the project out.
Bring back We might be able to do some hot or cold patch. J.T.wiII check it out. It would be
temporary. It probably will not last a season. Mayor Prochaska asked about the reclamhe program.
Reclatnite was put on Blaine,Boomer,and McHugh Streets and there was a noticeable difference. It
did a good job with repelling water. The program was not funded this year. Mayor Prochaska
suggests looking at it again next year. We need to look as ways of keeping out streets in good
condition for a longer time. Park and Main got overlays for about$5,000 each. This only buys time.
To use MET funds the street has to be done a certain way. We should be able to get some Federal
money for Game Farm Road. Walnut is not scheduled until 2004,but it is in really bad shape now.
Saint Patrick's Church is getting ready to build,so we might have to move it up. We do one major
project and then a bunch of smaller projects. This week and next week the County will be crack
sealing.
5.) June&July Water Department Reports—Take to COW.

6.) Parkway Trees—Our current Subdivision Consul Ordinance does not allow trees in the parkway,
between the sidewalk and the street. The reason is so that a tree is not in the way of the utilities should
something need to be dug up. If someone does plant a tree in the parkway we do not normally ask him
or her to remove it but we will not replace it if we have to dig it up. Do we now want to allow them in
the parkway now? If we do allow it,then it becomes our responsibility to remove it and morally
replace it_ IT. said the City put in a lot of the trees in the parkway. A lot of the time the sewers are an
the other side of the sidewalk J.T.thinks that in the newer subdivisions it would be ok because the
material that the pipes are made out of Tn the older subdivisions the piping is made of ductile iron and
is more fragile, if the tree obstructs the view,then we can go in and trim. It is a nicer look. J.T.
currently sends letters to the homeowner when a tree needs to be trimmed because of view obstruction_
This gives them the option to trim themselves or J.T.will go out and trim. We could put in a date or
could just allow for new subdivisions and we could include maintenance. We can make it so the
property owner would need to get permission on what trees we will allow in the parkway. Take to
COW with a Luke warm recommendation.
7.) Gawne Lane Lift Station—I-T.has not been able to get in contact with one ofthe residents. Feltes
suggest checking his building permit. Detmer would have to go in and check that The City could go
in and condemn the right of way and pay fair market value for that property and take the easement..
Roughly S2—3,000 in devaluation of the property plus legal fees. Feltes would be willing to give the
City that amount. Feltes anticipated springtime before completing his home. It would need to be
resolve by City Council to condemn it to get the easements. If he could get his project done by April l
he would be happy. When the roads start to thaw is when they will fall apart from heavy weight limits.
J.T. suggest send a letter through Dan's office to the resident that we are considering condemning and
that he needs to schedule a meeting with the City to discuss it. This might get him to call. The system
has to be failed by Detmer's standards. The Health Department also has a roll.there. J.T.will have
Dan send a letter. Bring back to nett Public Works meeting.
8.) Additional Business—Spraying Weeds growing in the Streets—We need to spray the weeds that are
growing through the cracks in the streets a few times a year. This would probably help to keep the
cracks from getting so big.
Berm on Walnut Street—We fixed the berm and we are going to maintain it.
Storm Sewer Service—Have to have storm sewer service and a sump pump. It is currently in the
ordinance. Mayor Prochaska feels that the residents on the north side of town will never need a sump
pump. But it is one of those things you just do not know about. Greenbrair and Blackberry have it. It
is a cost increase. Mayor Prochaska is wondering why we would want everything going to the sewers?
Wywrot does not suggest being selective here. Wywrot thinks it is a good thing because it keeps
people from trying to book into the sewer on a weekend. The developer has to run the line. Tf a home
backs up to a detention pond then you leave that and let the water run to the pond. Mayor Prochaska
would like further discussion on this issue_
Equipment—Bobcat—This is only being offered to Municipal hies, For$2,000 we can trade in our one
year old Bobcat for a brand new one. Right now we need to replace the tires. We will not have this
option next year unless we do it this year. I.T.will get more information and bring back.
Drug and Alcohol Testing—J.T.called and everything is fine. We just need to send the paper work.
Greenbri.ar SSA—Talked with Sticka this morning. J.T.can justify all the cost. 144 does not
recommend prairie grass around the pond. Land cash can not be used for maintenance. It is for the
development of parks,not for cutting the grass. Mayor Prochaska feels that dry detention should be
privately owned. Then the homeowner needs to maintain it but can not build on it, It does add to the
property. Mayor Prochaska suggests dry detention areas. When the people purchased the property the
SSA was on their deed_ It is already done weather the City levies it or not has to be determined. The
default SSA has already been passed. We need to decide if we are going to do the SSA or not. The
State will take care of the pond. They will come out shock it and stock it, The only cost is to maintain
it. Mayor Prochaska would like to know how other communities set these up. The parks need more
ball fields. Soccer just started,and we do not have it at the high school yet. Mayor Prochaska would
like to start looking at property for that, The City would need to purchase the land. We need a big
facility on the south side of town. SSA is going to COW.
