Discussion:
1.) Gawne Lane Lift Station—Plans have not progressed much. City would move and construct a new lift
station if they can get easements. The residents there would need to vacate an alley and give
easements for the sanitary sewer. Wywrot has designed the lift station. Feltes has talked to his
neighbors and at the time this first came up only one person had an issue with it. He wanted to know
the cost before he said ok. Feltes would rather be on City sewer. Currently he has two votes to do it.
One neighbor has backed out for now. He was off work for awhile and does not have the extra cash to
do this project now, Feltes is looking to share the cost. Feltes feels that eventually the EPA will
outlaw septic fields along all rivers. There is a 25-foot set back from the river now. Anyone that had a
worldng septic field that was not 25 feet back would have been grandfatherod in at that time. The City
needs the easements to build the lift station. There are some benefits to the City here. Callmer thinks
that maybe we should ask Dan if we could force them to hook up to City sewer since they are within
200 feet ofthe City limits. As a last resort the City could condemn the septic fields. Feltes would be
willing to do some financing for these other people with a note and a lien on their property. The City
could also carry the financing. Feltes and Dave will do all the landscaping and replace the sidewalks.
J.T.will go down and talk to the two other residents and try to get the easements. Feltes plans on
putting the pipe in. He figures he will be able to move into his new house in February or March.

2.) White Oak:Final Acceptance/Unit 1 &2—The developer has asked to be put on the agenda so that
final acceptance goes to COW. There are a few items on the ptmchlist that still are not completed. We
could tie those items to a bond and to phase four. This has been going on since 1996. There is still the
issue of the sidewalk to Fox Road and the railroad bill. Railroad has billed the City. Developer is
refusing to pay. Dan does not feel that the City is responsible to pay the bill. The amount is like
$75,000. If we accept it then that lets the developer off the hook to pay the railroad. Take to COW to
find out what the Alderman think.
3.) YBSD Agreement New Facility Plan—J.T.thought we already did this_ Sowinski does not think so.
Thought it was for the flow monitoring. This issue is for expanding the facility. J.T. said that at COW
we were going to ask YBSD to give us an actual cost,and at that meeting Nanninga said he would get
the information. Find out where Nanninga is and bring to COW.
4.) Overhead Streetlight at Routes 47 and 34—Route 47 and 34 have become very dark. There was four
lights in the beginnin& The wind has caught three of them and torn them down. ldot helped to pay for
the signals but not the luminator lights. 'There could be some liabilities there ifwe do not
repair/replace if something should happen. J.T.feels this is a good price. We have had a lot of
accidents at that intersection_ Take to COW to see what all the Alderman think
5_) Sanitary Sewer Rehab Payment#8-$81,718.32—Hopefully there will only be one more payment after
this one. Landscaping issue has been worked out. J.T.thinks we may have to do some top work at a
later time. Take to COW.
6.) Sidewalk—Fox Hill—Fox Hill has a road leading into Doc Davis' farm. Sidewalks are heading in that
direction, J.T.thinks that maybe the developer has been told that he needed to put sidewalks in. Then
there would be a sidewalk with no road. Typically a sidewalk does not get put in until the home is

built. Find out the discussion and bring to COW. The developer was supposed to put in a 20-inch tall
berm. The developer said that the property owner knocked it over. Plans do not show a berm.
7.) Additional Business—Bid Opening for Demolition of Game Farm House—Demolition is only a last
resort There are people interested in moving the home. if someone wants to move it to one of our lots
that would be ok_ Callmer would like to know the cost of digging a foundation,moving the house and
hooking up the utilities on one of our lots. Swithin had the idea of maybe moving it and using it for
park recreation activities,or as a warming center for an ice skating rink The upstairs would basically
be unusable space. Discuss at COW.
TGI Beams—These are composite beams made of both wood and steel. The contractor came to us and
asked us to consider using them. We agreed. Then we found out there would be an additional 56,000
charge for these beams. Wywrot talked with Nanninga,IT.and the architect and decided to leavc it as
is.
GreenBriar SSA—All of unit two and three are ready to go. Check with Nanninga to find out where
things are.
Drug and Alcohol Tcsdng for CDL—Everything has been ok and sent down state. IT.will call and
check on it.
