Public Works Minutes 1999 05-17-99 UNITED CIZY OF YORKVILLLE Committee Minutes—Public Works Date of Meeting:May 17, 1999 Tune Convened:738 P.M. Location: 111 W.Fox Time Adjourned: 8:35 P.M. Attendees: Joe Wywrot Tom Sowinski J.T.Johnson Art Prochaska Valerie Brad Dave&Sue Ligons David Dockstader Discussion: 1.) Septic Problem—Dave Ligons,329 E Van Emmon—J.T.has talked with Bill Delmer. Detmer feels the sewer has failed Detmer said that if the septic system needs to be added on to then it has failed. Ligon has spoke to the Health Department,they say it is not a failed system. J.T.said that Detmer would be ok with it as long as the City gets something from the Health Department in writing. Ligon now have a family and they need a larger system. The septic that is currently there was supposed to be for a three-bedroom home. System was not designed correctly. There is seepage at the end of the system They have been given a 30-day notice. Septic was sized by the size of the property. Ligions has spoke with a plumber and there is no way for him to hook onto City sewer without putting in a lift station. That would be an additional expense of$6,000 to$8,000,above and beyond hooking into the City sewer. He has an ejector pump in the basement The first floor of the house is only 14 inches above the sewer. An ejector pump does not pump sewage. The sewer Tine should be 18 inches below ground J.T.would rather hook everybody up to City sewer because he does not like septic systems. Ligon does not plate on building on the spare lot It is only a back yard. He did build a shed on that lot He only plans on expanding the septic. The system is worldng but it is not up to capacity. They are within the City limits. if the septic ever fails again then they will have to hook onto City sewer. We do not want to set a precedence here. The idea of the ordinance was that if the septic had to be dug up and completely redone then it would probably cost about the same amount of money to hook onto City sewer. Take to COW. Committee recommends expanding the field 2.) Proposed Greenbriar Special Service Area—J.T.and Wywrot put together some numbers for unit two and three for the SSA. It is usually based on the property,home,townhouse,etc. As the subdivision is built out then it should avaiage out Lots are accessed at a lower amount This shows up on the tax bill. If we do as SSA,the City will be fronting the money this year. There are 138 lots in unit two and three. There are only 27 lots left out. Take to COW with recommendation. State of Illinois will came in and shock the pond for free. 3.) State&Morgan Hid Results—Bid opening was in late April. This included water main,storm sewer, and street. Bid came in at$265,000 if we do it as two separate projects. Water main and storm sewer and then streets. We have considered having City crews do some of the work. We cut the contract in half Wywrot would not recommend taking away more then one per contract J.T.will need to purchase some supplies that will cost approximately 54,000. It will still help to reduce some of the cost. We will need to do what they need us to do when they need it done. Wywrot figures there are about 15 culverts that will need to be put in. We are putting in swails now. We will need to coordinate. Wywrot suggest having City crews do the water main and let Aurora Blacktop do the swans. This will help bring cost to about$255,000. We only have$223,000 budgeted. We will need to come up with the money. Wywrot thiuks we night be able to use some tax money from Remline. Bring to COW. If the money is there then do it 4.) Forma Amoco Gas Station—207 E.Main-Basically Amoco requested that the City sign a three party agreement with them tit State and us. There is a..house approximately 250 feet down stream with a private well. We have received another request to sign the three parry agreement or the offer will -1- , expire as of the end of July. We do want an analysis done on this property. Table further discussion until we hear back from Delta. 5.) Sidewalk Replecamoul—Paul&Karcu Hurt—They have a short section of sidewalk that has settled over the utilities. Her brother only lives a few blocs away and he was having a patio put in so she got a really good price. She would like us to rebate her back once the sidewalk is installed- The total cost is$120, Sidewalk replacement is only for replacement. It is not for new construction. There is a piece of property in Countryside Center where there is a gap. Did not know whom the property belonged to until years later. We need to find out what the cost will be. J.T.does feel it was the City's fault. 6.) Blackberry Creek FloodPlain Study—Caumonball Hill Subdivision—working on the evaluations. Even though we have new evaluations we can not use them. Wywrot would recommend we use the 1989 study because it is more accumto. 7.) Lease Agreement with Inland Re.Brush—Cost per month will be$166.67. Lease is good for one year. J.T.would I&e to take it to COW. We will have to have someone come in smd chip. it cost 5173 per hour. J.T,would like to have him come twice per year. Once in mid summer and once in the fall. He can chip 100 cubic feet per day. We can not sell the chip because it will not be steraJi7ed. We will have to go out and turn it over every few weeks. F.E.Wheaton is looking to purchase more land from Inland. We have a letter that we are handing out We are not going to fence the area oft We will fence it if we need to. The area will need to be policed. Take to COW 8.) Chemical Cost for Sewer—1999-2000 This is the chemical that YBSU wants us to use• Miff got the pricing: It is$2,293.50. It is a citrus degreaser. Money has been budgeted. I.T.need Sowinkski's signature. 9.) Revised Resolution for WT Material Purchases—This use to be from January w December.It is being changed to be the same are our budget year. Hopefully then the Wr money will make more sense. $14,050 was for salt. The new hd T amount will be$35,230. Take to COW. This will be in resolution form 10.)IDOT Signal Upgrade Route 34 and Center Parkway—J.T.got a call from IDOT. The traffic signal controller is not Y2K compliant. If we only need to make it Y2K then it will cost approximately $2,600, if it has to be redone then it will cost more. J.T.bas budgeted$3,000. We will approve as a not to exceed$3,000 11.)Riverfront Fence—Change Order##I—We got two more prices on fencing. Two post per panel or bolted. Bolted would probably look better. The two post would be nice if you needed to get a backhoe in there. Cost is$1,380 for the bolted fencing and S 1,550 for the two-post type. We bave to either accept or reject Mayor Prochaska feels strongly that a portion of the fence needs to be removable. The concrete portion goes down 12 iuches. Using the bolts,we will need a combination of sleeves and bolts. Sowinski feels that if we are spending 522,000 they should throw in the bolts. Looking to have 30 removable feet of fencing. Sowinski suggest 20 feet. They wanted to be able to have flue people goMug at one time. Sowinski suggest that if Riverfront wants to pay then difference then ok, otherwise we can not do it. Mayor Prochaska will talk with Riverhnnt 12.)Additional Business—Garbage Contract—Dockstader commented that this is the last year of our cturent garbage contract Namninga has been in ocmftct with Waste Management. Dockstader would like to see some numbers. We need to find out what they are willing to do. Montgomery has a yard waste area,this is where the residents can take lawn waste. Leaves and grass can be put in cardboard boxes or in Kraft bags. There are more major companies that service this area now. Your do not want to go with a smaller company. The City will always own their garbage. If a company was to illegally dump the State can come in and access fines for clean up to the City. Dockstader will talk with Nanninga. We need to decide what we want Do we warn more yard waste,do we want one 64 gallon container or more? We need to have some ideas. Curb Sweeping—Balts Slot Cleaning will do for$75 per hour. Waste Management is at$78 per hour and Kendall County Concrete is at S75 per hour plus travel ximoa J.T.would like to do now. He usually tries to have this done when it is a little wet to help keep down some of the dust. They only do curbed areas. We have a lot more areas to do this year. J.T.will pursue with Kendall County Concrete. -2- Fountain in Park by Beecher—Cost to tun a one inch copper line would cost l . W wool ly have trench it out and bury it. To use one and one half inch copper but this would do everything. We would have to rent a trencher for the day. Itwould be used to water the fields to help keep the dust down. Could put in a farm hydrant with a one-inch line. If we wanted to at some point put in concessions with bathrooms then we need the one and one half inch line. This needs to be discussed with the Park Board. When J.T.gets the cost together he will fax it over to Swithin. Don Gatbe—J.T.has been U*g to contract Gabe. There is no answer. J.T.will try calling later in the evening. Cost is around$4,000. It is not a good idea to run one line for one home. Beecher Roof—We have been calling. They were going to come during the time of the Hastert Reception. We asked them to hold off and now it seems that we are having a problem getting their' back. Hamilton—They have contracted out the landscaping. If we do not get anymore rain,the Landscape Company will be in at the mid of this week or the boginning of next week.
