Discussion:
1. ) Well Protection - We have been working with Illinois Rural
Water Association (IRWA) . Our road salt storage is too close
to the wgell on Tower Lane. We are in violation of the EPA.
The whole lot at Tower Lane should be either blacktopped or we
should put down concrete. We will have to see how this years
street projects go. Wywrot figures the cost to be
approximately $10,000. Tabling for now, revisit this subject
mid-summer. This could be added as a change order at a later
time.
2. ) Year 2000 Capital Projects - Wywrot did not put together any
numbers. He basically did a windshield survey. Wywrot
recommends mostly water projects, with maybe one or two blocks
of streets. Then next year streets will be ready to go.
Wywrot and J.T. are meeting with Deuchler Tuesday evening.
Existing payment will be grated and then put back down. We may
be able to get some federal aide with Game Farm Road_ Asphalt
plants just opened last week. We will start seeing some patch
work within a month or so. We have a couple of streets that
need to be redone. High volume could be what is causing so
much damage in Spang's area. Wywrot recommends starting with
the south end and moving north. A 12 inch water main will be
put in next year. Wywrot thinks it would help in the water
quality. Street Project - Countryside Parkway will probably
get done this year. Liberty is in really bad shape. If we do
not do Colton, Wywrot then suggest Colonial Parkway. The
curbing is starting to crumble. If we wait then we will
probably have to replace the curb. Morgan & State - Bid
opening is tomorrow. One block of Beaver Street is going to
cost approximately $75, 000. Wywrot thinks Colonial Parkway
will cost around $100,000. Wywrot would like to get a
recommendation so he can start on things. He feels that we
will do both State and Morgan_ Rot feels that we should redo
the worst roads with the most traffic. Redoing Colonial
Parkway will help it to drain properly. We will have to patch
the curb. Sowinski suggest repairing/redoing Colonial Parkway
and Beaver Street to Badger Street. Rot is wondering if we
could build up some of the streets with gravel? Then maybe you
wouldn't feel like your car was going to fall off the street.
Take to COW. Wywrot will update street and water projects.
3. ) Sunflower Unit 1 - Bond Reduction Request - We had received a
request from Inland to reduce their bond. They are already at

the minimums for most of their subdivision. Inland has not
paid most of their fees lately. We need to encourage them tp
pay to reduce the bond by $103,426. Table until fees are paid,
then take to COW.
4. ) Radium Proposals - Baxter & Woodman did some work for the City
about 10 years ago. 'Crawford worked with Nanninga when he was
in Aurora. Engineering Enterprises is the firm that Oswego is
using_ They know Oswego' s water system. The EPA has not set
the standards yet. Wywrot recommends waiting until the
standards are set. From a political stand point we may not
want to use Engineering Enterprises. Large sand filters will
remove 70 percent of the radium. J.T. feels that Zelite is the
most state of the art filtering system available. The EPA is
going to go to five or zero. EPA is studying different
minerals in the water. There could be other things in the
water that could become an issue at some point. Tabling
further discussion.
5. ) Results of Bid Opening - Riverfront Fence - We got three bids.
Peerless Fence, Fence Masters, and Action Fence Contractors.
We checked references and Peerless was highly recommended.
They had the best service and quality. Fence Masters also had
good references, but not nearly as good as Peerless. We
already have a lot of work scheduled for the City crews. we
have some grant money and some money from the flood damage.
Sowinski is concerned with the maintenance. He would like us
to check into vinyl fencing. Hot would like to discuss with
the Park Board and Riverfront committees to make sure they are
happy with our choice. The purpose of the fence is to keep
someone from unintentionally from going over. Sowinksi does
not feel style one looks very safe. This fence is going to be
up for a long time. Maybe the Riverfront committee has some
funds they could put forth. Then if we could afford it we want
to go with style two. Maybe the Park Board committee has some
extra money. 42 inches is the standard height and we really do
net want it to be shorter then that. Maybe we could do what we
can afford now and then purchase the remainder at a later time?
It will probably be June. Contact Prochaska for Riverfront and
Park Board committees.
6. ) Merit Increase Policy - This is for the Engineering and Senior
Tech position. The money has been budgeted. We currently only
have a Senior Tech position. We are looking at a four percent
increase for the Senior Tech position and an eight percent
increase for the Engineering Tech position. Rot is concerned
with the percentage. The Police fight for a three to three and
one half percent increase. He does not want to create a
hardship. City Council would have to approve the increase. If
it is tied into the union contract then everybody knows they
are going to get a three percent increase. After a while the
attitude becomes, why, should I bust my butt, either way I am
only going to get a three percent increase. Hot feels that if
we are going to do this then we should do it City wide. We
should have a merit increase. The Public Works employees have
step increases that act as a merit increase. They get the

three percent increase and then their step increase. First and
second year employees usually get an eight percent increase.
Wywrot thinks Nanninga is ok with this. Nanninga wants to have
some type of merit for department heads. Kot is ok with the
Senior Engineering Tech, but he would like to drop the
percentage down for the Engineering Tech position. Wywrot
thinks that the evaluations should be done early in the year so
we can decide if we can budget that amount of money. If we can
not then the employee would get less money. Dhuse is a good
employee. He is enthusiastic and shows a good interest.
Eliminate the Engineering Tech position for now. Take to COW.
7. ) Countryside & Route 47 - Final Change Order - we need to
increase the amount by $6,092. We had to change the height
from 34 feet to 46 feet to avoid the wires. These are final
quantities. This is coming out of MFT funds. We can go to
$140,000 and still get a credit back of about $5,000. We are
at $135,500. Take to COW.
S. ) Yorkville Business Center - Final Acceptance - We have never
accepted this subdivision. There was some temporary curbing
that was damaged, but it is not hurting the road at all. It is
just an esthetically thing. Wywrot would suggest that we
accept subdivision in May.
9 . ) Dead Elm Tree on Orange Street - This dead Elm is behind the
house of an elderly couple. J.T. figures that it will cost
$800 to $1,000. These people are very fragile. The tree will
have to be lowered so it does not fall on the house. J.T. will
get prices from a few people so these people do feel that they
feel the are getting the best price. He does not want them to
think the City is trying to take advantage of them.
10. ) Additional Business - Change Order #2. This is for the corner
of Rt. 47 and Rt 126, Cozy Corner restaurant and where the
Shell Gas Station use to be. Shell has agreed to remove the
contaminated dirt, it is contaminated with gasoline. Work has
been done. Looking to get a recommendation on this and then
take it to COW.
Green Briar Pond - We need to decide if we are going to start
mowing or not. Green Briar Road has not been accepted. There
is an SSA in effect for unit one and two. Should there be an
SSA for all the residents because they all are going to use it?
Unit one will have to vote or the City could maintain it, but
could they maybe donate some gravel to help cut down on the
mowing? Kot does not feel that we should only charge two units
and not charge all the units. The pond is in unit two and
three. Sowinski does not have a problem, because the pond is a
benefit to those people and when they go to sell their property
they will be able to get more for it. The City needs to fund
the care. Wherli currently owns it. Last year we mowed it,
then leaned the property and the bill still has not been paid.
Sticks thinks we should mow and bill. Rot does not think it is
fair to the other people in Green Briar. He would like to see
the numbers first. Mow if Wherli does not.

Paint Stripper - Paint Stripper is used- for stripping soccer
fields and parking lots. J.T. feels that we can come up with
our half of the money and Parks did budget for it., '
Storm Drains - There are kids that are running through storm
drains. We do have grates but they do not cover completely.
They are *open about 12 to 15 inches to, let smaller debris
through. Anything 15 inches or larger gets a 'flared end
section. Check all drains on Rt. 47.
Digging by Railroad Tracks-- Hamilton is fixing 'a manhole. -Its
Ameritech's and we would have to fight tooth and nail to get
them to 'move it.
CDL - Cleaning up language. We had to mail - it to Illinois "
Municipal League. They -have to 'approve any changes. If they
approve then they will print. J.T_ should know something. by
next meeting_
Hydrant on VanEmmon. and .Rt. 47 - We will' need to kill the main: '
The valve is by east Rt. 47. Top of 'box was hit 'by a snow
plow. We are digging up to repair. Probably take down then.
