Attendees: Mike Anderson JeffSpang Tom Sowinski Joe Wywrot Richard Sticka Larry Kot Richard Scheffrahn Discussion: 1.) Radium RFP&Consultant Presentation–Wywrot is asking to table. We sent out seven requests. At a later time three more request were sent out. All proposals are in, Wywrot has not had a chance to review them. The project will be done in three phases. Proposals are for phase one engineering. Consultants will be coming up with ideas and different solutions to the problem, We want the consultants to have an open mind. We have gotten feedback from several consultants. The radium is not as big an issue as we thought it was going to be. Our variance expires in April of 2000. The EPA has not set the standard yet. There is a commitment that they will come up with a solution by April 1999. Wywrot will go through the proposals by the next meeting. He is hoping to have the list down to two or three. One of our options is purchase water and not use our private wells. This is a private entity selling water meeting the radium standards. Sowinski suggests letting Nanninga,J.T.and Wywrot make a recommendation on what consultant to go with. Scheffrahn feels that it should be decided by the City Council. Sticka agrees that the City Council needs to be involved with the decision. Wywrot thinks it would be a good idea to be able to put names with the faces and to know who the consul un :. _ o—k to next meeting. 2.) Year 2000 Capital Projects–Wywort is looking to get a feeling of what we need to do next year. Pavia Marting did a capital improve program and suggested to replace a watermain on Main Street from Hydraulic to Ridge. Wywrot can not find a reason to do this project. He recommends continuing the 12-inch main south on State Street from Fox Road to Dolph Street, and then east to Main Street. While we are there he suggests that we replace an old four inch main on State Street between Dolph and Beecher with an eight inch main to increase fire flow and get rid of an old watermain. This builds another leg of the larger watermain to the Booster Station that is needed to provide water to the south end of town without dropping pressures in the older part of town dangerously low. It allows us to abondon an old four inch cast iron watermain that has been is service for over 70 years. Wywrot's estimated cost for this project is$180,000. The five-year plan was not to replace all old watermains within five years. Spang feels that the quality of water is poor. Spang feels this project is part of starting the main project on Main Street. Wywrot recommends abandoning the six inch watermain that runs parallel with and eight inch main and everyone will be hooked up to the eight inch watermain. The six-inch water main only runs to Ridge. Spang feels we need to improve the quality of water in his area. Wywrot said you would want to run one and abondoned the old ones. The eight-inch watermain is only about 30 years old,and should last much longer. Old watermains are not really uncommon. Breaks are starting to happen. Need to up our capital improvement projects as we complete them. Streets–We need to decide what street projects we want to do also. We need to do as much as possible with the money we have. Somonauk to Park is in really bad shape and is probably not wide enough for two cars. Spang thinks that before we start tearing up streets we should try to get them driveable. The area bounded by Route 47,Liberty,Main,and Somonauk was in our street capital improvement program for 1999. This area had been proposed to have a storm sewer installed and streets reconstructed. We thought that since this area had a higher percentage of older citizens,it might be eligible for cuL—6 ,A grant. This project will cost over$500,000. The necessary application and surveys to apply for the grant were never done. This area may not be eligible for the zoo[P] XV9 Z0:51 66/TZ/£0 grant now because of the changes that have taken place in the last few years. If we do not do with IDCCA grant then we need to identify the streets that we want to do. There is no drainage in that area and it does not make sense to pave without storm sewers. The water is killing the streets. $150,000 will come from the general fund. The money to do State and Morgan is coming from the general fund. Anderson would like to see us do something in that area because it is in bad shape. Wywrot thinks that Hamilton already repaired the sewer. Wywrot would like to have direction by April so he can start the engineering work. Plans for Countryside Parkway are being prepared. Spang feels that we should take the narrowest road,making it to the lowest acceptable width with no curb and gutter. Most streets in that area have curb and gutter and storm sewers,and the streets are 22 feet wide. Wywrot feels that we either need swails or curb and gutters. Sowinski would like to see the cost of both. Most of the streets will probably be complete rebuilds. Wywrot would recommend regular standards of 10 inch stone and four inches of asphalt. The more traveled roads get six inches of asphalt. If the roads have failed it is better to take out then to try to repair it. Pavia Marting did this five year plan and we have done a lot of what they said we needed to do. Spang wanted to know if Wywrot had been out and driven our streets lately. Spang feels that the roads in the Industrial Park need to be considered. The main reason this project was included was because of the grant. Maybe we need to consider redoing our five-year plan. Bring back to next meeting. Wywrot will bring suggestions for next years street plan back to next meeting. Take water project to COW. 3.) Purchase of Theodolite—The Theodolite we have is pretty basic. It is not real accurate. It is ok for building a house. The cost for the new one Wywrot would like to get is$2,000. It is very accurate. Wywrot would like to pay at least half of the cost out of this years budget and the balance in July. Wywrot would like to get this right away to start surveying the streets. Wywrot would like to spend $1,500 from this year's budget and the balance from next year's budget. 4.) Beecher Roof Bids—We had the bid opening. Two bids that were very close. It will not be a complete tear off. Both companies are bidding the same kind of shingles. Take to COW on March 18. J.T. will need to explain there. 5.) February Water Report—Take to COW March 18. 6.) Don Garbe Water Connection—Tabled, Have J.T. give Sowinski an update on what Garbe plans on doing. T) CDL Testing—We discussed options at the last meeting. Spang got a copy of his plan from the FAA- It allows the employee to enter into a substance abuse treatment program. If the employee refuses to go in for treatment,the employee would be removed. After successful completion of a rehabilitation program,the employee will be subject to regular unannounced testing for one year. At the end of the one-year period,if the employee has ceased the use of illicit drugs or alcohol,no further follow up test will be required. Any recurrence of illicit drugs or alcohol or other substances will result in immediate removal, We need to come up with a complete policy. Wywrot will incorporate this in. We need to run this by Dan. CDL pricy applies to the Public Works Department. 8.) Engineering Tech Position—We have a person in a portion with no merit type of increase available. Basically there is only a cost of living increase. Wywrot suggests a merit increase for the Senior Engineering Technician.Dhuse does not have an engineering degree. We should put some requirements in place. Spang suggest continuing education. This would need to be on his own time. By increasing his knowledge he would be making himself more valuable to the City. We may need to put semester hours on it. The City does not give a cost of living increase. Wywrot feels there should be a cost of living and a merit increase. Dhuse did get a three-percent increase. Maybe we should consider making him a salaried employee with an hourly rate for plowing. We are establishing a merit increase and we need to set a budget.The Committee recommends putting a line itemin the budget for an increase. We can figure out how to put into movement at a later time. Wywrot recommends retro- active to March,which is anniverary date. Scheffrahn suggests May 1 like everyone else. Bring back details. 9.) West Main Street Storm Sewer(Ferrilee Kelley)—Kelley lives at the end of West Main. She is offering an easement for a storm sewer. Wywrot does not recommend because it is so steep. There is about a 40-foot drop off overlooking a creek. There is no drainage in the area. Wywrot or J.T,will contact her. 10.)1985 International Dump Truck Transmission—Public Works would like to keep the 85 International Dump and get rid of the C-65 so they recommend repairing. The 85 is newer then the C-65. It is a single axel dump. Cost to repair is approximately$4,000, Spang thinks we would be better off putting -2- 9001M XVA ZO:ST 66/TZ/£0 money toward something new or newer/used. The State got rid of this truck to the County and we purchased it from the County. It was old when the State got rid of it. Sowinski and Spang think we should keep the C-65 and wait until the new dump comes in. Wywrot said we may not be able to get all the work done we have planned without it. We probably will not be able to borrow from Bristol because they need trucks as badly as we do. The truck is worth more running then out of service. Wywrot will let J.T. know. Take to COW on March 18. 11.)Beaver Street—Results of Bid Opening—We had seven excellent bids. We are going with Aurora Blacktop. We would like to coordinate with opening of the Fire Department. It will probably be April or May before this is done. 12.)Telemetry Upgrade—We have an older system that is unreliable and out of date. We need to replace it with a more modem system so we can get parts to repair. The current system operates off synchronization of motors. It is probably 15 to 20 years old. This should replace system on well number four. Bring to COW on March 18. Wywrot will confirm that upgrade is for the total system. 13.)Bidding Out—State&Morgan Repairs—We are not ready to send out for bid yet. We need to get the EPA permit first. Now is a good time to request bids. This is a watermain with a street project. The cost for the watermain is separate from the street. We do not have enough money budgeted. Wywrot wants to send out as soon as we receive the permit. Take to COW on March 18 to authorize to send out once the permit comes in. 14.)Additional Business-:buiuy Road Access—We got a revised copy. This will introduced at COW and then discussed at a later COW. Deuchler Study—Wywrot presented Deuchler study to YBSD. We asked Deuchler how we could do this. Should this area go to Fox Metro or should YBSD expand. Sanitary district owns the interceptor in Blackberry Creek. Fox Metro is already planning the area to Orchard Road at Route 34. We do not know how it would be paid for if it goes to YBSD. Cost is around$3,000,000 to$4,000,000. YBSD is considering giving it up. If it goes into Fox Metro we need to have a boundary agreement with Oswego. YB SD can not serve Lynwood. The City would have to come up with a lot of cash up front. As long as the FPA boundaries are in place then we are a little protected. We need to start discussing this project and we need to be willing to put the money in at some point.
