Attendees: Joe Wywrot Tom Sowinski Harold Feltz Jeff Spang Mike Anderson Lary Kot J.T Johnson Tom Sowinski requested a special motion to accept agenda as is. Mike Anderson seconded motion. All in favor state aye; Mike Anderson—aye Tom Sowinski—aye Jeff Spang-abstain Discussion: 1.) Review Proposed FY 1999-2000 Budget—Different maintenance items are considered Capital Improvements. Sidewalk construction is with resident participation. Nanninga is hoping to get help from the school district to pay for a sidewalk along Somonauk Street to the Police Department. Cost is about$30,000 This amount covers a five-foot sidewalk,going through all the driveways and landscape restoration. Currently the kids are walking in the streets or through parking lots. Might cost less then$30,000. There is 7,000 feet of sidewalk. $30,000 is just an estimate. 2.) Authorization to Order Single Axle Dump Truck—Five-yard dump truck is part of the five-year equipment plan. Single axle truck is replacing the 1985 International. This is a purchase through a State bid. We need to order it now to get delivery in the fall. This is a direct purchase. The sooner we order the sooner we will get it. Everything was added in and it works out ok with the five-year equipment plan. We will just purchase the one ton dump next fiscal year. The earliest delivery would be August or September. Bids have been done by the State of Illinois. International always bids. J.T_ would like to get a snowplow from a different company that is about$1,000 less,but he would like to add a power tailgate. He feels that we will still be within the budget. Snowplow will cost about $1,500. J.T.will get a copy of the actual bid. We will probably want to purchase the one ton after July 1. J.T.has budgeted$56,000. J.T, said he is only changing around the equipment plan. Spang would like to know where the extra money is going to come from? Wywrot said that even with the increase, we would still have money left over. J.T.anticipates a carry over of approximately$27,000. There is old equipment that he does plan on selling. J.T.based income on 75 building permits through the year 2010. Water and sewer also contribute to this plan. In the new budget things are broken down. We will still have the money to cover the lease payments. Spang is a little uncomfortable without knowing what our money situation is going to be. J.T. doesn't know or think we can get out of it, but we might be able to sell to another Municipality. Take to COW February 18. 3.) Radium Pre-Application to EPA—EPA money is available at a minimum of 2.5 percent interest. We need to fill out the pre-application just to get put on the loan list. This does not mean we are obligate to take the loan. We have heard that the EPA is not going to act as quickly or lower the allowable amount as much as we thought. Pre-Application needs to be completed and mailed in by March 30. We can decrease the amount. Wywrot is comfortable with the amount but we could increase it. Spang thinks we should go up. Applying for$7,000,000. Take to COW. 4.) Blackberry Creek Dam—This is only an update. There will be an opportunity for public input at a later time. YBSD will be funding some of the study. Removal of the dam will not affect flooding beyond the immediate area of the dam,it would remove a barrier to fish and result in a more diverse wildlife population upstream. YBSD plans on acquiring about 22 acres west of the creek for - 1 - 200E kVd T£:9T 66/9Z/Z0 expansion. They would like to relocate the creek somewhere near the west edge of their property. The dam would remain, and the old creekbed upstream of the dam would be converted into a backwater. A small flow of about five percent current is needed to keep it from becoming stagnant and would still go over the dam. This flow would reach the Fox River through a storm sewer or a ditch. The old creekbed down stream of the dam could be reduced in size,but probably not be filled in completely. Kendall County plans on replacing the River Road bridge over the creek in about five years. Doing so will be more expensive if the dam is there because the bridge and dam are connected. They are not against moving the dam or relocating the bridge to the west,but they do not want to build two bridges. If the dam is removed, several riffles will need to be constructed along the main channel to the Fox River. Riffles are dams short enough that fish can jump over them. A fish ladder around the exiting dam may also be studied. The study will also analyze the effect on groundwater elevations,wetlands, and the water surface elevation of Jaycee Pond. 5.) January Water Report—There was one water main break. Water will take the easiest route to the top. The amount of water loss is estimated. 6.) 1998 Water Report-Bring any feedback on the yearly report to the next Public Works meeting. 7.) Beaver Street NET Resolution—We need to pass a resolution to use general fund money if there is not enough MFT money to cover the project. There should be some money that is not obligated coming back in. 8.) State&Morgan Progress—Plans are not done. We do have detailed cost together. Cost estimate is more now. We have a bigger street project then water project. We could delay Morgan and save about $76,000 and use that money to do Countryside Parkway. When we fixed Morgan last year,the residents were told or are under the impression that Morgan would be completed this year. Wywrot is just saying it is an option. Kot feels these streets are in really bad condition. Countryside Parkway is traveled more then Morgan, The residents have an expectation. Morgan is not a full restoration. State Street is beyond saving. The sewer underneath needs to be repaired. Sewer is off to the side. Countryside Parkway is just one block. Route 47 to Kendall. Sowinski suggest maybe just repairing one side for now. Wywrot checked with J.T.to see if we could do any of the work in house. Plan shows shoulder swails. There is no good drainage down Morgan and State. Bases are failing. It will be roadway,gravel,and then grass swails. Wywrot does not recommend taking away the gravel shoulder because then people will be parking in the grass and it will just become a muddy mess. To do inhouse it will probably take three weeks. We would want to start when it goes out for bid. Wywrot will talk with Nanninga and J.T. about reprioritizing. 9.) Gawne Lane Sanitary Sewer—At a previous COW meeting,Wywrot was authorized to do some preliminary work to get some cost put together. We can put in an eight-inch sanitary sewer above bedrock. Cross under the storm sewer. The lift station is not safe. It is not up to specs. Wywrot recommends a new lift station. If the Edmeicr subdivision goes in, then the Wildwood lift station will be abandoned. The homeowners are responsible for the sewer line and cost is approximately$25,000. The new lift station will cost approximately$40,000. Feltz is going to talk with his neighbors. They are having a meeting tomorrow evening. Spang asked if we could use an inverted syphon? Wywrot said no,it would require a lot more maintenance because of the low flow in the area,and we would have to dig deeper into the bedrock. There is one person that may not agree. He feels that it cost him $4,000 to get water and he felt that was a lot. He has been very guarded when Feltz has spoke with him. He will need to allow the easement for the project even he does not want to hook onto the sewer. Feltz is going to get an estimate on their part. This is not real urgent. There are four homes that might share in the cost. It has to be an eight inch pipe,that is the minimum of what the EPA will allow for it to be a public sewer Feltz will be back when necessary. 10.)1999-2000 MFT Maintenance Resolution—We will ask for a reauthorization. Salt is a big one, so we will be able to get through the season. This is pretty cut and dry. Take to COW on February 18,with resolution to be passed. 11.)Additional Business—Drug&Alcohol Policy—In the back of the program booklet,there are two disciplinary actions. The first one states that a violation of the policy will result in termination,or the second is to allow a number of times. J.T.recommends the first one. Spang thinks we should offer some type of rehabilitation. If a person were to volunteer for rehabilitation then would we consider reinstating? Could do the rehab at their expense and not allow the person to continue working during that time and must successfully complete the rehab program. Then the second offense,terminate. Spang will try to get a copy of his drug and alcohol policy from his workplace. A CDL license is -2- £00E YVA T£:9T 66/9Z/Z0 i required for new hires. If someone looses his or her CDL do we terminate the employee? J,T. currently has two employees that can not currently drive. J.T. said the big trucks are not needed every day. You can loose a CDL without being intoxicated_ There needs to be some type of policy. This policy is for CDL drivers only. We do not do any random testing. Policy came from the Illinois Municipal League. Spang will get Sowinski information for COW meeting. River Front Fence—We have a proposal from Johnston Fence for a wrought iron fence to go around where the blocks are. Cost is W per square foot. Johnston would donate some of it. Spang has a card from the homeshow. Kot would like the Park Board to look at the fence before we make a decision. We will need approximately 540 feet. Kot thinks that there might be grant money available. Spang will get numbers together and give them to Wywrot or we could request quotes. We will have to install. Sowinski is against wrought iron because of the upkeep. He suggests PVC fencing. We have$15,000 in the current budget. Invoice for EPA Testing—Payment is due March 18, J.T.wants to pay this on time,but we did not budget for it. There is money that we can take out of water. Everyone agrees to pay on time. Set back for Wells—We want to establish protection areas around all our wells. Currently the minimum is 400 feet. We would have to have a study done around the well number three and four. We need to store our salt somewhere. We could grandfather that area in or exempt it. Wywrot does recommend exempting that area. Plano has the same problem. They are also exempting their area.
