Public Works Minutes 1998 11-16-98 } UNITED CITY OF YORKVILLE Committee Minutes—Public Works Date of Meeting:November 16, 1998 Time Convened: 6:35 P.M. Location: 111 W.Fox Street Time Adjourned: 830 P.M. Attendees: Joe Wywrot Mike Anderson Richard Scheffrahn Harold Feltz Larry Kot J.T.Johnson Tom Sowinski Discussion: 1.) Segmental Curb—Wywrot does not feel this is an appropriate use for new construction. Scheffrahn concurs with Wywrot. The curb is basically brought in in pieces and bolted down. It is cheaper but does not last very long. Tabled further discussion until Spang is present. 2.) Intergovernmental Agreement for Equipment and Personnel Sharing—Agreement has been finalized. Both Attomeys have agreed on it. Take to COW on December 10. 3.) July,August, September,and October Water Reports—There have been four or five breaks. Black dirt has been put down. 107 East Kendall has not been done yet. Take to COW on December 10. 4.) Cannonball Hill Watermain Oversizeing—Looking at increasing the size from an eight to 16 inch main on Cannonball. Cost is between$11,000 and$18,000. Dan has looked at this but has not had a chance to review. Difference in cost of the pipe is about$11,000,with labor we are looking at about$18,000. It is a bigger hole and takes longer to do and is more difficult to handle. It is anew subdivision. Do we want to pay for the over sizing? Wywrot recommends that we oversize. We may get an argument from the developer if we do not pay the labor cost. This is negotiated on a case by case basis. This needs to be addressed right away. The developer will probably need the cost right away. It is a small subdivision,only 26 lots. Wywrot will call the developer once he speaks with Dan. 5.) Fox River Watermain Crossing—Looking at additional funding for this project. Grants are not available for this project. Everything available for this project is low interest loans. Several cities have applied and been place on a priority list_ There are a lot of people on this list basically because of the radium issue. J.T.feels that our need for the river crossing will not warranty a priority. One the radium issue we have until March to get on the list. To file we need to pre-apply to the EPA. A I0-year note at 5.25 percent interest. This is going to City Council. Looking to start project early December. Our DNR permit states that we need to be out of the river by March. 6.) Kendall County Highway—Access Regulation Ordinance—This is just to identity traffic on County roads. This ordinance identifies certain roads. Ordinance would regulate signals, access points and distances. County would like to comply with the standards of this ordinance for Eldamain Road whether it is annexed into Plano or Yorkville. They have to take one large chunk at a time. We should respond to the County. Wywrot thinks this ordinance is ok, but he does not look at the political issues. Scheffahn concurs with Wywrot,it is a good idea,but the developers will not like it because of the limited access. Take to COW on December 10. Wywrot thinks it would be a good idea to add some of these things to our subdivision control ordinance. 7.) 1999 Capital Improvement Program—Wywrot has put together a one page summery of all improvements that have been modified_ We will need to add Gawne Lane because it will not last five more years. J.T. is hoping to put money in the budget next fiscal year for Gawne. Maybe pressure grouting could be put off this year. We may need to add money for Cannonball oversizing. We will not have enough money to do everything on the list. Streets—Fox Hill Traffic Signal—We need to start putting money aside for this. Ideal for NOT funds. Once IDOT says build it we will have to do it_ We are supposed to redo Beaver Street this fiscal year. We have a lot of projects but we do not have enough money. Miscellaneous—We budgeted$14,000 this year for sidewalks,we will probably want to continue with this. We have a concrete culvert that we need to put in on Fox. We need to - 1 - Z00[m %V3 Z£:LT 86/LO/ZT extend to the north end 30 to 40 feet,this is so White Oak can put in a sidewalk, It is only a$7,000 project. Wywrot just added some money to the Riverfroat Park. And then we have City Hall. Take to COW for discussion. Kot would like to have some recommendations so it will not take so long at COW. Pressure routing will be at the bottom of the list. We need to prioritize by need and cost. The pick-up truck is number one,dump truck number two. 1. Gawne 2. Sanitary 3. Elizabeth. J.T.thinks that the water projects are fundable. 1. State 2. Morgan 3. Cannonball Oversizing 4. Water Treatment Streets 1. Beaver Street 2. State and Morgan Streets 3. Countryside—to Kendall 4. Liberty—Grant will cover 75 percent of the cost but our share is still$125,000. 5. Surface Treatment 6. Crack Sealing 7. Traffic Signal. Miscellaneous I. Downtown Parking 2. Ameritech 3. City Hall 4. Fox Road Culvert 5. Sidewalks 6. Riverfront Park This is a working document. Some cities will allocate so much money to each ward and then let the Aldermen prioritize the list. Then the engineering department works from that list. Kot and Sowinski would like to take the politics out and fix what needs to be fixed. 8.) Request for Radium options/Proposals—Looking for committee authorization to start getting proposals for the radium issue. Not looking to do anything more then request proposals. We need to start working on this and this is where you would start. We will be contacting three to five consultants. 9.) Gawne Lane Sanitary Sewer—Harold Feltz—There are a few residents looking to abandon an alley and they would like an easement for a sanitary sewer. One of the residents feels he has already spent $4,000 on a lift station. One of the main concerns is the cost. Lift station is in bedrock. Talked about putting in a steel pipe through the lift station on the opposite side of the storm sewer. There is quite a drop to the lift station. If we were to go underneath,we would still be in bedrock and then might possible need another lift station. Wywrot suggest sewer being moved back and putting in stone and having the sewer go over that. A new lift station is approximately$30,000 and would serve fo th homes. This would make it a commercial sewer. They would need to get an EPA permit hen ey would need plans_ Wywrot was thinking that maybe the City could do the plans free of charge and then the residents pay for the work. City owns the lift station. The current lift station is always breaking down and is a hazard. Feltz does not know if anyone will contribute until they know an amount. Felt would prefer to be on sewer. Wywrot thinks this would be good to do,and he feels that the City should contribute to the lift station as well as the residents. The current lift station is not safe. Take to COW on December 10, 10.)Spreader Purchase—Looking to purchase a tailgate spreader for$1,500. Have gotten three quotes. This will be going on the new six wheel. J.T. is expecting delivery any day. We have no need for a V-Box spreader. Only need committee approval. J.T.would like to get it within the next two to three weeks. Sowinski would like to get rid of the equipment we plan on selling first. 11.)Radio Purchase—J.T. already purchased two radios. They were 5630 each. They have not been installed yet. One is for the new six wheel coming in and one is for J.T.'s car. You can not plow snow without a two-way radio. -2- X23 Z£:LT 86/LO/ZT 1:00E 12.)One Ton Truck Upgrade—J.T.would like to upgrade the hydraulics on the truck so he can put a spreader on it. Cost is approximately$1,500. But we might be able to get that down. J.T. says there is money in the budget even without selling the old equipment and it should not effect the five-year plan. 13.)Drug and Alcohol Testing—J.T.talked with the Illinois Municipal League. Our employees need to fill out some paperwork. Everybody gets tested once and they have to agree to the test. Money has already been budgeted. 14.)Additional Business—Hamilton just started today at State Street_ They will be digging tomorrow. Deuchler is doing the inspection. EPA has approved the loan and amount, but with the court case going on in Kane County they will not cut the check. This is a 300-calendar day project. Hamilton has been handing out blank flyers,they state work will begin on and end on but they are not filling in the dates. They will be doing a limited amount of work on paved areas and then they will go to grass areas. Waste Water Priority List—We are number 11 on the wastewater list. Garage Doors—J.T. is having the doors re-quoted. Roller and Bobcat—The bill has not been paid yet. IT is waiting on the paperwork from our attorney. Mayor Johnson has been notified. This should have been paid for two months ago Dan is filling out the paperwork for leasing, Sowinski will call Mayor Johnson, Sidewalks—The last pour is tomorrow. State and Morgan Streets—There will be some significant changes made in the grade. New Public Works Building—Floor is in. All the concrete carne from Kendall_ $3,600 worth of concrete. J.T. did call Prairie,but they could not delivery on that day. Elm Trees—Pessina has not come back in. They came in and cut down two trees awhile back. We have not been billed for it either. Super 8 Motel Sign—Still going back and forth. We may have to wait until the last minute,and then go out,take the sign down and lay it on the ground.
