Public Works Minutes 1998 10-19-98 UNITED CITY OF YORKVILLE Committee Minutes - Public Works Date of Meeting: October 19, 1998 Time Convened 6:30 P.M. Location: 610 Tower Lane Time Adjourned: 9:05 P.M. Attendees: Richard Sticka Jeff Spang Joe Wywrot Tom Sowinski Mike Anderson J.T. Johnson Richard Scheffrahn Discussion: 1. ) Pipe Bursting - The company that we originally spoke to about do this had some problems and are no longer here. A new company has offered to come in a demonstrate pipe bursting. They are looking to do a fairly straight section. We are looking at 440 feet south of Cozy Corner Restaurant. The cost to do this is project outright is approximately $70,000. With the demonstration, we are looking at about $10,000 not including our labor and supplies. They will want to invite Pavia Marting and maybe some other companies and communities to watch the process. This is not part of the approved loan and would be a really good way to get something expensive for a lot less. We will need an opening and some manholes. There are three services coming off the pipe and we will need to close them off. There is a lot of ground water coming in. Pipes themselves are sound. This will increase the pipe size from six inches to eight inches. The life expectancy of the new pipe is in excess of 50 years. The pipe thickness is about one inch. We need to find somewhere to get the $10,000• wlike want to spend $10,000 to save $60,000: The company would to do it this fall. Pipe bursting is fairly new. if it does not work we will have to repair it and make it work until Hamilton comes confidant They would prefer 2. ) Project Updates - The case in Cook County is holding up the awards. Hamilton has given us a 20 day extension. Now they will probably start in the Spring. Sidewalk Repairs - Repairs started today. Started on the south side working their way north. Concrete pouring will start Wednesday. Rt. 47 and Countryside Parkway - Coming in Wednesday to start. Should be operational early to mid December. Van Emmon - Barricades are there because a sanitary pipe was put in. We will be enhancing the parking area. What was gravel before will be paved. XV3 V£:LT 96/01/TT NOE Public Works Page 2 Water Main Crossing - The radium standards were suppose to be issued. How does the new river crossing work into the radium standards? If we are going to have to build a treatment plant Spang does not want to build a river crossing that does not work into the plan. You do not want to put both river crossings together because if one breaks then you loose both pipes. The only benefit to waiting right now is the interest rates. We need to have sledge areas that can handle a years supply of sledge. This will have to be done in a positive manner. Having a better quality of water and removing hardness. If we do not want to award this then we should not open the bids. Regardless of the radium standards, we will still need the crossing. We could have a major problem if a line breaks. It is justified to do the crossing, but do we want to borrow now or later? The only difference is the interest rate. Wywrot, J.T. , and Nanninga suggest g it. Elm Trees - J.T. has been dealing with Dale Pessina. J.T. is waiting to hear back from Dan. He is insured and bonded. Well #3 Starter Switch - J.T. has put it off. He will replace if necessary. J.T. can get the switch here within 24 hours. We might put it in the budget for next year. CDL Drug Testing - J.T. has not done anything with this. Drug testing is suppose to be done regularly. He has approval to spend $1,600, just needs to do it. Update on 1999 Street Projects - Sowinski would like to see an updated list. 3. ) Public Works Building Concrete Floor - J.T. got three quotes. Dan Wilson with Bricklike Foundations quoted $3,600 not including the concrete. This includes using his forms. Dan is doing the steps at the Riverfront. We will need eight loads of concrete. Spang would like to bid the concrete. Prairie has donated a lot of concrete blocks. The amount is under $5,000 so we can just get quotes. J.T. will get quotes and bring to COW. 4. ) Public Works Building Garage Doors - The quote is over a year old. Doors Are Us out of Plainfield quoted $3,200. J.T. would like to get going. They really need them. Committee approves of purchasing new doors as long as the money is there. 5. ) Leaf Update - Leaf plowing starts on October 26th and goes through the 30th. Then again toward the end of November. First bagged pick up is November 14, then on December 5. 6. ) Additional Business - Sale Items - J.T. has several pieces of equipment that he would like to sell. There is a rooter tiller, box, truck, plow, C-83 International. J.T. wants a minimum bidbox isOshot. tail n teworkingeoutfrealspreading well. salt. J.T. will run ad in the paper and accept sealed bids. Blackberry Creek Water Shed - If the dam is removed a study would be required before and after. The Department of Fisheries is requesting the dam be removed. The Water Shed Committee feels that the creek needs to be restudied. A new study would take two to three years and will cost approximately $100,000. Scheffrahn feels that the County should take ownership of this, but they may request money. There are not any aerials of the City. This would be a value to the City. Kane County has aerials taken every two years. When something gets messed up, you can usually find it early on. Contour maps are not very reliable. We have somewhat of an emergency procedure. We need to have a plan for removing people. We have a flood plane zoning area. This committee will come to a close at the end of the year. Then another committee will be developed. Committee drew funding from State grants. Scheffrahn feels that several people on the committee have different levels of expertise with flood water and water sheds. Dam was a building for a mill, but the mill is long gone. It is a very historic structure. Blackberry Creek has been stocked. This will go to COW. These are recommendations, we are binding ourselves with agreements of the recommendations. We will probably be asked for money to help fund the study and changes. This will also help the quality of water. Take to COW. Make any additional recommendation there. Removing the dam would complete drain J.C. pond.
