Public Works Minutes 1998 09-21-98 City of Yorkville Public Works Committee September 21, 1998 Attendance: Tom Sowinski, Jeff Spang, Joe Wywrott, Larry Kott, J.T. Johnson, Bob Johnson, Art Prochaska, Mike Anderson Gorey Request to Vacate Roadway Mrs. Gorey met with the committee concerning her request to have the adjacent roadway vacated to add a garage and room addition. In a letter, Dan Kramer stated to make this a side lot, but for the city not to vacate this. The residence should be treated as a normal side yard with the right-of-way being split down the middle. Adjacent land owner, Junior Horton, may be developing his property soon. It was suggested to have a letter drawn up allowing the Goreys to build their addition with the city's approval if done within the near future. This should be reflected on the title. Mr. Kramer and Bill Dettmer will be notified of the approval. This will go to October COW. Results of Bid Opening (Walter,Olsen, Morgan&Van Emmon Repairs) Aurora Blacktop was the low bidder but above the estimate by $15,000. It was discussed where costs could be reduced by eliminating the Van Emmon St. part of the project and to have Public Works do the landscaping and some manhole work. There is$79,000 for this project with $7,000 still needed. Van Emmon may be done at a later date. The City Council will review this Thursday. Material Purchase -Sanitary Manhole Repair Items Mr. Wywrott suggested Public Works rebuild the tops of the 6 manholes and Duechler do the base repairs later. The material cost will be $700. Material Purchase -Watermain & Storm Sewer Items J.T. Johnson explained the cost for materials to construct the storm sewer at the river front. The money would come from the Water Department. The watermain material purchase cost was $4,086. The radium issue, river crossing project, construction of a new treatment plant and its location were discussed. Pride Pantry Five private wells are located within a 2 block radius of Pride Pantry. The one at 104 N. Bridge is in the hydraulic radiant path towards the river. Amoco would like to leave the site the way it is. EPA will check into this. Watermain Work Rt. #47 &Van Emmon J.T. estimated it will cost under$7,000 to do this project which may wait until Spring. The hydrant, valve and watermain location were discussed. The railroad tracks are to be fixed on October 26. The traffic control price and (DOT's involvement were also discussed. Tony Graff and IDOT will be contacted. This will be discussed at COW. Elm Trees J.T. identified 10 elm trees on private properties which need to be removed. The city would cover 50% of the removal cost according to the ordinance. The removal will be $600-1,000 a tree not including the stumps. The city's share will be around $4,000. This expense has been budgeted for but a volume removal price will be requested. The homeowners will be contacted and the project will begin. f Public Works 9/21198 Roadway Surface Treatments Mr. Wywrott showed pictures of the test areas that were done this summer. The product results were favorable. This type of treatment will be budgeted for next year. Public Works Building Garage Doors J.T. explained the older, small building is needing new garage doors. He presented an estimate for $3,200. It was the consensus to wait until the new building is done and see if there is money left over. The new building should be done by next month's meeting October 19. Well#3 -Starter Switch The downtown well starter switch will be checked out tomorrow by an electrician and Lane Western. It has not been working and may have a cable problem. The consensus was to do the repairs after getting an opinion and checking with the insurance company. Leaf Update J.T. explained the bagged leaf pickup for TCD will be November 14 and December 5. They will collect an unlimited number of leaves placed in Kraft type paper bags or ridged containers. The leaf plow will come October 26- 30, November 16 - 20 and December 7- 11. This information will be placed in the newsletter and paper. Hazardous Pick-Up Date The problem of disposing of hazardous waste was discussed. EPA has lost their funding for doing this. J.T. has been in contact with Tom Cross's office. TCD may cost$50,000 and more for a pick up. J.T. will investigate this further. Sidewalks Fourteen residents have paid for the sidewalk repair program. There is over 5,000 sq. feet of sidewalk to be poured. The city cost will be over$10,000 and $3,400 has been budgeted along with an additional $11,000. Mr. Wywrott will be contacting the contractor to check on the bonding and insurance. There will be a pre-construction meeting. Chapel on the Green has asked if the city will help pay for some of their sidewalk repair but this was denied. Next Year Street Repairs Mr. Wywrott said that State St., Morgan and Adams will be repaired in early Spring. He recommended doing all of Morgan from Madison to Fox and delay Adams. The various scenarios were discussed. W. Washington Drainage The city may do a cut to redirect drainage but there is a tree in the way. The owner, Mike Crow, may be willing to give an easement to cut across the setback line. Mr. Wywrott described the plan that may be done next year. Super 8 Motel Sign Mr. Wywrott contacted the Burger King owner who said the motel should pay for the sign relocation. CDL License The required drug testing program was discussed.
