Public Works Minutes 1998 07-20-98 City of Yorkville Public Works Committee July 20, 1998 Attendance: Tom Sowinski, Jeff Spang, Joe Wywrott, Lary Kott, J.T. Johnson, John Sleezer Water Tower Storage Need Mr. Spang spoke of the EPA report issued about the need for additional water storage. Mr. Johnson said he has not heard anything more. This is tabled to next month. Skidster Quotes!Equipment Funding Mr. Johnson presented a package with prices for a Skidster and trailer. He originally budgeted for a loader, but Bristol Township has agreed to mow the shoulders. He stated the reasons why a Skidster would be more utilized than a loader. Various prices, lease purchasing and bank financing were discussed. Dan Kramer was consulted about lease purchasing. Mr. Spang would like for this to go out for a bid. Mr. Johnson will present all the prices he received for this machinery at COW. The lowest price was $23,063.80 for a Bobcat from Atlas. This will be further discussed at COW. It was noted the roller was taken off the list. Dutch Elm Ordinance The 1958 Dutch Elm Ordinance was reviewed. Mr. Johnson said there are 2 trees that are diseased in Yorkville and Mr. Spang knows of another one. These trees are located on private property and dose to neighboring houses. The ordinance states that the city will pay half of the cost for professional removal. Mr. Johnson will notify the property owners and get estimates for removal to be presented next month at committee. May &June Water Reports It was noted that they are pumping more water than storing. The effect on insurance rates and having a volunteer fire district was discussed. This will go to COW. Sanitary Sewer Easements Mr. Wywrott discussed the Sanitary&Sewer repair projects that need to have EPA certifications signed off on by Mr. Kramer which state the city has sufficient legal rights to maintain the sewers. They have researched off right-of-way sewers and found 2 locations where the written easement documents can not be located. Mr. Kramer is researching the prescriptive easements. Jim Olson has prepared a proposal for the written documents at$380 a piece ($760 total). The location behind Cory Corner now has four lines coming into it and may be considered a public sewer. The location at the Farm Bureau may be included with the proposed city parking lot. This will wait until something is confirmed. Mr. Olson will be contacted to begin on the other location. Greenbriar Unit 1 & 2 Mr. Wywrott said they need to get the revised record drawings and decide on the maintenance letter for a credit amount. He listed the proposed amounts for Unit 2 being reduced to$5,000 and Unit 1 would be similar. (This does not include Unit 3.) A detailed punch list has been completed. The details of the correspondence and letters of credit were discussed . He suggested once the paperwork is completed that these be accepted and taken to COW August 6. Gawne Lane Area Harold Felts had requested a rough plan and cost estimate to put sanitary and sewer on the north side of the Fox River. It would cost approximately $400,000 with contingencies and engineering for 25 lots. Various scenarios and the river front homes were discussed. The dangers of the existing pump was discussed. Pubk Works 7120198 Access Management Handbook Inland sent a guideline handbook prepared by the Eastern Will County Regional Council regarding access to arterial roads. They are asking the city to send a letter against this to Kendall County. This will be reviewed and discussed next month. Pipe Bursting Proposal Mr. Wywrott explained the less invasive procedure of replacing pipe. Trenchless Piping Systems, Inc. of St. Charles has offered to do a demonstration project with the city paying $.50 on the dollar of the actual cost. He is recommending doing this behind Cozy Corner. Well#5 Drilling There was a written proposal from Layne Western to do the budgeted work of drilling a permanent shaft, putting in casing pipe and developing the well. The temporary well would be abandoned. The estimate was $73,500 with not all items included. Mr. Wywrott met with John McGinnis to discuss their wells. This will go to COW. South Main &W. Washington Drainage There is a problem collecting the water and getting it into the storm sewer system in 2 areas along Main St. south of Fox. They are waiting for a heavy rain to investigate. Mr. Spang said there is a video showing the drainage problem. The various solutions were discussed. Sidewalk Program Update Mr. Johnson stated there has been excellent response on the sidewalk program. A contractor has not been contracted as yet. Quotes will be presented at the August 17 meeting. This will go to City Council. Additional Business Mulch Site Mr. Spang said that the city does not own the water tower site at Industrial Park. It may take months to get the legalities straightened out which poses a problem to the mulch site. There are trees that would need to be cut down to make it usable. The site at the river is not large enough and some members of the park board are opposed to it. There was discussion about leasing a more suitable location from Inland for a site. Mr. Johnson will contact Inland and Mr. Kramer. The land is needed by the end of August. Commonwealth Edison Outages Mr. Spang stated there have been 3 outages. The mayor wants to know what the problem is. Mr. Johnson will contact them for an explanation. Route 47 Plan Mr. Wywrott said a letter needed to go to IDOT by July 23 concerning the proposed expansion. There was discussion of what should be stated. The letter will ask for IDOT to attend meetings for input. Mr. Nanninga and Mr. Wywrott will sign the letter and include a petition. Waste Water Facility A letter stating the waste water treatment facility has reached 100% of design capacity and may be placed on restrictive status was discussed. There may be a chance of no further sewer connections being issued. The facility has operated over 100% of capacity for the past 3 years. Cable N Mr. Johnson will attend a luncheon July 30 with the City of Aurora conceming the cable t.v. breakups. The cable coordinators of surrounding towns are trying to absorb the cost of a consultant. 2 Public Works 7/20/98 Road Repairs Mr. Johnson presented a map showing the proposed road repairs for this summer which have begun.
