Johnson Larry Kot Mayor Bob Johnson Jeff Spang Discussion: 1. ) Blackberry Creek North - Punch List - The Developeralhave soma of the punch list items. They do not feel that they 'are responsible for everything. Wywrot is going to send Ia letter to Dallas Ingemunson (following Kramer's letter) . Mayor Johnson suggest having Ingemunson to cOntact Kramer. The City will waive the one year warranty issue. i i 2. ) Traffic Engineering Services - Matt Gatnitt from Bucher, Willia & Ratliff came in and gave a presentation at our last meeting. Wywrot is looking for some feed back. The City does not do traffic studies in house. The Developer would have to pay a deposit to the City for this service. So far all the traffic studies that have been done have been done on State highways. Wywrot has not check into other towns •to see how they, do thei•: traffic studies. Darien and Lombard doithis. The City does have the right to hire an outside engineering consultant if w: need to by our own ordinance. Mayor Johnson is justiconcerneli with throwinglanother road block out there. J.T. suggest doiaq it on a case by case basis as long as :it does not hint us legally. A traffic study is usually needed by the larger developments. ; For the smaller devaloper!S we would probably not require a study. Signage is not included in a traffic study. The City could include something in thia ;subdivision control ordinance that for so many lots the De,:eloper donates a sign. Traffic studies are more- localized. Bring back to next meetincf for further discussion. 3. ) Sewer Rate Study - Initially we wanted to know what the sewer rate covers, all the cost combined withithe fees and look at what we were paying. We are looking aticharging a flat rate for the first !900 cubic feet and then charging a usage rate. Several communities charge by usage only. If you use a lot you pay a lot. The cost of treating is whine we are really out o;: line. Our transportation cost is closo3ito other communities. The deficit is at $92,000. We will have an agreement. with YB-';V that we will pay as we collect. Any late fees will be split with them and ius. Wywrot figured every thing on everyone payiti Lcr their bills on time. We need to increase the annual income by $92,000 per year. We have been trying to justify thelcost by what people can afford and not by what Lt actually coet. The bigger users ere going to pay a lot more. We are putting a maximum $75 cap per billing cycle. The lcurrent charg is $12• i i Public Works ; Page This money is ifor maintenance of the lines. Spang said this account was fine until $265,000 was 1�ent out and has never been repaid. There was a :surplus in th:t account. Spang is not in favor of raising' the rates �i.f the money is not going to be spent on the repairs that need to be done. The money needs to be spent on 'the reasons *we are collecting it.� Kot said we: are trying to fix something that has been neglected for years. We did etak DCCA to do he study. DCCA did make recommendations, Kot asked: if this .waslI-a good time to do this? Wywrot said -there is never a good thme to increase any f�ees. We plan on paying back the $2.3 million dollar loan 4th utility tax money. Spang suggest increasing the fees to $19 flat fee per billing c3►cle 'and* that should bring us even and give us $77,000 per 5►ear to do repairs. The flat rate will only increase $2 per month. Approximately '1/3 of our users will only be charged- the extra $2 per month. The rate has *not been changed in about 15 years . 4. ) Storm Sewer - X104 Park Street - Tabled. 5. ) Nicholson Property - Waiting for update from Dan. J. faxed all the bills to Dan. They are supposes .to go to courT Januar3 23. Olson needs to confirm the property; lines. The documents that the Clerk needs are boxed up for t:h'e move. Sewef is only, issue.part of the issue. Even though the City', has disconnected him, the City has still been paying YBSD. A water main is and can be hard to find. Going up 10,0010 gallon,-; is really not lot. 10. ) PW Computers -There is approximately $2, 088 listed under the Water line item that was suppose to be budgeted for aicomputer The money for the software can come out of the financial part of water. Then' the line item needs to be moved. $300;0 will cover the cost J.T. wants to upgrade his computer wilth memor?' and maybe a hard drive and still purchase a new computer. The old computer will be moved to a small table for the guirs to use. J.T. is having memory problems. out of hard disk space. Spang feels that almost all of the computers that thejCity has Iis out dated. J.T. will get together cost and bring back. 11. ) Greenbriar, Unit 2 - Letter of Credit - Letter of cre4Ait will be expiring injApril . We want to call :Letter of credit. We should anticipate that the letter of credit will be renewed. There are punck} list items that still need to be complleted. Take to COW. 12. ) Greenbriar, Unit 3 - Letter of Credit Reduction - The iCity has received a request to reduce the amount. Wywrot agrees with everything except the sidewalks. He would like to reduce but for a lower amount. 13. ) Transfer of Eqdipment to Bristol Township - J.T. woulA like to transfer the MF�'-30 old tractor and the road grater to ristol Township. Bristol lends us their end loader and road ,,grater. They will rentito us for $65 per hour. Mayor Johnson rill be happy with a letter of understanding from Bristol Township. J.T. would like to replace the tractor. J.T. estimates that i•: would cost ovej $2000 to put the grater in good usable' condition. The grater is a 1945. J.T. does not feel lit is worth it. He still has the grater from the old Masse.; Spang feels that we are getting rid of equipment that we need. J.T. said we can asp Bristol, Little Rock Townships or the Founty to grate for us. J.T. does not want to replace the grater. 1 14. ) Rt. 47JCountryside Parkway Traffic Signal - We have one ordinance and one resolution that needs to be passed. ! The ordinance prohibits encroachments in the parkway. There are items that we have to pay for in full lake the stripping and the street lighting so we will be paying more that 50 'percent. J.T. needs to Talk to Idot to verify. J.T. will try to talk to Idot before C014. Take to COW. t 15. ) New PW Building - Building depends on the developmentees. W.+: do have some cash on hand. J.T. would :like to get started on the building. IJ.T really does believe that the development fees will be there next year. Spang would like to have Nanninga go bagk 10 years and figure oul: the average building permits per year. Sowinski would like to hold off on the building. There are a lot of things that need to be decided first. This building is for equipment .storage only. � .T. would like us to think about it. Sowinski is not oppo ed if Public Works Page 4 the money is there. 16~. ) Cimarron Ridgf - Unit 2 - Letter of Credit - There are two letters that will be expiring. One is to us and one is to the school distribt. Take to COW. Wywrot sent a letter ' to the school distriht. i ' 17. ) Schedule for Spring Street Construction - J.T. anticipates starting Marc 1. The weather is the only thing that will stD;? us. . Undercutting, and putting in fabric. 12 inches of stone. We may put inimore stone than that. We will not really know until we start cutting. Wywrot anticipated a one foot cut. Six inches oflasphalt. If there is only four to six :inches of frost J.T said we can go ahead and do it. We will be renting a backhoe. Upda te at next meeting. There will be curbs and gutters. Cur;ing is already there on -one side. 18. ) Brick Mailbox1in ROW - 632 White Oak Way (per Bill Detmer) - The City strongly advises against brick mailboxes in ,the right of way because they are a liability for the City. Detmer is looking for bAck up. The City could go and remove it. If we ask one person to remove their mailbox then we need to ask everyone with Ia masonry mailbox to remove them. Another issue: is dangerous mailbox post like the steal pipes filled with concrete. If someone in a car ends up hitting one and gets hurt then the City is liable. We need to get the message out advising against this. Spang said if someone puts up a fence in the right of way we would ask them to remove it. Spang suggest doingian ordinance that all structures in the right o:` way are to be break away. Have Detmer do some research on th:'.91 and bring bac�. 19 . ) Liggett Pond I Tabled. I 20. ) Policy on Cannonball - Homeowners to pay for services (not water connection) annex and City to rebate City tax -: Looking to hook up toiCity water. A potential idea is to rebate the City taxes until the fees are paid. There is a person on Cannonball th4t has and is paying for City water. 21. ) Additional Business - Snow Removal - Kot is very happy with the snow removal this year. Chipper - Stafford had found a chipper at an auction. , We neee. to be able to o there and make a bid. It is a Vermer 935. Mayor ,Johnson �0uld like J.' T. to foil-our up on this. If it is worth it then ;Mayor Johnson would like' to get with the Council and make a bid. J.T. could maybe work something out with the Forest Preserve. { I Curt Minneci -: J.T. needs to find the original agreement. Going to Dan fbr review. ! i Code Enforcement Officer - Detmer is putting together numbers. Hoping to have something at our next meeting. E Public Works Page 5' Fox Hill - Waning to hear from Mike Capp. Wywrot thinks it will probably be a long time before the second intersection i::ii really needed Have to fill phases one, two, three and five first. Wywrot found some old minutes where the second intersection was discussed with different phases of the development. Idot does not have a time frame. Idot did a joint agreement which makes the City liable to do the signal :iLl: Sycamore. W rot made suggestion on what he thinks should be, done. We do v'ant the improvement done to the main intersection. Idot wants three lanes. He only owes 25 percept: of the traffic signal at the second intersection and all of thf., pavement. Wywrot does not think we can go back and ask for a letter of credit for the intersection. J.T. will do some checking. If1we do not get a letter of credit *do not sign th'q,: plat.
