Johnson Joe Wywrot Richard Sticka Kathy Jones Matt Gauntt Steve Cooper Discussion: 1. ) Traffic Engineering Services - At the last meeting discussion took place onitraffic studies and different ways to cbtain. Gauntt was he a to make a presentation. Gauntt suggestithat the City hirelbut the developer pays the bill. Some of ; the benefits is that there would be a City-wide vi� w of traffic impacts, coordination with other projects in :he area and objective vier of the conditions and i.iui.)acts.. The fi rm would. not be able to defend the City. They would need to re ; objective about the impacts. They give an unpiased cpinion. Fair, reasonable, and truthful. The davelopesr may choose to have their owl traffic study so there needs too be soa.a flexibility. JBWR would give the City a cost estimate . iThe developer would be required to pay that amount up frcnt: Gauntt is not I able to give a range of Costs. I It depends on Ih.),v much time is involved. Wywrot supports having a traffic stucl.t engineering firm because they have more experience then+he does. Wywrot1will still review the study, butt the ni:mbers do not really mean much. He goes on a gut feeling. This will r+.)•: cost the developer any more money than what he is already paying. BWR has been hired by IDOT to do traffic light ; studies. BWRIdoes mostly public sectors. Only two studies that have been done this year have been for developers. : Consultants n'ed to be objective. YBSD is willing to negotiate. YBSD will discuss and Z:ring back, to discuss at their next meeting. Table discussion on sewer rate study andlbring back to next meeting. 6. ) Nicholson Property - Looking for additional information. Mayc:i' Johnson would ;like everything handled through Dan. J.T. would life to do as a not to exceed. $2500. J.T. thinks that there may; be an easement in the f:_l e. J .T. still. needs I.c get easement from Neison. it is a low area and the water drains that way. J.T. wants to put in an underground drainage to the pipe. J.T. thinks it will be a benefit to Park Street J.T. will talk with Neison. Once J.T. gets t:he easements he will bring balk. 8. ) Telecommunication Ordinance - This needs; to go to the Administration Committee. 9. ) Street Capital Improvement Program - W:' thE:istreet improvement piogram it is always possible that we may not hav�: enough money to do the projects anticipated. Wywort has revised the p=ogram in a way that total experi�es do not excee-I anticipated rgvenue in a given year. 193?wrot has increased anticipated rgvenue by $40,000 for FY 98-99 1:6 reflect: MFT funds on hand at the beginning of the - tar. Administration will have t decide on, responsibilities. 14. ) Additional Busi I ass - New Water Meters - This is a different type of meter. rA radio type of system. The heads of the, meters would halve to be changed. With this new system you can read about 10001 reads in five minutes. Elburn just started using this sys em and were able to read 90 meters in 1'.1i- minutes. Meters should be replaced every 15 years or ;:e©. With this new system you will get readings ttdat are more accurate. The City has been dealing with Sensus meters for 40 yeaars. If the City will commit to change 200 or one guar er of there meters over toIthe new system, U.S. Filter wil give u;e the equipment but this offer expires at the end of the year. o nee ` customer currently pays $150 per meter, J.T. would lik t increase that io $300 which would cover the cost. Billing software would ineed to be changed by the software people. The City would need to own an FCC frequency. This new system would also eliminateithe need to have NiGas r�ea►d ouY meters. We would be able to continue to purchase m�.t:ers t: at same way we currently purchase. The City can also consider purchasing conversion kit at $51 each. Spang is not: comfortable with making a decision today. This letter is dated for November 51 1997 and this is the first time it has :been to a meeting and is is not even onithe agenda and now we need to miake a decision right away.
