Discussion:
1. ) Sidewalk Replac ment - 105 E. Washington` '- Our cost is : 531.
This is to be d ne next spring. Will be` :;paid his fiscal year.
Application say that it needs to go to ;C,'3W. Eot does not
understand why 't need to go through allithe c annels. .A3

to COW. Discus the wording on the app
change. Take t e to COW also.
2. ) Revised Water C pitol Improvement Prograr - This revia;io:n
moves the north water tower up in the p1;iia and (moves c-ther
projects back necessary. The enginee::ing for the r:.ver
crossing will c ntinue until complete, then it will si•: on the
shelf until neeled. Wywrot will also gedt the easement.n. This
is contingent on the DCCA grant. Nannir'ga would like to show
the plan. One and one half of a million :dollar's from ':he DCCA
grant and one and one half of a million -dollar from I31,1aad.
Take to COW.
3. ) Sewer Rate Stu - The City is in the reiir about $8800 on
delinquent bills. We are making progress on collectir.:ir.. Spans:
was bothered b the size of the increase:: Current billing is
$12 every two months. The residents are: ;not getting anything
for the basic ate. So Wywrot and Spang: came P with she idea
of a flat rate of $16 every two months rued then charge: a cubic
rate fee if th user goes over 900 cubic;; feet. 1 So the resideril
would basicalll be getting 900 cubic fe6rt of water for the
monthly service charge. Then there wouJ::j alsolbe a $7.5 cap on
the cubic feet amounts. There are 11 us:rs that woulei fall
under the $75 cap and they are all busirissep, I or ding 'tc City
people on the delinquent list are renters
ordinance, the landlord is responsible i ('.r the- water. Some of
the properties have been leaned. Then 1'ie landlords cl:t mad
and pay the water bill sometimes. Rat tf.inks ghat the larger
users should b put in line with all tbii i other users w ce:r a the',
should be. W rot recommends a usage rat.e. to be the :acme for
everyone and a cubic feet rate to be thE:i same or ever i►c:n.e. I'
would be very difficult to do it any otJi :r waI•i. This iric.rease
is to cover th additional improvementsia.nd ca.pital are
improvements t at we have not been able ' t:o fund. 2.3 ;ii.i lion

Traffic- Engineering Services - Wywrot re:(:ommends havincl a
6. )
traffic engineer for the City. The CitNi :would require the
developer to pay the fees for a traffic .study impact. A
traffic study r s from $1,000 to $2,00(1,; Buct erm Wi1:Lis &
Ratliff did the traffic study for Sunflctwer Estates. J111 the
studies so far have been done on state h i.ghways. Wywr,)-t think:.
this is a good idea. Wywrot does not feel comfortable with
doing traffic studies. He doesn' t mind :reviewing them. He
would probably understand them better if: :he haq more t::aining.
We would have o do a reference of proposal. ayor Joi.inson
does not want to get involved in a situation 1+ke we did with
Pavia-Marting. J.T. feels this should boa backed 100 p-arcent b_-
the Council. ywrot would like everyones; to review and have
some feedback or the next meeting. Bri_ja.g back. Wywr•Dt will
schedule a pre entation for the next mewling.
7. ) Nicholson Prop rty - Property lines have- not r.een estZL01ished.
There is a fence on the south side. Olsc-n was supposes tc set
up lot lines. The whole west side is open. Maybe he Blso
needs to put u gates. He can't put up Enymoz'e fence --intil
Olson get out there. "This is all tied ii- in c:aurt. Fis has
some plumbing Iroblems also. Nicholson , :till owes the sewer
bill. Mayor ichnson thinks that anything we dol from hare- on
out should be one through the courts.
8. ) Yorkville Business Center/Acceptance of : Public: Improvements
This is the Business Center where F.E. Wheaton is locsltecl.
Wywrot recomm ds a bond for the road. ' ']'he pinnchlist is done.
It needs to go to City Council to be accppted. Wywro-c needs to talk with Dan i d Jeff. If everything Us ok like to {=girt.
9. ) Property
Code Standards - When there is' 4 viol tion o:f a
property code standard, what happens? .3pang i`I els that Tire nee i
to have a prop rty code officer. Detmer; is currently do it.
Spang thinks t at if Detmer is doing it. i.hat tie City should
offer him a stipend and a rebate on the: ines.. This nay need
to go to Administration. Kot knows someone ti t consistently
parks on their front lawn. It all the t::i.me rhey dor ' is use
the driveway. Spang thinks that if you: bring up vehicl-es that
you need to br ng up commercial vehicle-•. also .
Need to et updated list. Se+ number fr»ur

suggest findin4 another street to spend :the mo ney on. 'a. with
figures we havla budgeted about $125,000:' Vork . f MFT fun with
only about $10,000 coming in. Anticipzited revenue coiae,„ fror
MFT, general find sales tax, etc. Wywrcat had added the traffic:
. Public Works ]. age J
signal on Rt. 3 and Fox Hill. Wywrot would 1 ike to star*:
putting money aide for that. In case I'Aot requires u:: to put
in the traffic ignal in the year 2000 than we will have 'the
money. The Citt has to pay 75 percent of that traffic :light.
Complete recons ructions are too big for: ;:3huse and Wyw3'ot to do
in house. We w uld need to hire a consulting girm. M<<yo:Cc
Johnson would 1 ke to tie Walnut Street :i:a wit:H the nev church.
This plan was a proved at the Last

stick to it. it is put out for the publ?k c to see. Spaag woulc
