1. ) July & August Water Reports - Committee accepts reports. Take
to COW. Spang asks how there was 2,800,000 gallons more pumped

2. ) White Oaks Unit 3 Letter of Credit Reduction Request #1 - This
was before the committee a few months ago. All the work has
been done and tested. There is still the issue of trees in the
parkway and sidewalks. The developer renewed the letter of
credit for the full amount. The developer denied verbally to
add sidewalks and trees in the parkway to the letter of credit.
In unit four they are proposing four foot sidewalks instead of
five feet. Most sidewalks are five feet. Wherli was more
walling to do things in Green Briar. Wherli is not the only
developer in White Oaks. Wywrot thinks the letter of credit
issue should go to Council. if the developer is not pushing
just table it. Engineers inmates have been submitted to the

3. ) White Oak Sidewalk - Mayor Johnson sent letter to the land
owners. The City is enforcing the original plat. for If is
any changes then the homeowner will have to apply ple City is

There is not a P.U.D. agreement. The ordinance in effect at
the time strongly implied that sidewalks were required. The
current ordinance clarifies that sidewalks are required. where
is an annexation agreement with this. Spang is wondering
kept them from putting sidewalks on both sides? Spang would
like to get a written legal opinion from Dan on what the City
can do. Sidewalks were suppose to be and were approved for one
side. The City can have Dan write a simple ordinance that
sidewalks are required is front of any lot. This ordinance
could superseded any and all ordinances in the past and future.
Kot thinks we should table this for 60 days or until a variance
request is made. Spang thinks that we need to decide on what
we are going to do. Unit four is going to Plan Council this
month. It is difficult to go ahead and permit them to build
without cleaning up their errors from before. Unit four will
go on as usual. Need to wait until we talk with Dan. Unit

four does not have a trail. They are also planning on putting
sidewalks on both sides. We need a written statement from Dan
and we also need to decide what ordinance we are going to
honor.
4. ) Watermain Material Purchase - Watermain is on Hydraulic.
Apologies and reprimands have been made. The budget has been
adjusted. Some of the money came from the Rec. department.
Since they used volunteers to help with the playgrounds they
had some money that they were going to use towards. the repair
of the road. Spang asked if land cash money was used? Spang
stated that land cash money could not be used in a public way.
There was an ordinance that states that as long as it was going
to last for more than three years it was ok. Need to do some
checking on this. The Park Board did receive a letter from Dan
stating what the money could be used for. Spang asked why it
did not come through Public Works since it is a public street.
if the Park Board can pay for it, it should just go on the
regular bill list. Kim may need to recode it once it is paid.
Twice a year J.T..-,has a heating person come out and check the
furnace. The Park Board approves their own spending. Have Dan
answer in writing.
Small Water Main Project by Library - There is a small water
main project that the City would like to do in house. The City
has the EPA permit. Wywrot is estimating the cost at about
$4000. This water main would create a second source to
Countryside. This would be a very cost effective project to do
in house. J.T. thinks that once the audit is sorted out that
there will be money to cover. J.T. and Wywrot are suggesting
not to use the $50,000 for the well east of Eldamain. There
needs to be enough money to cover the debt service. The City
has only. issued 12 building permits this year. J.T. said he is
sure the building permits are going to come in.. J.T. would not
start this project until after State Street which will take a
couple more weeks. J.T. estimates. $3,000 total from water.
This was brought before committee earlier this year. Kot saw
the plans for the Beecher property. He would like to see the
two to work together. The Beecher plans show a concession area
on the property that will need a water hook up. Wywrot said
there is a 16 inch line that runs through the Beecher property.
They will just need to tap in. Mayor Johnson said that if
J.T. can find the money an justify then go ahead.
5. ) DCCA Sewer Rate Study - Wywrot and Dhuse did some research.
Computer indicates that there are 2,211 users. Wywrot can only
identify 2,100 users. The current fee is $12 per billing
cycle. The City needs $262,000. Wywrot does not recommend
charging by usage. The higher end users bill would increase
too much. Wywrot has an idea of flat rate with a gradual
increase. The sewer fund needs to start supporting itself.
Sticka asked what is the idea behind the increase? To stop
people from using or to decrease their usage? The idea is to
make a reasonable increase so the fund can start supporting
itself. Wayne Circuits is the largest user. Wywrot would like
everyone to take some time to review the options he has

Johnson would like to have the amount of money we spend on
delinquent bills and amount that we are loosing.
5, ) FY 98/99 Street Projects - 5 Year Plan - Wywrot passed out a
memo. This is basically a rehash bf what we looked at in June.

State Street (Hydraulic to Van Emmon) is out for bid. Blaine

Street has been started. Spring Street will be done in thtreet
spring. Anticipated revenue came from Nanninga. Spring
payments will be split. Part will be paid this fiscal ywear. and
the remainder will be paid the next fiscal year. Idot
probably wait until next year to put in the traffic signal at
Rt. 47 & Countryside. Kot does not like to keep pushing
off. J.T. said that the anticipated revenue was down some.

sealing is something that should be done yearly. The City
should continue using the County to do the crack sealing as
long as possible because it is so cost effective. This list Of

schedule. Reclimate basically seals the street and helps it
from weathering. The costs are assumptions. Wywrot has some
ideas of what cost should run. They may or may not change.
Beaver Street is ideal for MFT funds. There will be a simple
set of plans. Spang asked if the City could get TIFF for any
of the streets in the Industrial Park? it would almost cost as
much legally to define an area as to repair the street. start

7. ) Rt. 34/McHugh Traffic Study - Graff requested a proposal on

decision. Look at funding sources. Talk to Idot. Talk to
potential developer. Bring back or go to chairman to get a go
ahead. Wywrot will go ahead and do a traffic count.
8. ) Minnecci Recapture - Dan told Minnecci bring this to J.T. to
take to Committee for approval. He is requesting a higher
interest rate. J.T. has not heard back from Dan. J.T. would
like to refer Minneccis request back to Dan. Jones would. like
to have Dan' s comments. He can not just charge a higher
interest rate because he wants to. J.T. feels the City has
been more than fair with Minnecci. Everyone would like to hear
Dan's opinion. Bring back.
9. ) Sue Betz Sidewalk - Betz said it took her 10 years to save the
$1040. The City has already agreed to pay the other $1040.
Betz needs to pay the whole $2080, then they City cuts her a
check back. Spang would prefer to pay her the money and not
the contractor so that is does not come back to the City. J.T.
wants to talk to .the contractor. Bring a receipt that half was
paid and the City will cut the check for the other half.
10. ) North Water Tower - Asking for Committee opinion on making a
loop north. The Fire Chief, J.T. and Wywrot all recommend a
loop. This will not relieve Inland of their 50 percent
obligation of a water tower. Auto Nation would like to get
started as soon as possible. Auto Nation can not do anything
until they get their grant. They will need the same type of
water filtration system that F.E. Wheaton installed. There is
a public hearing tomorrow morning. We are still waiting to
receive letter from the fire chief. Long term we do need a
tower and a loop. Right now we are at 800,000 gallons pumping
767,000. We have pumped 1,000,002. Auto Nation will have two
shifts. Using approximately 30,000 gallons per shift. The
loop will help everyone on the line. Spang would like to see
letter from Fire Chief. Committee concurs with the loop.
11. ) Weed Ordinance - Weeds are growing up around curbs. The City
is going to put a lean on Syregelas' property. J.T. is looking
for the legals on the property. Jones is requesting this to be
done if it has not already been done.
12. ) Road Repairs - Road repairs are being updated. There is a
patch in front of 304 W. Main. Jones feels that is should have
been patched better. There was a hook onto a water main there.
The underneath part was inspected but the patch was not.
Wywrot and J.T. will go out an look at it.
13. ) Street Lights - Dan Lawrence has been requesting a street light
at the end of Spring and Quincy. There is a street light at
Terry. Maybe the City could get a street light and split it
with him? There is a light out in White Oak at the first
intersection of the subdivision. Wywrot has sent a letter and
it has been added to the punch list.
14. ) Property Code Standards - Corner of Ridge and State is looking

real bad again. Now there is a pile of wood in the drive way.
15. ) Additional Business - Jones and J.T. have been discussing a
Skid Stear. Looking at getting some cost together on leasing.
Before this goes to far the Committee would like to have a
equipment inventory and a prioritizing list. J.T. has looked
into leasing, they will only lease new equipment. J.T. is
hearing that he also needs a tractor.
Jerry Meyers Building - Building just east of the post office.
Water puddles up right in front of his door. He wants to put
in drainage. J.T. said it would probably cost less than $30
worth of pipe. J.T. said it would be approximately 60 feet of
PVC pipe down the west side of his building to kick out into
Main Street property by the boat launch. The canoe launch
project does include a water main. At one time J.T. wanted to
put a hump in the road to form a V but the V would have been in
front of the door. The City will offer the cost of materials
not to exceed $500.
