Discussion:
1) Center Parkway Bids- Sowinski reviewed the results of the bids. Aurora Blacktop is low
bidder- $119,485.45. Engineer's estimate was $132,172.50. Staff recommends award to
ABT. Sowinski asked Wywrot if all specifications have been complied with. Wywrot
answered yes.
Committee members reviewed the bid tabulations. Prochaska asked about other street
projects also being funded by MET. Mayor Johnson said that we may need to borrow
against future allotments. Nanninga said that we need to bid the stone for Spring Street
because that one item would cost more than$10,000. It would be at least 6 weeks before
we could start construction. It would probably be too cool by then to seal coat -we'd
have to go through the winter with an aggregate surface and then seal coat in the spring.
It would be beneficial for the stone to sit over the winter to get better compaction.
Nanninga asked if perhaps we could place stone this fall and pave permanent pavement
next year. Prochaska asked for an estimate of that cost. Wywrot indicated that the scope
of work would be permanent pavement, curbing, and storm sewer.
Nanninga said that State Street work will begin next Monday. PW crews will be laying
storm sewer. We had difficulty in getting permission from a property owner west of the
grit chamber, but that has now been obtained. PW crews will lay storm sewer and widen
roadway on east side. MFT project would just be for a leveling binder and a 2" overlay.
Sticka asked about Colonial Parkway. Can we get that project (A-1 seal coat) done this
year?Wywrot said that we need to complete paperwork on last year's GM work before
IDOT will let us do more GM work. Since both State Street and Colonial Parkway

individually would cost less than$10,000, IDOT may allow us to gel quotes instead of
bidding them out. JT Johnson said that he will try to get paperwork finished this week. JT
Johnson said that since State St. is just an overlay, IDOT shouldn't need much information
to approve the work. Sticka asked when can he speak with resideihts on Colonial Parkway.
Wywrot asked to delay until he speaks with IDOT concerning GM work.
Mayor Johnson asked for all street projects to be on every PW committee agenda to make
sure we keep on top of them. Sowinski said that we will take Center Parkway bid to City
Council on 8/14/97 for approval.
