Discussion:
1. ) White Oak Subdivision Sidewalks - Sowinski suggest to forgo
sidewalks. Take the money from the residents that would be
spend on the sidewalks and put it into an escrow for a. nature
trail should one ever be put in. Sticka feels it is a safety
issue and sidewalks should be put in. He does not feel that
children should be playing in the streets and people should not
be walking in the streets. Sticka recommends a carriage type
sidewalk. A carriage sidewalk is attached to the curb. This
would be a compromise. The residents do not want to take down
the living mature trees. The residents feel a carriage
sidewalk would take away the rustic look of the area. They
also feel that they are safety conscience, there is a river
behind them and a railroad track in front of them. There is
only one family living in that area with children. They
purchased these lots because they wanted to live in a rural
area. They feel they have been treated with hostility because
they are not from this area. The sidewalk will not be going
all the way around the cul-de-sacs nor across the railroad
tracks. They would like to preserve the natural look as much
as possible. Maybe if there were signs put up that said no
outlet or dead end that that would cut down on the amount of
traffic. If a trail system is not put in then a subcontractor
has agreed to put a sidewalk in on both sides of the street
including across the railroad tracks even though it was not
shown on the plans. The sidewalks will only go in front of six
lots. It is not a money issue for the residents. They are
willing to put that money toward something else but they want
to know what. The bulbs of the cul-de-sacs have emergency
access easements. If there was a train accident there is no
way for an emergency vehicle to get back there. There is a 200
year old tree right in the middle of the east end of the
cul-de-sac. Sowinski would like the residents to go back and
find but what they are willing to do. Spang and Sticka would
like to see a carriage walk. Jones agrees with them unless the
walk is not going to attach to anything. If the walk is not
going to attach to anything else and go over the tracks then
there is not much purpose for it. Kot does not feel he would

want a sidewalk if he lived down there either. Mayor Johnson

Homeowner on the corner is suppose to put in a sidewalk and Ran
Wherli is suppose to or is responsible to put sidewalks across
the tracks. The City could go back to Ron Wherli and make him
responsible for all the stuff he was suppose to do. The City
could enforce him to put in the nature trail. He would have to
purchase a lot for an easement to the trail. The one out lot
is a silt infested mosquito breeding ground.
Wherli wants to
give the City two out lots. Spang does not City
should accept either lot until we have the funding to care for
them. The developer gets three votes for every piece of
property he owns. The homeowner only gets one vote. Jones
does not think that the residents want a trail system.
Therefore, if the money goes into the homeowners association
then Wherli would have control of it. If Wherli would be
willing to discuss other options the City would be willing to
listen.
2. ) White Oak Subdivision Emergency Access Easement - Discussed
with item number one.
3. ) White Oak Subdivision Letter of Credit Reduction - Wywrot
strongly recommends that we reduce the letter of credit based
on the amount of stuff he has already completed. Only looking
at the top coating of the streets. This letter of credit does
not cover sidewalks or trees in the parkway. Jones suggest
going back to Wherli and telling him that sidewalks and trees
in the parkway are required. Sowinski suggest a new letter of
credit with the reduction and adding in the cost of sidewalks
and trees in the parkway. Must have sidewalks and trees in the
parkway in the rollover letter of credit. J.T. will get in
contact with Wherli and have letter of credit for COW on
Thursday.
4. ) DCCA Sewer Rate Study - Tabled until Wywrot comes back. Update
- It is in worse shape than he thought. Everyone would like
time to read the report. The report is for the non-critical
repairs for the next 10 years. Minimum rate of $12 up to 50
cubic feet. Kot does not feel it is right to charge more per
cubic feet of usage. Wywrot wants everyone to be aware that we
really need to consider doing something. Look report over and
bring back. Spang wants to protect the residents. The City
currently charges $6.00 per month. YBSD charges $39. Could
possible go to 2000 cubic feet and then start charging more.
Spang thinks that 2000 cubic feet would cover most of the
residents and smaller businesses. The smaller users are
probably elderly people and young families. There is a five
year plan in place for increasing the water rates. DCCA
recommends charging on consumption. Wywrot wrote the 10 year
plan increase.
5. ) Center Parkway Update - This is a continuation of what we did
last year. Tearing out 104 feet of curb and payment removal.
Similar to Blaine Street. We have budgeted $125,000. Estimate
is $132,000. Mayor Johnson suggest getting it out for bid. It
should be completed by October. We will be using some MFT

funds. State Street is also an MFT project. City will be
doing all the preliminary work. J.T. needs 25 feet of
easements. Some of the residents have heard that we are not
very nice people and there have been some problems get some of
the easements. J.T. is going to try to work with the 10 feet
of easements we already have. Sowinski would like to be
updated. Put out for bid.
6. ) Fox River Water Main Crossing Engineering Submittals - Wywrot
recommends Deuchler. Wywrot would like to give them a not to
exceed amount plus the cost of the easements
man hours borings.
Deuchler was the beat price. They quoted
Deuchler has already done a lot of the work for the City in the
past. Wywrot recommends Deuchler with a not to exceed $15,000
with a full scope of work. Take to COW.
7. ) Plate Compactor Purchase for Public Works - The Riverfront
Foundation is donating $500 to the purchase of the plate
compactor in exchange for use on the weekends. Mayor suggest
having a letter of agreement. J.T. wants to put on the bill
list. The City cost is $1,891.
8. ) Sidewalks Submittals for Reimbursement - The City has received
two submittals for sidewalks that have already been repaired
without going through proper channels of the sidewalk
replacement program. One sidewalk was take out because there
were tree roots growing into the sewer. The sidewalk in fine
shape. It is approximately 80 square feet of sidewalk at
approximately $300. The second property was to replace
crumbling sidewalk. The cost for this was $237.50. Sowinski
suggest offering them a percentage. One sidewalk was in good
shape but had roots in the sewer, that had nothing to do with
the sidewalk program. The second person had crumbling and
damaged sidewalks but neither person went through the proper
procedure. Spang and Kot suggest that if good sidewalk was
taken out then we should not pay. If replaced because it was
damaged, then we should pay 50 percent of the rate we allow.
J.T. will send letters and let them know that the City will
only pay $3.25 per square foot. We will pay half of that
amount because they did not follow proper procedure. $130 to
each. Take to COW.
9. ) E. Washington Sewer Extension - This was brought up a few
months ago. Backed up sewer. The majority of the sewer is in
front of his house in the parkway. J.T. figures it was or is
tree roots. He has not paid the bill. He feels that the City
should pay for it. The sewer backed up into his basement. It
is about 230 feet. Spang suggest to the homeowner that he pay
the bill and the City will reroute his line when the
opportunity presents itself. The City picks up structural
damage only. J.T. will send letter.
10. ) Somonauk Street Sewer Extension - Backed up sewer in front of
Bob McNeillis' . Three houses tie together into one manhole.
The tree roots were in the area considered the Cities. J.T.
recommends paying the $192.
11. ) 308 Illini Sewer Cost - It was in our right of way but it was

the contractors fault. J.T. recommends paying the $295 and
going after the developer. J.T. recommends sending onletter
requesting payment, if he does not pay, put a lean the
property.
12. ) Consider Bids on Public Works Building - Spang would like to
reject the bid and go out for rebid. Bids do not include
gutters, Bid came in $2097 over budget from Wicks. Morton
Buildings did not respond. Building will have a peak rook with
ceiling insulation, no floor. J.T. wants to get the best
possible building. The City has a concrete person on staff
that can put the floor in a little at a time. Take to COW.
13. ) Additional Business - ComEd Proposal from Jim Olson - Easements
were not done by the proposal . J.T.s understanding from the
topo from Rt. 71 south of Rt. 47. Olson has done Rt. 71 north
to the river. Need all done for ComEd. Cost is approximately
$1,600. J.T. said they were made electronically and given to
Pavia-Marting to have drawings done. Phil Young may have This
already done this section. J.T. needs to talk to Young.
is holding up the ComEd easements and it is holding up two
developers. The City will not get any funds from Edmeier until
we have the ComEd easement. Find out if this has been taken
care of and report at Council. Do separately. If one has not
been done then we will do.
Report from July 12 - Report has not been updated. 401 E. Park
has been completed. Diehl Farm Road - Mayor Johnson has had
complaints about pot holes. Make sure they have been filed.
Sealcoating - Colonial Parkway - Mayor Johnson would like to
talk with the residents. Discuss with them the advantages and
disadvantages. Graff would also like to talk with them in
regards to a neighborhood watch progrwould like to see it done
Summer Months Brush Pick Ups - Spang
monthly in the summer and less in the winter. Thinks there is
too much time in between pick ups. J.T. does not feel he has
enough men to do it. Mayor Johnson is wondering about adding a
chipper. Chipping would take longer. We would need an area
for everyone to come an pick up chips. Could do it April
through October on a monthly basis. J.T. asked what about
special pick ups? J.T. said that for 20 years it was done
monthly, but then it went to every other month because of the
amount of time it takes. You really need two big trucks, two
small trucks and a tractor. Jones suggest having a drop off
area. But then it would need to be monitored so people did not
drop off everything and anything.
Hazardous Waste Drop Off - Scheduled for the month of October.
Still need a specific date. Drop off will be at the Beecher
Center.
Budget/Audit - Prochaska want to make sure that everyone got
the memo on the overage of funds from last years budget. City
forget to pay the YBSD $86,373.20. Both their and our auditors
caught it. It was due in April. YBSD is asking the City to
pay interest. This will be on the agenda for Thursday. Will
also be on the agenda at the next Administration meeting.
