Discussion:
1. ) Sidewalks and Punch List White Oak Estates - They have agreed
to put in sidewalks but they are not going to put in the trail.
Sidewalks on south side of River Birch. Trail is shown on
preliminary plan. Jones is wondering if sidewalks instead of
the trail will be acceptable by the residents living there.
The trail easement was not recorded on the deeds so the
builders would have to negotiate with each individual property
owner. The City still does- not know if there is a current and
valid homeowners association. The City needs to find out who
has controlling interest of the homeowners association. Spang
feels sidewalks on River Birch should be on the north side.
J.T. said that the problem is the utilities are right up
against the curb. Spang suggest meandering the sidewalks
around the trees, but then you end up on private property, or
in some cases cutting down aged trees-. Spang suggest putting
the sidewalks one foot into the property when possible and then
over the utilities when necessary. The City would also like
sidewalks along Fox Street. The sidewalk along Fox was not on
the final plat. The City is going to request that they put
sidewalks on the north side of River Brrch and along Fox
Street. Take to COW on July 3.
2. ) April Water Report - Looks good. Take to City Council on June
19.
3. ) Stormwater Detention - 1204 Deer/Martin - Wywrot did get a
letter signed by Mr. Martin.
4. ) Sanitary Sewer Degreaser - Cost was $9600. Miff thinks this
will be enough for one year. It is an all citric acid based-.
J.T. didn't do any of the research. Miff did try it and it is
much more cost effective. Take to City Council on June 16.
5. ) White Oak Farms - Unit 3 Letter of Credit Reduction Request #1
The bank has notified Wywrot that their current letter of
credit is about to expire. We can reduce letter of credit to
$107,570. Wywrot recommends that we reduce it. That amount
will still cover 110 percent of what has not been constructed.
The letter of credit can only be used for streets. It can not
be used for sidewalks or trees in the parkway. Wywrot will
send a letter requesting that phase three include sidewalks, .
trees in the parkway and landscaping. Bring back to the next

6. ) Lydia's Motel - Sewer Hookup - Mr. and Mrs. Marciniak are
requesting to go to the south west corner of their property
instead of running the line all the way through their property.
State Stature says that if you are within 200 feet of City
sewer and your sewer system fails then you have to connect to
the City. Marciniaks are still going to need to put in a
manhole and a new sewer main. Their septic system has failed
and they have been ordered by the State to hook onto City
sewer. The people on Walnut Street are the only people that
would benefit from Marciniaks running the line all the way
across the property and they will probably never need it. Once
the 'Edmiier development is developed they will be able to hook
up that way. Committee recommends to run line to beginning of
property. Take to City Council on June 26. They might need to
request a variance. Will need to check with'Dan. The
Marciniaks are also requesting the fees to be reduced. Mr.
Marciniak said that anytime they have spoke to the City they
have always been given a different figure for what it would
cost. Now they figure it is going to cost approximately
$18,000 to $19,000 to do the project not including the permit
fee and they do not have it. Spang suggest talking to Dan to
find out what was discussed before. Wywrot will talk with
Nanninga.
7. ) DCCA Rate Study - Wywrot did some •more numbers. Took out a few
things that should come from the general fund: Wywrot still
comes up with a deficit of $71,000. Wywrot feels that we would
have to increase the sewer charge by- 61 percent for it to
support itself. This report includes equipment depreciation.
We do not currently include depreciation. Wywrot feels
strongly on this because we are operating at a deficit. He
does not recommend leaving the debt service in the general
fund. It should come from the sewer fund. Wywrot would like
to charge by usage. DCCA also recommends it. The SSES is
going towards repairs. Wywrot feels strongly that the sewer
fund is under funded. It should be supporting itself. The
approximate increase is $4.00 per month. Spang and Kot can not
support a 61 percent increase. Really only projecting cost for
the future. Only departments that are revenue producing
accounts can charge for depreciation. J.T. would like to do a
structured increase. Wywrot said we also need to agree on the
way it is going to be figured. There needs to be a guaranteed
revenue source to cover the SSES study. Wywrot did receive a
letter from the EPA asking if the system is supporting itself.
Prochaska said he would only be able to support it if there is
a five year plan in place and it is collecting revenue. When
the general fund ends up supporting or making up for the short
fall then there is less money to repair street and other
things. Wywrot thinks we need to-decide what things the
account is going to cover. Will have to go back in and. review
the non-urgent repairs and do a five. year plan.
8. ) New Shallow Well Costs - $50,000 has been budgeted this year.
We can drill well and put in casings. Wywrot would like to
wait until fall when the crops are out of the fields. There

9. ). Public Works Building Bids - .J•.T. would like' to go to bid.
Changed size•of building. to ,65 by, 80. feet. The building•,wi.Il

10. ) Kyle Corneils'Driveway - There is damage to driveway. Spanc�••
said if there is damage it is not visible. It is a grading
..problem. There are no cracks.. J.T. said there. a, lot ,of small
*hairline cracks•along the side: . The City also:needs •to put.,..•
down dirt and reseed. "It will be.a:riot.to%exceed $2,000_ The
hold harmless agreement needs to be signed by the Corneils" .

11. ) Sid Chatman. Driveway-- Cha&aa got two quotas. • ,Aurora Blacktop
would not ',come out *because. the job was too..small... The other
taro .bids are close to the .quotes that were gotten last year...
The City will request that the Chatman"s sign a hold. harmleus
agreement. Wywrot it going.-to offer $1,200 .on behalf *of' the
City. Will 'need to do ;a revised hold harmless agreemente. : .

12. ) Truck Bid Results (no bids receiveq .on Iirrt notice - next 6i.d
opening on June 17) - J.T. would like to send th�s,. back out. for
bid. He did receive one-bid. , J.T. is looking for`an 'S-10 with
four wheel drive. Spang. and Sowinski suggest checking into a
full sized truck. 'J.T. will be .opening the bid tomorrow. ,
13. ) Brush Chipper - Mayor Johnson had suggested, doing something,
with a chipper. 'J.T. is against the- type that is•pullecl down
the street because• it 'is very labor consuming. J.T. would. like
to .check something Countywide: J.T. would like.te consider .a
large hopper type. . Cost. would probably be $180',00b to .
$200,000. Would have to purchase it with other communities.

Street L'ighis - All these •items -were put to -on one: form.

list. You can patch a chuck hole but you can not level.

18. ) Additional Business - Property on Heustis - Spang has received
