1.) John Deere Overhaul Costs - Wywrot said that J.T. thinks we should
do the overhaul. He Is getting prices. This is the back up backhoe.
The hydraulics need to a redone. J.T. is getting some pricing
2.) Massey Ferguson Overhaul Costs - Wywrot thought the cost was
$3000 to $4000 to do this overhaul. J.T. doesn t thinks this would
be money well spent. He would like to considering a newer used
piece of equipment for $7000 to $8000. Spang thinks this is broke
down.
3.) Woodwork Lift Station Repair - This is a submersible station. it is a
wet/dry well. Both wells are in very good shape. Need to replace the
pumps. Proposal is to remove pedestal and replace it. This is an
emergency type situation. There is only one pump running. Quotes
range from $3400 to $8000. The $3400 is a quote with the City
doing the work. There will be a person supervising and they will be
doin,g the electrical work at $65 per hour. Wywrot said the City crew
will dust be doing piping. Wywrot thinks the pump has already been
ordered. J.T. was advised at another meeting to order the pump.
Take to City Council. Bring up as a report item.
4.) Fox River Water Main Crossing - The City Council has adopted a five
year plan. Next year is the river crossing. This will be a big project.
May need to borrow some money. Wywrot had hoped to do the
engineering but he feels this is out of his league because he has never
engineered a river crossing. Wywrot feels it would be best to hire a
consultant to do the engineering. Wywrot would like to get started
on the engineering part of the project. The river crossing is the only
project planned for next year. Spang suggest to do the engineering in
house and having it reviewed by an outside consultant. Wywrot said
that usually does not work out. Wywrot has made three suggestions
and would like to get some proposals. Bring back to next meeting.
5.) 5 Year Road Repair Study - At the meeting Kot passed out a list of
streets in ward two that are in need of repair. Item one is his main
concern. There Is no shoulder and is almost one lane. The gutter
next to Main Street washed out real bad last night. There were some
traffic counts done on Mill Street. Wywrot is trying to get Mill and
Orange Streets to be a federal protect. The City can patch and put
gravel down for the time being. The City could also consider seal
coating the gutter. Jones said that year after year we discuss doing
things and they do not get done. So how do we go about getting
them done? Spang said he is really tired of asking for stuff to be
done because it just never gets done. Do we need to fill out a form?
Sowinski suggest inviting Nanninga to the next meeting and
discussing it with him. Wywrot suggest documenting. Wywrot also

wants everyone-to know that the public works employees do a lot of
work. They are not just sitting around. The committee needs to find
out what all they do. J.T. is suppose to hand out a work schedule,
but he only did that once. Kot said we are not questioning ,what they
are doing, but why doesn't any of the stuff we request get done?
Kot would be happy just to cross a few items off the list once in
a while. Countryside Parkway is really starting to fall apart. Spring
Street is also really bad. Jones said there is a pothole right in front of
Zeiter-Dickson. There is a pothole at McCue and E. Main. Spang said
there is a payment failure at Mill and Olson, but may need to wait
until school is out to repair it. Mill Street between Van Emmon and
Walter is in bad shape. Pothole at Orange and S. Main. The City
needs to find funding. Push back Walnut, flip flop Walnut and
Countryside. Move spring Street back one year. Then do Beaver and
Badger and use remaining money to do something to Olson and
Walter. Then there should be surplus to carry over. Kot will redo list
and give to J.T. Let J.T give a dead line date. List will be added to.
6.) Sid Chatman Driveway - Wywrot spoke with Chatman. Chatman
disagrees with the offer the City has made to him. The Public Works
committee decided that the City would pay to patch his drive.
Chatman feels the City caused his driveway problems to worsen. It is
an old driveway. Chatman would like 81200 to do an overlay.
Spang saw the backhoe tire marks in the driveway. There is a sink
hole in the driveway with a collapsed tile under it. Water rushes
through the hole. The City has decided to pay half. Chatman and the
City need to agree on the scope of work. Wywrot did get an estimate
from Aurora Blacktop for $2200. . There have also been some
complaints from other people in the area. Mr. Miller's driveway is
very steep. Wywrot thinks that we put it in with a slight hump. Mr.
Miller Is willing to spend his own money to fix it. Wywrot said there
are also some landscaping problems. Sowinski is wondering if the
City should have some type of form to hand out to people we disturb
so that they can inform the City in writing? Chatman said he has
some estimates. Ask him to get three estimates one from Aurora
Blacktop and bring back to next meeting.
7.) Power Washer/Plate Corn actor Cost - Have gotten quotes on repair
of the Plate Compactor. It will cost approximately $1100 to repair.
The Riverfront Foundation will put in $500 and they. will get to use it
on the weekends. The City will use it during.the week. The
Riverfront Foundation will front fund the money and the City will need
to pay them back less the 8500. J.T will have to designate a person
to use it. Go ahead with the purchase of the power washer. Take to
COW. Spang feels the power washer is an unneeded expense. He
thinks it is a waste of money. Wywrot said it will help to clean the
equipment more thoroughly and quickly. We will also be able to use
the power washer for other things as well.
8.) Rich Herron Update - Tabled.

9.) Martin Plumbing - This was resolved. They will be putting in 80 plus
percent of the required detention. Mr. Martin has agreed to pave all
the areas to be driven on. So far everything has been verbal
a reements. Wywrot said that we could get it in writing but without
a setter of credit it would be kind of pointless. Sowinski would still
like to have it in writing.

14.) White Oaks Subdivision/River Bitch Sidewalks - The residents on
River Birch do not want sidewalks. Sidewalks can go on either side
of the street. Most of the residents there don't want other people
there. The sidewalks will not lead.anywhere. The preliminary plans
show a nature trail. A letter was sent to Mike Stock letting him
know what the City wanted him to do but we have not heard back
from him. The developer is responsible for the sidewalks. The plans
show sidewalks on one side of the street. A nature trail was one of
the amenties of the subdivision. There Is a pond in a common area
and a creek. There may or may not be a homeowners association.
Letter of credit expired in August. Wywrot will also be asking for an
update. Bring back to next meeting.
11.) DCCA Rate Study - Wywrot had asked everyone at the last meeting
to look at this and at least consider increasing the sewer
maintenance fee. Fee is based on water used If It is not considered
then the debt service should not use hook on fees. The hook on
fees should be used for subsidizing everyone else already in town. It
should not be used for maintenance. Tap on fees should go to
capital expenditures. The increase to the hook on fees was to fund
the SSES. New development is paying there share. You can justify
the cost of hook on fees. Jones said but the new developments are
sending there sewage down old areas that can not handle it. Debt
service �s also because money was borrowed out. Wywrot will
check the numbers and come up with some recommendations on
increase amounts.
12.) Property Code Standards - Tabled.
13.) Road Repairs - See number five above.
14.) Street Lights - Sowinski was told that almost all the lights were fixed.
15.) Weed Ordinance - Mulhern Court, the grass was pretty high but then
it got cut. Only part of the grass was cut by Rt. 47 and Rt. 34. East
of At. 47 on Hydraulic before the City parking lot is high. Weeds
between Main and Rural Streets. Curb also needs to be sprayed.
Grates also need to be cleaned out.
16.) Additional Business
Markings on Rt. 47 - Kot asked what the markings were for? They
are for the SSES. The plans need to be done this year. The
construction will be done next year.
Green Briar and White Oak - The bank has notified Wywrot that the
letters of credit are due to expire. These are on the new form.
Wywrot recommends to proceed with calling the letters of credit if
necessary. Take to COW.
Elizabeth Street between Anderson & Green - Green has asked who
was working down there and why? Green saw some surveyors.
There is a collapsed sewer line. This Wywrot said is part of the
SSES. It is pretty close to Greens garage. Wywrot said the City
could line it. Wywrot may need to talk to Green and explain it.
Elizabeth Street Ditch - Three to four weeks ago we were told that
the City was going to get some dirt and seed, this was on April 28.
The only thing that has been done is some grading.

Corner of Dolph and Morgan - On May 12, Mrs. Zimmerman called
about the condition her yard was left in. Her house if for sale. It is
hand work. Sowinski asked why can't a J'ob be completed from start
to finish including the landscape and seed?
