Discussion:
1.) Kyle Cornelis - There was damage done to Corneiis' drive while doing
some work on a storm sewer. The people that were living there at
the time were told that if the City did any damage that they would
repair it. Since Kyle has moved in, the grade of the driveway has
changed and there is some water drainage problems. J.T. Spoke with
ywrot and the City needs to put down more dirt on the plastic

piping. J.T. said he did tell Don, the previous owner that if there was
and damage to let him know. J.T. does not know if Don ever
reported any damage. Kyle has always worked well with the City.
The City still needs to secure an easement from Kyle. J.T. would like
to purchase the easement by putting an overlay on his drive. J.T. did
not think there would be any problems finding the money. Take to
Cow.
2.) Sid Chatman - Chatman did not attend meeting. He would like to
speak with Wywrot. Chatman would like to know how Wrwrot came
up with the amount. Chatman told J.T. that the cracks were there
but since the City used his driveway the cracks are larger. J.T. said
his whole driveway area is full of blow holes. in the past the City has
claimed responsibility for those.
3.) Ed Aister - Came Farm Property - The City wants any count lot that
hooks on the City water and sewer to annex into the City. here is
an 62000 sewer hook on and an 0800 water hook on. Aister was
told by Jim Olson that it is all in the County. Then Aister was told by
J.T. that they need to come into the City. J.T. told Aister that the
City could forego the school transition fees because it was an existing
lot but would not be able to forego the building fees. The property
was platted in Conover. Both pieces will end up being annexed into
the City but there would not be any fees. They can not get a building
permit from the County without water and sewer. They can not get
water and sewer without annexing into the City. A preannexation
takes roughly two months because it needs to go through Plan
Commission. Jones would like to have legal council. Jones does not
understand how the City can forego the school transitions fees.
Aister purchased the property because it was in the County. Aister
said that Jim Olson told him water and sewer was there. The City
fees Including the school transition fees are approximately 57500.
Aister would like the City to waive all the fees. Mr. Miller paid fees to
the County but his property is not contiguous. Mr. Miller did enforce any
preannexation agreement. The City would not be able to f

development fees or school transition fees. Mr. Miller did pay to hook
onto City water and sewer. Development fees and school transition
fees are the two biggest fees. Jones does not know how the City
can legally, waive the school transition fees. Jones and Kot do not
feel the City can waive the development fees because then the City is
setting a precedent Aister would like to get something preliminary
going. Take to COW on May 15.
4.) Rich Herron Water Problem - Home is approximately seven years old.
Home is on Sanders Court off East Main. Storm sewer comes up In
front yard. A neighbor of Herrons Qet some water and pump runs
some. Herron's pumps run all the time. The City has put it back on
Herron to have his water expert tell the City where the test wells
need to go. Water expert, Lindley told Herron that he was too busy
and have J.T. do it. J.T. knows as much as he does. Jones and
Sowinski think the City should go ahead with the test wells and have
Herron sign a hold harmless agreement.
5.) Purchase Power Washer - Money has been budgeted to purchase the
power washer, It will not be billed until July 1 F. Plate Compactor -
Plate Compactor is used for finishing the edges of blacktop. J.T. said
he needs a new plate if he is going to do any blacktop work. He
needs the funds for the compactor now. The City needs to pay for
the plate compactor when it is delivered. Jones suggest purchasing
the plate compactor now and wait until later to purchase the power
washer. The money for the power washer has already been
approved. J.T. will not purchase a spreader until tax money starts
coming in. Spang does not think the City should be purchasing a
power washer and money should not be spent unless it is budgeted.
Jones would like to find out if the Riverfront Park could help
purchase. The Riverfront Park was going to try to purchase a
compactor for $1000 - $1500. Take to COW.
6.) Martin Plumbing - Martins would like to make some improvements.
They would Ilke to put offices in. They need to put in a driveway.
The site is too small for the required detention in our ordinance. Roof
water would go into storm to parking lot and to a grassy area. Mr.
Martin said that there is no detention at the new Pride Pantry and he
would hate to have to sue the City. He also said that there were
several places on Beaver Street. Storm water and paving are the
issues. Wywrot said in similar circumstances most people are able to
comply with part of the detention required. Martin's own both pieces
of property. Mr. Martin said that the Cities own attorney told him
that the City would have a hard time enforcing these City ordinances
in an existing industrial park. They currently rent out part of the
building to someone else and they also rent part of it for storage.
Mrs. Martin said that last year when the floods came that there was
no problems. The City needs to get a written opinion from Dan.
Asphalt virus gravel, Wywrot said there is not much difference as far
as drainage goes. The site can not accommodate it own storm water.
The subdivisions control ordinance is City wide. ;Wywrot su gest
pputting in as much detention as possible and to do the best they can.
Restrictor would hold about half of what is required. Martins do have
a permit for the work going on inside the building. Wywrot thinks it
would be best to go before the City Council. Wywrot will talk with
Dan, make a recommendation to the Council on Thursday. Mr. Martin
will have Don Peck redo the plan and get a copy to Wywrot.

7.) Five Year Road Plan - Wywrot said the last time this was discussed
there was some streets that should not be on the plan and some
streets that should be on the plan that were not. Wywrot said this
takes a lot of thought to make it all work out with the water and
sewer projects. 98/99 Beaver Street, the fire department asked for at
least part of this street to be redone. Orange Street east of Rt. 47 is
a well traveled area. Kot is concerned with being able to tell people
when a street will be repaired. Wywrot said that the revenues are not
where they need to be. Wywrot suggest making sure that when a
new subdivision comes in that the best streets possible are put in so
they last a real long time. Thick payment, a good base, etc. Wywrot
would like to raise the standards. Wywrot also has a few other things
he wants to do at the same time. Some of the streets in the newer
subdivisions are not much better than a driveway. In the past the
City only used MFT money to repair streets. Nearly every street
needs to be redone. Reclalmate Is a very inexpensive way of keeping
the roads in good condition. Kot would like to have a list of all the
streets that are in need of repair so once a street is repaired then it
can be crossed off the list. There are repairs that City crews can do.
They can put ravel down to make two lanes so it is not such ga
ublic safety issue. J.T. is trying to coordinate that with the
lacktoppin$ ppeople. J.T. said the City does not have_the equipment
to do a big fob. It there is good positive drainage that will keep the
streets in the best possible condition. Kot suggest the Alderman from
each ward to come up with a list, potholes, cracks, etc. and bring
back to the next meeting and come up with something,from there.
Jones is wondering if the new traffic light doesn't go in this year
could we use part of the money somewhere else? Some of the
streets need to be planned ahead of time. Can't 90 in today and.
decide we are going to redo a street tomorrow. With MFT money it
takes approximately six plus weeks to get an approval to sp_end the
money or just to get approval from the state to go to bid. Mike
Bennett is the streets person. We should let Bennett prioritize. J.T.
said it would be very helpful to have the street expenditures in the fall
so it can be engineered in the winter and sent out for bid as soon as
po�ssible so as soon as the weather permits then we can get started.
Wywrot would like to have plan approved by Cl Council. Spang is

happy with plan. Elizabeth Street is not on the plan. A car count
was one way to prioritize. Wywrot said it is important to have a plan
in place. Spang would like a cost for sealcoating. Bring back to next
meeting.
8.) DCCA Rate Study - Water could be better but it is not nearly as bad
as the sewer. The sewer is lacking 40.percent of what it cost to
operate. Repair expense should come from the sewer fund not from
the general fund. Wywrot thinks the system should support itself.
Nanninga was unable to make the sewer fund balance this year.
Wywrot would like everyone to look at this. The City needs to
consider increasing the sewer fees. Both water and sewer should
support themselves.
9.) Property Code Standards - Tabled
10.) Road Repairs - Discussed with number five.
11.) Street Lights - No update on the list J.T. has from the police
department. J.T. has turned some into ComEd. The lights on
wooden poles are ComEd.

12.) Additional Business Back to Kyle Cornelis - J.T. recommends a full
overlay because it is lower. Will be able to get some slope,
appproximately one percent. Doing the overlay to try to raise. Can
onlylustify this as purchasing the easement. Sowinski doesn't feel
the qty should be obligated to repair something that may have
happened four years ago.
Elizabeth Street - The ditch was grated between Chatman's and
Leo's. Some dirt was also added. J.T. has it scheduled to put down
more dirt twice this year and top soil. J.T. said he can't do much
more with all the rain we've had.
307 Illini - This has been seeded. J.T. will look at it again but he
thought is looked pretty good.
Fred Dollman - Dollman was required to give easement as per Jim
Olson. City needs a small driveway easement. Plan was passed by
Council. Wants to charge a recappture for going through back yard
for water and sewer. Sowinski, Spang and Jones think the easement
should be left there and to do a recapture agreement.
Citizens Comment Cards - Jones is suggesting sing comment cards.
If someone has a complaint then they should fill it out and send it
back.
Bent sign on McCue and Jackson - There is a bus stop at this corner.
The kids hang on the sign and it is loose in the ground.
Weed Ordinance - The area by apartments is looking bad. If people
have already been warned from previous years can the City just start
fining them?
Public Works Meeting_ Sowinski would like to try to have one
meeting per month. Kot would like to have the stuff for the meeting
a little in advance so he has time to look at it. Committee will meet
on May 19 and then the first Monday of each month.
