MONDAY, APRIL 21 ,1997

Jeff Spang called the meeting to order at 6:35 p.m.
Ron Walker/ Club 47 / Update
Joe Wyrott reviewed the "punch list" item by item. Ron Walker said Linden's
vacuum test of the manholes and the televised of the sewers was done. Mr.
Wyrott said he can not locate the televised reports. They agreed to replace the
gasket, reset the frame and wire brush. The fire hydrant needs to be raised (#8)
but it was pre-existing. There was discussion of rotating and the value box. It is
now a requirement to jet and t.v. the storm sewers and there was discussion if
this ordinance was already in effect when the project began. There will be
grating up on the manholes. The catch basins being reset and sealed with the
missing piece was discussed. Item #13 should read storm sewer north of the
flared end section, not east.
Mr. Wyrott will call IDOT concerning a broken pipe. There is also a washed out
culvert. Aldi & Precision Lube have a sump pump hooked up to a storm sewer.
There was concern of the grate for#25. Mr. Walker stated there was 2-3 '/ft. of
standing water at the end of the roadway after the flood. The runoff is now going
down into the storm sewer and he had to unplug it.
Mr. Walker stated he does not want to do too much to the road because some
will have to be taken out for compaction. He plans to put 4-6 inches of gravel
down which will support emergency vehicles and have black dirt on the side to
plant grass seed. Eventually, to build the rest of the road, it will need 1 '/ft. of
stone before blacktop He would like a recapture agreement of$200,000. He
will try to have this done by July 1. This area has not had a final inspection as
yet. Mr. Walker said he was getting notices after 9 months, he did not realize
there was much which needed doing. He has put $500,000 in storm sewer work
already.
J.T. Johnson said he has ordered the street sign and Mr. Walker will pay for it
and put it in. Mr. Walker agreed to planting grass in the parkway but there was
discussion about trees being planted there. He is concerned the proposed new
construction will tear up the plantings. Mr. Wyrott stated he needs to sign a bill
of sales which is a city document that transfers ownership to the city of certain

items. It will coincide with the city acceptance of ownership and start the one
year guarantee period. Mr. Prochaska stated the road and intersection was a
city project that Mr. Walker was asked to build. There needs to be a one year
guarantee (after city acceptance) and a letter of credit to provide a guarantee for
repair if something breaks. Mr. Walker says he feels misinformed on a few
areas. This will be discussed on the next Public Works agenda.
Resolution for Creating Funds
Mr. Prochaska presented the Resolution for Creating Certain Funds. This was
looked at COW. It has been made more general to see how funds could be
used. IEPA is still identified but the other revenues are general as directed by
City Council. The recapture agreements are listed "as agreed by City Council".
The Water Improvement Expansion Fund has the water connection fees going
there. Debt Service on loans will be used for any project to improve the
expanded capacity of the water system. He explained the reason for these
funds and the clarification of the wording. Mr. Prochaska would like a vote on
this Thursday night due to the upcoming budget being passed.
Sanitary Sewer - River Crossing Fee Ordinance Review
The most current ordinance to be reviewed was from April 2. This has not been
brought to COW as yet. Mr. Wyrott said he thought the $25 per p.e. was
reasonable. Mr. Spang asked for a revised copy from Mr. Kramer for the next
Public Works committee meeting on May 7.
DCCA Rate Study
Mr. Wyrott presented an update of what DCCA did in evaluating the past annual
audits. He suggested using the budget for the upcoming fiscal year to see if the
rates are adequate or not.
Liberty Fence - Update
J.T. Johnson reviewed the agreement with the State for lease of the land to
temporarily construct a orange plastic fence on the north side of the dam. There
was discussion of utilizing this park that the city has a lease on. It is a natural
woodlands but is heavily littered. Mr. Johnson said the problem is the liability of
keeping it maintained and clean. The residents would like the fence to keep
people from parking in their yards and for public safety. There was discussion
on putting up a fence with hours posted. The public access for parking was
considered. Mr. Kramer will be contacted about the legality of having a fence
and the liabilities involved. Mr. Johnson will wait until Mr. Kramer's opinion and
the recommendation of the Park Board. Larry Kott will address this at the next
Park Board meeting.

Countryside's Road Improvements
Mr. Wyrott said they are proceeding with the plan preparation and have been in
touch with the State. The plans are for Center Parkway from Countryside to
Kendall Dr. and should be complete by the end of May. There is $115,000 from
MFT for the project. Spring St. from McHugh to Wacker will be seal coated as
well as Colonial Parkway and State St. There may be a traffic signal at Rt. 47
and Countryside. The various homeowner's associations will be contacted.
Center Parkway will be contracted to be cored out. The poor conditions of many
of the roads was discussed and the lack of money in the budget to repair the
streets. Mr. Wyrott expressed it is more cost effective to keep the good roads in
good shape. Mr. Wyrott's memo from April 10 was reviewed pertaining to Van
Emmon and Beaver St. street repairs.
Annexation of Lot Next to Nursing Home
J.T. Johnson said he sent a letter to Ed Easter who has gone to the County to
pick up a building permit for a County owned lot south of the nursing home on
Game Farm Road. Mr. Miller has a pre-annexation agreement to get water and
sewer. This lot ties him in and the County will not issue a water or septic permit
because it is 1,500 sq. ft. lot. Mr. Johnson suggested Mr. Easter talk to Dan
Kramer and start the paperwork and possibly get an agreement started.
March Water Department Report
The committee agreed the report looked good. Mr. Spang recommended this go
to the COW.
Committee Liaisons: FN 97-98
Mr. Spang announced liaisons for the Park Board will be Larry Kott and the
Sanitary District will be Kathy Jones. It was suggested that Jim Nanninga come
to Public Works to interface if there is a city issue.
Spring Leaf Pick-Up
There will be a leaf pick-up May 5 - 9. There will be plowing and biodegradable
bag pick up. This will be advertised in the Record, the Beacon and on WSPY.
There was discussion on this being an annual event.
Road Repair- Update
Mr. Spang stated Countryside Parkway, Mill St. and Orange St. have large
potholes. There is still dirt on Illini and west Main from dug up sidewalks and is
shoulder damage on Morgan and East Washington. The industrial park

entrance and the Mill St. shoulder in front of the school needs work. The county
should be doing a lot of the work. Spring St. will be cored and hauled by the city
and will be seal coated. The sewer from State St. from Van Emmon to Hydraulic
and a 6 inch water main is going to be put in by the library. There needs to be a
12 inch water main out to the booster station on State St. Various other projects
were discussed. Mr. Wyrott said the criteria used to construct the repair list was
the dollar limitations and the coordination with sewer/water main projects. The
need for more revenue was discussed.
Streetlights
This will be revisited May 1 at COW. Bob Johnson suggested that road repairs,
street lights and property code standards should be on every agenda so Public
Works can track them.
Power Washer Purchase
J.T. Johnson presented three price quotes for power washers. He stated that
$5,000 has been budgeted in the coming year's budget for the pressure washer
and $4,500 for a value operator. If ordered now, the supplier for the pressure
washer will not send a bill until July 15. This will go to COW May 1.
Additional Business
Ms. Jones said she's gotten complaints from residents concerning the time it
takes for their yards to be cleaned up after the city digs. She suggested leaving
a comment card with residents to be filled in after work has been done.
There was discussion of how the boil order on Colonial Parkway was handled. It
was suggested that future notices be printed on fluorescent paper and
distributed door to door.
Mr. Spang asked for Elizabeth Street's ditch to be seeded and landscaped to
stop the erosion.
One of the lift stations is running on one pump because the other one is broken.
It will cost $4,550 to rebuild it. J.T. Johnson will price a new pump.
