Discussion:
1 .? Green Briar Unit 2, Letter of Credit Reduction Request #1 - Letter of
Credit is due to expire. It needs to be renewed or called. Request a
$25,000 reduction. Wywrot said it could be reduce to approximately
$77,500. Letter of Credit only covers streets. Wywrot recommends
to reduce Letter of Credit. Take to City Council for approval. Letter
of Credit is for 110 percent. There is not a punch list yet. The Letter
of Credit can only be used in Phase 11 and can only be used on
streets, curb, pavement, street light etc. They are going to put in
three street lights on Green Briar Drive. Require them to renew.
2.) Review Sanitary.Sewer River Crossing Fee Ordinance - Dan put
together a draft. This is to recap the amount of money given to
Y�SD for the Sewer Crossing. Prochaska thinks it sounds/reads as if
the City is saving the money to put in an additional River Crossing.
$1800 should go to the South Sewer. Some of the funds will be able
to go toward the IEPA Loan to help pay for repairs. Ordinance is
meant to show repayment of $600,000. Numbers are not $600,000.
Wywrot will check the amounts. 'Tap on fees were established to
repair and to expand the system. At the beginning $25 per P.E. will
go towards repayment of the IEPA Loan. Number four needs to be
reworded, needs to be Sewer and Expansion Fund. The. Fund has
two sources of revenue. On page one the where as part needs to be
fixed. Ask Dan for a revision for the next Public Works meeting. It
needs to be clear that it is a new River Crossing. The fifth where as
needs some work.
3.) DCCA Rate Study - Tabled.
4.f Ron Walker/Club 47 - Walker, Wywrot, Nanninga and J.T. had a
meeting. Asked Walker to get some information together. The City
has budgeted to pay Walker $28,000. The Cities amount and
Walkers amount do not match. Wywrot does have some concerns.
Walker had some problems with Pavia-Marting with amounts. City of
Yorkville had entered into an agreement with the Holdimans for one
intersection. Walker said he inherited that one intersection from the
Holdimans. Walker feels like he got pushed off by the_City. The

original agreement was very vague. Walker needs to get a final
approval from the State before the City can release any funds to him.
Walker needs to put ravel down at end of property and needs to put
up a dead end sign. The original plans are pretty unclear. $2600 of
the bill is for Walker's time. _Wywrot deleted $2370 worth of
Walker's time. Walker came up with a total amount of $41,300. The
State will be maintaining the intersection. The Storm Sewer needs to
be taken care of before the State will approve intersection. Stafford
does not remember anyone talking about the interest. Walker is
offended that he was only offered $10,000 last year. Once he found
out that he was not going to be paid he figured why should he do all
the things he was suppose to do? If the City had of known about the
interest, they would have been able to borrow at a lower rate. There
Is about $10,500 difference in the City of Yorkville amount and
Walkers amount. Spang and Stafford are not in favor of the interest.

Walker said the interest f for one year only. Once the budget is
approved then the $28,000 will be available. Walker has not cashed
the check from the City dated September 30, 1996 because that
would have meant that he accepted this and he does not. $4700
was paid to Pavia-Marting. Walker does not agree with the amount.
Walker said $2500 that was made in a verbal agreement with Mayor
and the interest. The $28,000 may or may not be available because
the City needs to wait for tax dollars to come in. Wywrot needs to
track down a $890 charge. Spang suggest coming up with an
Agreement on the amount and borrowing the money to pay Walker.
Walker does not want the City to borrow the money and incur more
debt but he needs to know there is light at the end of the tunnel.
Walker would like to get his money as soon as possible. Get back
with Walker within one week. Wywrot will get together and discuss
double billing. Wywrot and Nannings will get with Walker and come
up with an amount. The plans do show a second entrance or some
type of future road. Put on agenda for the next Public Works and
Administration Meetings. Also need to get the recapture agreement
done. There needs to be a closing agreement. Something like on
July 1, City will pay X number of dollars. improvements will be done
or Walker will produce a Bond or Letter of Credit for the remaining
items that need to be done within one year. City needs to get legal
clarification on the Sewer.
5.) Liberty Street Fence - Dave Light is a resident on Liberty Street. Light
said there have been some disturbances there. Light has signed a
petition. Nanninga told him that the City might be able to put up No
Parking signs, but then the residents would not be able to park there
either. This is the area at the south end of Liberty Street down to the
River. Part of the property is State property, part is City property and
part of the property is private property. The area has been cleaned up
and now the path is much more noticeable. The City takes care of
the property. The State could post No Trespassing signs. The City

may not be able to do that since it s State property. Stafford
suggest trying to get permission from the State to post No
Trespassin signs and to put up a fence. Wywrot will try to get
something from the State.
6.) Countryside Road Improvements - Center Parkway is the worst road in
the subdivision. Wywrot did some cost estimates for repairing
Countryside Parkway. The City could ask Idot for a six month
advancement. Seelcoating is just a band-aid. Spring Street is in real
bad shape too. $10,000 of MFT money is being budgeted for Spring

Street. Wywrot feels amounts are very close. Residents can take
other streets to get to their homes. Main Street is seeing more and
more traffic. Walnut is already an issue. Prochaska would like to
make sure Spring Street will hold up. Prochaska said there was a
small hole on Main Street a year ago that never got any attention and
now it is in worse shape. Prochaska would like to at least look at
chancing amount budgeted for the traffic light and the Spring Street
rehabilitation. Wywrot said he sees Spring Street being delayed
because sewer needs to be put in.
7.) River Crossing Recapture Agreement - Same as number two.
8.) Property Code Standards - Tabled.
9.) Road Repairs - Nanninga has given Wywrot new numbers. Wywrot
would like to take those figures and redo the five year plan.
10.) Street Light - Wywot received a list of street lights that are out from
the Police Department. Wywrot will make sure J.T. received this list
also. The budget for Street Light doubled.
11.) Additional Business - 307 lilini Street - Had some work done.
Electrical box was dug up. There are some drainage problems. J.T.
said he will get to it.
Leaf Pick-Up - TCD is suppose to do a bag pick up again in April.
Wywrot has had some request for an additional leaf plowing. City
would need to rent a dumpster from TCD to plow. Just do the bag
pick up this year. Will consider plowing next year in the spring.
