Public Works Minutes 1997 03-03-97 { F UNITED CITY OF YORKVILLE Committee Minutes - Public Works Date of Meeting: March 3, 1997 Location: 111 W. Fox Time Convened: 6:30 P.M. Time Adjourned: 8:00 P.M. Attendees: Joe Wywrot J.T. Johnson Jerry Lynch Jeff Spang Art Prochaska Discussion: 1 .) Creation of New Job Description - J.T. is working on one for Street, Sewers, and Parks. Parks will go back to the Park Board. 2.) DCCA Rate Study - Wywrot called some other Communities to find out how they charge. Most Communities charge by usage. Some Communities charge a set fee. Large water users take in more water and need bigger piping. Wywrot will hopefully have report at next meeting. 3.) Property Code Standards - J.T. will talk with Detmer. Detmer may not be able to do much with these. Prochaska thinks we need to be careful with Bridge and State. Spang thinks there is an increasing problem on this stuff. Yards cluttered with junk, old cars, etc. Mayor Johnson has indicated that the City needs to get a handle on deteriorating properties. Prochaska thinks that if there needs to be a Resolution or an Ordinance then we should do one. Prochaska thought the Sign Ordinance covered the Realty signs at corners, but nothing gets done about it. This needs to be addressed. J.T. said he feels that Detmer does what he can but he is also out of town a lot. Spang thinks that maybe the City should consider hiring a full time Building Inspector. The City pays $7000 to 810,000 per month now. Lynch thinks that Detmer will do what the City ask him to do. Spang said Heustis Street is bad and he has complained for over a year. J.T. said that is in the hands of the Attorney. But he does not know what is going on with it. Junk cars should go to the Police. Even if Detmer is designated as the Code Enforcement Officer, it will still need to'go to the Police. Prochaska would like to find out where the block is and if there needs to be a different way to handle it. Detmer uses the Boca Codes. J.T. doesn't know if Detmer knows the City Ordinances, which are more restrictive than the Boca Codes. Can the City charge fines? Prochaska suggest sending letters. Allow them some time to apply with the letter, then charge a fine and lean the property. Ask Detmer to next meeting. J.T. will ask Detmer to give a report on outstanding items to find out where things are. 4.) Road Repairs - J.T. said they have been out to Countryside Parkway three times. L ynch said that Moragn Street does not exists any more. J.T said that Morgan is only sealcoating. Will not be doing Storm Sewer. Gravel and stone all washes to the bottom of hill. Prochaska said on Center and Liberty there is a place where the road is washed ZO'd d90=40 . L6-Lt--�pW - Page 2 - out because the water just sit there. Spang said this is on every Public Works agenda but there are not any funds to do any repairs. Wywrot did a five year plan but it never got out of this Committee. Wywrot did make recommendations. J.T. said we need to find ways to generate more revenue. Not all areas need curb and gutters, Hilly areas need curb and gutters. Prochaska said this may be true but how do you justify increasing someone taxes when they are not getting everything. Need more businesses to generate tax dollars. Sunset Is annexing. Prochaska said that Mayor Johnson is working with Ace Hardware. City can force annexation if they are surrounded by 75 percent. 5.) Street Lights - Fox hill has two light out. One is a ComEd issue. J.T. has called Julie about the light in front of Kiddie Campus. J.T. is workingg with someone at ComEd. Wywrot will let Prochaska know about tFie two lights in Fox Hill. 6.) Additional Business - Punch List for Fox Hill - There is a broken grate in Fox Hill. Wywrot has that on his Punch List. Elizabeth Street - Cost Estimate. This is a down-sized quote for the Storm Sewer. Nanninga requested an estimate. Wywrot did a full estimate. Then he had to take part of it out. Prochaska recommends that we show what the cost will be to put in everything and then show cost of what it will cost to do the necessities. There are 26 Properties that will be paying approximately 75 percent of the repairs. It is eight percent interest on 10 years. It would cost each property owner approximately $2800 total. It is approximately $430 per year. Spang would like to dampen the complaints. Does not want to increase taxes. Wywrot has already done an estimate for the full project. Spang said the City has made promises to fix the streets, but the funds are not there. Wywrot said we could consider seal coating. Prochaska would like Wywrot to put together a list of sealcoating projects. If the SSES goes through the City will still have to come up with a percentage of the money. City needs to pay Walker back this coming fiscal year and we need to pay Aurora Blacktop for work they did last year. Walker still has some Punch Card items that need to be completed. Wywrot said the biggest item is the Storm Sewer. They jacked the storm sewer and now it has fell over and is COLLAPSING and now part of Rt. 47 is crumbling. J.T. said the City has done a lot of things to help Walker. The City installed stop signs, he called the Cable Company so they would only get charged for one Cable line instead of ten. Walker did not post a Letter of Credit. Lynch asked if there is a check list of things that need to be done before a permit is issued? A lot of this was done through Pavia-Marting and J.T. does not know if they followed up on things. J.T. said a Letter of Credit was requested. He does not know why it did not get posted. The City is budgeting to pay, him back. Prochaska suggest notifying Walker that the road will not be approved until Punch List is completed. Spang suggest that the City repay him once the intersection is accepted unless he posts a Letter of Credit. Walker would have to post 35 percent of the Engineers estimates. Wywrot will talk with Nanninga. Prochaska does not want the City to be viewed in a bad light on dealing with business. £O-d Vg0=90 L6-Lt-_AVW - Page 3 - Exert - Mayor Johnson would like everyone to look it over and discuss it at COW. New Well - W wrot has done some cost estimates. He recommends doing test well. Put set-up in ground, pump fast to get any sand out and cap. This will cost approximately $50,000. Idot request for land - Idot requested a small strip of land by Rob Roy Creek to widen the bridge. Received a deed for it. Will make copies and have at COW. Garage - There is a ggarage being built on Somonauk. J.T. said it is not in the designated back yard. A detached garage is considered an accessory building. It can only cover a certain percentage of the property. It looks to be taller that 15 feet. Prochaska would like to know how this was approved without a variance and Neisons request was voted down?
