Public Works Minutes 1997 02-03-97 E ! UNITED CITY OF YORKVILLE Committee Minutes - Public Works Date of Meeting: February 3, 1997 Location: 111 W. FOx Time Convened: 6:40 P.M. Time Adjourned: 7:40 P.M. Attendees: J.T. Johnson Jeff Spang Jerry Lynch Art Prochaska Jim Stafford Joe Wywrot Discussion: 1 .) Road Repairs - J.T. plans to do what is possible before the money runs out. Doesn't look like there is much money. All repairs will have to use in house labor. Very.tight in the budget. Spent $32,000. Won't be able to do any major repairs, Have to pay low bidder up front then incur from that. Prochaska said this year should be incurring at the regular rate. Wywrot said IDOT has $55,000 of nondedicated funds. Budgeted $5000 for Van Emmon Street, right now will do Van Emmon to Main. It is a Water Main and a Street Project. Will cost approximately $180,000 to do entire project. It is pretty much an even split cost wise with Water Main and Street. City also has Countryside Parkway that needs to be repaired. J.T. said he needs to get figures from the budget for next year. Spang said that Streets will not get cut. J.T. said he lets Nanninga know what he needs but he has no real say in where money goes. Rt. 47 and Countryside and Blaine Streets need to be paid off this Year. That is approximately $60,000. Spang thought that Elizabeth Street Storm Sewer was covered. $54,000 budgeted in Maintenance Sewer, spent $25,000. Spang thinks that if the revenue goes up by five percent that there will be more money for street repairs. Prochaska thinks that J.T. should be able to get building expansion. Approximately $60,000 from Development Fees and still get a new truck. J.T, said they are looking at a smaller truck. Something like an S-10 4X4. It would be alot less money and Wywrot and Dhuse would be able to get around. Looking at other things besides a big dump to sell, Guys are happy with old truck. The motor has been rebuilt. J.T. said until the budget is completed he doesn't have any real answers. 2.) Street Lights - Green Briar is on. Fox Hill is finally on. The light on Cannonball Trail is still out but it is a ComEd problem, IT, would like Public Safety to do another report. He said he hasn't gotten one since October or November. 3.) Property Code Standards - There are two or three places that the City Lynchs understanding that someone needs to complain. Stafford said Mayor Johnson is asking to set codes. J.T. needs to find out from Nanninga. Prochaska thinks we need to look at standards. Bring back any policies. Relay problem areas. Stafford would like to go over Codes. J.T. is understanding that items one, two, and three will be on every agenda. Prochaska thinks we should have done the increases all at once. Prochaska thinks some of DCCA's ideas are good. Like billing in gallons instead of cubic feet. Prochaska thinks that the Sewer rate is too high for out of town residents. Lynch said the City does not have a surcharge for out of town Sewers. There is an additional $10.00 surcharge on Water for out of town residents. City is taking care of the line, not treating it. Wywrot thinks this is the way that the smaller users end up helping the bigger users. Wywrot will check with some smaller towns to see how they charge without using or owning the Sanitary. Step increases on the Water was done slowly. If it had been done all at once it would have been a 25 percent increase. Had to figure in new ggrowth to get numbers to do increase. Wywrot knows that Nanninga as had a real problem balancing these two things. Water and Sewer should be supporting itself. $pang asked if Wywrot has validated the report. DCCA says that for every $1 .00 that was spent the City only collected $.39. Have approximately $100,000 to do repairs. Prochaska thinks it is an awfully large amount. Wywrot will go back over the report. There are two full time salaries taken from the Sewer Maintenance but there really is not two full time employees. J.T. thinks it balances out somewhat. Sometimes there are four or five Pon one repair. Prochaska would like to consider estimates on hours to pay salaries. A cost break down on hours spent/over salaries paid by two full time. Prochaska would like to see some kind of recommendation. 5.) Next Meeting Date - If there is anything important, then we will meet on 2/20. Otherwise will meet on 3/3. 6.) Additional Business - J.T. wants to keep Chevy truck. He can use it in his snow fleet. It has a snow plow. J.T. has white step van that he would like to sell. He would like to ask a minimum bid of $2000. He has a grader he would like to sell with a minimum bid of $3000. J.T. does know someone that would like to purchase it. But it will have to go out for bid. J.T. also has a small sweeper that he would like to sell. He is hoping to get $1000 for it. it is a maintenance sweeper. The body is in good shape. It can be used to clean parking lots. He will need to market it. J.T. needs permission to go out for bids. Down Spouts - Wywrot said that certified letters have been sent out. State is asking for some land - The State is requesting some land to make the bridge over Rob Roy Creek wider. They will maintain the land. Everyone is in agreement, its fine.
