Time Adjourned: 7:45 P.M. Attendees: Mayor Bob Johnson Richard Scheffrahn J.T. Johnson Jerry Lynch Jim Nanninga Jim Stafford Joe Wywrot Jeff Spang Discussion: 1 .) Acting Director of Public Works - Tabled. 2.) Job Descriptions - Spang highlighted some things. Street Department, Budget, MW2 any duties. Public Workers should under the direction of a Department Head. This could lead to some confusion. J.T, said this would be changed. 3.) Road Rehabilitation Pro ram - Wywrot would like to prioritize the street projects. State Street needs some sewer work. Would like to working streets that need sewer repairs into the sewer/water projects. This will help to keep from redoing a street twice. The last block of State to Fox is really bad. Spang thought State Street was going to be done next year. State Street needs some water main construction. There are a lot of needs, but only so much money. Wywrot is looking for some direction. Spang thought we were doing Countryside Parkway and an overlay on State Street plus some sealing. The water main on State Street will be used as a booster to get across the River. Wywrot said that most of the water projects are for extension not replacements. Mayor Johnson would like to put some dollar figures together with the projects so we know what we can afford to do. J.T. said this is the time of year to start working on this. Wywrot and Dhuse can get things out for bid and you will get the best pace now. Wywrot said he put together a report in July but no one could decide on what streets to do. Mayor Johnson said this is something that we will start looking at next month with the budget. Would also like to have some costs on seal coating. 4.) DCCA Water & Sewer Rate Study - City had DCCA do a Water and Sewer rate study. DCCA recommends that the City raise and change rates. The City charges only 39 percent of what it actually cost to provide it. Wywrot would like everyone to review the memo. Down Spouts and Cleanouts - Wywrot will be sending out letters letting residents that have downspouts that are hooked up to the sewer know the need to be disconnected. This is a problem. Wywrot would like to send out the letters after Christmas. Hopefully everyone will be willing to clean up. They could be subject to fines. 6.) Additional Business - Heater in Building on Tower Lane - A unit heater has gone out. J.T. has ggotten some quotes. Lowest quote is $776. The Public Works empfoyees can install it. Would like to get this replaced with a not to exceed $1500, if they install it. Garage Door - J.T. has gotten quotes. McKey Door was the lowest at $2249. There is only $2100 left in the budget, This building houses everyone. J.T. would like to use money from other funds. Take to COW with updated quotes. Bring to Council. Not to exceed $2500 on the door. Chatman Driveway - City is going to offer $550. Chatman will be asked to sign a release. Dan faxed a draft to Wywrot. Sanitary District - Y.B.S.D. has established a meeting on January 7, 1997 at 6:00 P.M. The meeting will be covering Ralphs position. $300,000 will go towards plant expansion. City needs $1,200,000 to reppair line across River. City could spend a lot of money repairing the INI, but there is no guarantee that you will remove any INI. Edmeier needs 850 P.E. Country Hills needs 500 P.E, Nanninga thinks that Country Hills will put up the money to finish the line from the Lift Station to Rt. 71 . Nanninga was hoping for $500,000 for line across the River and $300,000 to fix lines. Spang thinks the City should do the repairs, then there would be more than enough room for every development on the table. Nanninga said on average you will only remove 40 percent of the INI, Sunflower is in. Fox Hollow has already annexed. You can't charge them more than they are going to use. A resident on Elizabeth Street has requested a SSA. Status of increase for the Public Works Employees - Spang said he sent a letter in May requesting for some bush trimming because of obstruction of view. He didn t think it ever got done. He doesn't thinks the job descriptions have been meet. Jones, Spang and Prochaska also sent a list of streets that were in need of repair.
