Discussion:
1.) Leaf Pickup Report - J.T. thinks the Leaf Plow was successful. Did
the North and South side in the same week. There were alot of
bagged leaves. Leaf Plow only takes one person to operate. Mayor
Johnson has requested J.T. to put together a cost report. Spang
thought the plow worked well. J.T. said there are a few minor
gglitches that need to be worked out. Oswego plows for four week,
depending on need they might plow for six weeks. J.T. will turn in a
written report.
2.) Job Descriptions - J.T. and Nanninga have gone over descriptions.
J.T. and Nanninga think the descriptions were pretty thorough. They
are looking for some suggestions. The descriptions were just passed
out at this meeting. Spang would like the opportunity to take some
time and review them. J.T. would like for everyone to review them
and bring back to the next Public Works meeting.
3.) Sid Chatman - Wywrot got another quote for just patching the two
areas with a two inch overlay. Spang is wondering if we can pay
for the repair only if Chatman has it repaired. Prochaska thinks that if -'
we caused the damage that this is a fair amount. Wywrot said there
were cracks in the driveway before, Chatman is claiming the the
cracks are larger now. The City only used the driveway for two days.
Stafford would like a letter sent to Chatman offering him half. If he is
not happy with this amount then Chatman can present his case to
Committee. Stafford also thinks the City should ask Chatman to sign
a Hold Harmless agreement. Wywrot will send letter.
4.) Additional Business
Fox Hill - There are still three street lights out. Wywrot has been
calling the Electrician weekly. Some repairs need to be done.
Electrician says he is waiting for parts. Street light are suppose to be j
in and working before Occupanc permits are issued. Prochaska
would like to see this enforced. Tt is the Developers responsibility to
make sure things are done. There is not an enforceable Letter of
Credit for Fox Hill. Wywrot said one Letter of Credit never existed,
and one was on the old form and there was not a notification on the
expiration. The new forms do require a 90 day notification. Wywrot

has told Capp that units three and four will not be approved until
Letter of Credit is renewed. Wywrot has talked with Dan about
enforcing Letter of Credit Ordinance with a fine. City could contract
the street lights out to be repaired but then the City is on the hook
for the money. Wywrot will talk with Dan again. The Entrance - Idot
has given this back to Capp with things that need to be changed.
These are fundamental things that need to be done. Fire Department
wants the second entrance in by the time the Commercial Property is
developed. Idot will want a traffic signal there. It is approximately
one quarter of a mile from current entrance. There are plans to put
multi-family homes behind the commercial area. Idot will want some
kind of time frame and to know funding is in place for the traffic
light. J.T. thinks that there is more Right-of-Way that needs to be
secured. J.T. said that at one time all the street lights did work
because he inspected them. It was approximately one year ago.
Builders may have cut some of the lines. Wywrot will call the
Electrician twice or three times a week until they are repaired. He
will also check with Dan on a daily fine.
Larry Bretthower - 405 W. Madison Street - He is complaining that
the snowplows are tearing up his driveway. J.T. will check this out.
Crack Sealing - Should be done yearly. The County was unable to
do it this year because they purchased a new machine that did not
arrive until late this year. J.T. said this is something the City could
do in house, but the City would need to spend the money for the
equipment to do it correctly. J.T. thinks it has been very cost
effective to pay the County to do it. We have only paid for the
supplies. Spang suggest chec!Jng to see if the State will do it, or
maybe the City can rent or lease the State equipment. City needs to
find out what the County is willing to do it for so the City can budget i
for it. City needs to find out what it will cost. Spang suggest
budgeting a certain amount of money for crack sealing and then call
someone to do it. J.T. will get with County and find out the cost
and find out what they are willing to commit to.
Inland - Inland is requesting a reduction on their subdivision bond for
Yorkville Business Center. The request does not constitute `
acceptance of these improvements. There is still punchlist work f
that needs to be completed. Spang would like to make sure the
Administration cost and enforcement cost are covered. If the City is
going to set a policy, then it needs to be a straight amount across
the board. Recommend a 75 percent reduction policy. Hold 35
percent back until project is complete. M
Cold Patching - There are some areas that need to be patched. J.T
will double check the patch in front of the school.
