Public Works Minutes 1996 11-04-96 UNITED CITY OF YORKVILLE Committee Minutes - Public Works Date of Meeting. November 4, 1996 Location: 111 W. Fox Time Convened: 6:30 P.M. Time Adjourned; 9;20 P.M. Attendees: Mayor Bob Johnson J.T. Johnson Jeff $pang Jerry Lynch Art Prochaska Jim Stafford Joe Wywrot Rick Durgin Discussion: 1 .) Leaf Pickup Options - Rick Durgin with Standard Equipment was present at the meeting to show a few different leaf vacuum machines. One machine that Rick recommend is $140,000 dollars. City would be able to vacuum up leaves as well as dig holes without hurting utility lines, jet sewers and help with root control. City needs to monitor the cost that is currently spent on leaf pick up. Last year Oswego spent $13,000 on leaf pick-up. City would like to cor:sider an intergovernmental agreement with Oswego and Montgomery. Stafford would like to get a couple of other communities together and have a demonstration done. Stafford would like to schedule the demonstration for Saturday November 23, 1996. 2.) Public Works Car - J.T. is using the diesel pick-up truck right now. J.T. said he will drive whatever is available. If the Police Department gets a new car in the sprin then the Public Works Department will get one of their old cars. �an sell the wrecked car for parts. City will put ad in paper for bids. The insurance company is paying $2000 for the car. J.T. would like to swap some boxes on trucks around. Stafford checking with Steeper to get a different box for the old State truck. Stafford thinks J.T. should be able to find one for $700-800. Then the City would be able to get more for the truck, if they decide to sell it. 3.) Brush Disposal - J.T. found a legal burning area in the County. The property owner does the burning. He will charge $1200 per year. City might have to go out and pile it up. There are six brush pick ups per year. Property owner would like a hold-harmless agreement should someone complain about the smoke, then they go to the City. J.T. suggest paying half and half. J.T. will talk to Dan about agreement. 4.) Temporary in Charge-Public Works - J.T. would like to have a firm policy in place for an in Charge person for days that he is not in. Such as vacation days, sick days, or personal time he may need to take off. He recommends Miff Michelson. J.T. would also like to - Page 2 - give the in Charge person $.50 per hour increase in addition to his regular pay for doing the job. The $.50 per hour increase would only be for the amount of time J.T. was out off. Michelson would still be responsible to do his own job. Mayor Johnson would consider this if J, 1 . was going to be taking an extended amount of time off. Mayor Johnson suggest three or more scheduled days. Stafford suggest seven calendar days. Spang suggest longer that three days. Prochaska suggest looking at this some more. City does need a working policy. 5.) Change Orders - Blaine Street - There is a $762.15 decrease in the cost. Budget is just under $31,900. Next years budget will need to pay Aurora Blacktop Game Farm Water Main - $5892 is the increase balance. Back fill that Wywrot and Pavia-Marting missed. $18 cubic yard. Pavement was at $2540. Had to realign. Current line will be abandoned sooner or later. Line is made up of copper, galvanized, and PVC. Take to COW. 6.) Policy on Individual Detention, Easement, Letter of Credit & Charging Review Time - City would like to avoid individual detention or bathtub type detentions being put in the front. Nanninga has put together, but Wywrot didn't have the information with him. City can set standards. Put together a list. Detention is usually at the lowest part of the property. Bring back lists. Easements - current ordinance allows easements to the detention areas. Letter of Credit - City has adopted a general Letter of Credit form. Wywrot would like to see these used. Charging Review Time - Policy says subdivisions. Wywrot thought the policy was only for new. Prochaska thinks we should have a policy for additions. City needs to be consistent. Bring back with recommendations. 7.) Radium Standards - J.T. is looking to get some input from the City officials at this point in time. There are a couple of groups out there that feel the radium standards should be enforced. At this time, Yorkville exceeds the limits if there is not an increase in the amount of radium that is allowed in the water. The most economical way to correct the problem it to put a well out by Eldamain Road. If the City does nothing, then they end u on restricted status, State and Federal funding will be cut, and growth will stop. It is possible that it will become a federal law. St. Charles, Aurora, and Batavia have already taken care of this problem. They went to the residents and explained it. This is how they raised their water rates. City will be forced to comply. J.T. would like to bring this to COW. He would like City Officials to sent letters to Congress asking for help to revise the radium standards. Spang would like to know how the people in his ward feel. J.T. does not think that there is enough radium in the water to hurt anyone. There are two types of cancer that have been linked with radium. Paranasal and bone cancer. If a private owned company comes in and takes over the water, rates are going to go up substantially. Take to COW. Additional Business - Larry Cooper's Driveway - Spang said Cooper was told a couple of months ago that his driveway would be fixed. The asphalt approach was taken out when the street repairs were done. J.T. will try to get this done this week. White Oak - Sppang got some history. There is a Homeowners Association, Robinson was appointed by Wehrli. This was done through Dan and filed with the State. He would like to see the trails as proposed. Several other people in White Oak would also like to see the trails. Curb Ramps - Asphalt in front of drive way is ragged. Aurora Blacktop put in to much asphalt. Wywrot feels this can be cut and redone. Bill said that there were a few others in the area that has this same problem. J,T, said there are three to four driveways like this. If someone want this overlay fixed the need to put it in writing. If City caused problem, City will fix it. Chatman Driveway - Wywrot got estimates late today. For a two inch overlay the estimate $2265. For a one and one half inch overlay the estimate was $2165. if we wait until spring the estimates might go down. Wywrot thinks City should offer Mr. Chatman one third. City needs to know what the actual cost of the repair, Wywrot will get an estimate for the damaged areas. Garage Door - J.T. would like to get new garage door fixed. There are panels that are broke and can t be repaired because it is so old. J.T. is getting prices. He would like to get a two inch insulated door with two bubble windows, Money is in the budget in the building maintenance line item. J.T. is still getting prices. Fox Hill - All street light but two are working. One light has a broken cable. Lights are suppose to be working before occupancy permits are issued. Prochaska would like to see this enforced. Street Patching Pot Hole east of Mill Street on east bound land is growing. Pot hole on east Main. Spring & Liberty. West Main and Ring streets slope into front yards. J.T. will look at this. He thinks it was paved about eight years ago. Circle Center - Spang would like to see hold fix by bus entrance fixed on Friday when there is no school.
